Strengthening Community Enterprises Through Business Planning

The Department of Trade and Industry (DTI), through Negosyo Center Balbalan, in partnership with the Department of Social Welfare and Development (DSWD) through SWAD Balbalan, conducted a lecture on Business Planning, Business Plan Preparation, Market Matching, and Product Costing and Pricing for the members of the Balbalan Proper Pumiyaan Association and Lumin-awaan PLP Association on October 8, 2026, at the Balbalan Proper Barangay Hall.

The activity equipped participants with practical knowledge and skills in evaluating business ideas, preparing business plans, identifying potential customers and market outlets, and determining appropriate product costs and selling prices. Guided group activities were also conducted to help participants apply the concepts discussed and gain hands-on experience in developing their business plans.

The lecture served as part of the preparations for the second tranche of the PAMANA Sustainable Livelihood Program (SLP) assistance from DSWD-SWAD for the Lumin-awaan PLP Association. For the Balbalan Proper Pumiyaan Association, the activity aimed to support the improvement of its existing PAMANA SLP-funded enterprise and prepare the association for potential business expansion.

Through the collaboration of DTI and DSWD-SWAD Balbalan, community-based associations are provided with opportunities to strengthen their business management capabilities, improve their enterprise operations, and develop sustainable livelihood opportunities for their members.

Celebrating Excellence in Kalinga Coffee

The Municipality of Balbalan recognized the outstanding achievement of Mr. Erwin C. Mangaoang, who secured 1st Place in the Arabica Category during the 2026 North Luzon Coffee Quality Competition, through a ceremonial awarding held on September 24, 2026, as part of the Municipality of Balbalan’s 126th Civil Service Month Celebration.

Mr. Mangaoang was awarded a plaque of recognition and a cash prize, presented by Municipal Mayor Almar P. Malannag and Mr. Jeffrey A. Pasikan, DTI-Kalinga Coffee Focal, representing Provincial Director Mr. Renie M. Ramos.

In his message, Mr. Pasikan highlighted the importance of convergence between the Local Government Unit and national government agencies in supporting the municipality’s coffee farmers. Through strengthened collaboration, government institutions can provide farmers with access to technical assistance, capacity-building activities, and opportunities to improve the quality and marketability of their coffee.

He also emphasized that government interventions must be matched by the farmers’ willingness and commitment to continuously learn and improve. Developing a competitive coffee industry requires farmers who are open to adopting better practices, learning from their experiences, and continuously striving for quality.

Mr. Mangaoang’s achievement demonstrates what can be achieved through the combination of farmer commitment, continuous learning, and collaborative government support. His success also provides an example for fellow coffee farmers in Balbalan as the municipality works toward strengthening its coffee industry and developing its coffee agro-eco-tourism potential.

Congratulations, Mr. Mangaoang! May your achievement inspire more coffee farmers in Balbalan to continue learning, improving, and taking pride in the quality of Kalinga coffee. ☕

Reviving Balbalan's Coffee Industry, One Farm at a Time🌱

The Municipality of Balbalan, Kalinga continues to strengthen its commitment to revitalizing the local coffee industry through the successful completion of the four-run training “Sustainability in Coffee: Coffee Cultivation with Green Grading and Evaluation.”

Implemented by the Department of Trade and Industry (DTI)–Kalinga through Negosyo Center Balbalan, in collaboration with the Local Government Unit of Balbalan through the Municipal Agriculture and Services Office, the training was conducted across four zones of the municipality:

📍 June 9, 2026 – Barangay Balbalasang, Zone 2
📍 June 10, 2026 – Barangay Gawa-an, Zone 1
📍 July 30, 2026 – Barangay Mabaca, Zone 4
📍 July 31, 2026 – Barangay Dao-angan, Zone 3

The initiative was designed to respond to one of the challenges confronting Balbalan's coffee sector: the presence of old and neglected coffee trees with declining productivity. Rather than allowing these existing coffee resources to remain underutilized, the municipality is investing in the knowledge and skills of its farmers to help revive, rehabilitate, and improve existing coffee plantations.

Across the four runs, participants were capacitated on coffee cultivation, pest and disease management, harvesting and post-harvest practices, coffee rejuvenation and farm management, and green bean grading and evaluation. The training emphasized that revitalizing the coffee industry goes beyond increasing production. Improving farm management, harvesting practices, and bean quality is equally important in creating coffee that can command better market opportunities.

Engr. Jaycin Dawigoy, Mr. Semion Beligan, and Mr. Hilair Wacdagan of the Office of the Provincial Agriculturist, together with DTI–Kalinga Coffee Focal Mr. Jeffrey A. Pasikan, served as resource speakers for the first and second runs. The third and fourth runs were handled by Engr. Aden Rivera and Mr. Jeffrey A. Pasikan of DTI–Kalinga.

More than a series of training sessions, this four-run initiative reflects the municipality's continuing efforts to revive and strengthen coffee production across Balbalan. By reaching farmers from all 14 barangays and equipping them with practical knowledge on farm rehabilitation and quality improvement, the initiative aims to transform existing coffee resources into more productive and sustainable sources of livelihood.

The initiative also forms part of Balbalan's Pledge of Commitment to the Coffee Agro-Eco-Tourism-Industry of the Province of Kalinga, reinforcing the municipality's commitment to developing coffee not only as an agricultural commodity but also as a potential driver of enterprise development, rural livelihood, and agro-ecotourism.

The revival of Balbalan's coffee industry is a collective effort. It begins with restoring neglected trees, strengthening farmers' knowledge, encouraging new entrepreneurs, and building a culture of quality from the farm onward.

Balbalan's coffee story is growing, and the journey has only begun.☕
