𝐆𝐞𝐧𝐝𝐞𝐫 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 (𝐆𝐀𝐃) 𝐀𝐠𝐞𝐧𝐝𝐚 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩

The City Government of Tacloban through its City GAD Focal Point System (GFPS) has recently conducted a workshop on GAD Agenda Formulation held last May 25-26, 2026 at SP Session Hall, 3rd Floor New City Hall Building.

The said activity was participated by the different members of the City GFPS, CSOs and other stakeholders and was facilitated by our esteemed resource speaker Ms. Marieta Sumagaysay, PhD. This initiative is one of the strategies of the city to strengthen the GAD Program implementation in the city by ensuring that gender equality and inclusivity and women empowerment is considered in the plans, programs and activities of the city. Thank you to all the participants who were present for their active participation and commitment to Gender and Development.

The Barangay GAD Focal Persons had their 1st semestral meeting last May 11 - 13 held at City Population Office. The said meeting aims to inform and discuss issues and concerns with regards to the GAD Program implementation in the Barangay during the global energy crisis we are facing right now.

The said meeting highlighted the discussion of the Philippine Commission on Women (PCW) Advisory No. 2026 - 001, Safeguarding GAD Implementation Amid Mandatory Austerity and National Energy Emergency of and the City DILG Advisory , Adoption of Online Modalities for Barangay Capacity Development Activities.

Under Advisory No. 2026-001, the PCW reminds all government instrumentalities that the GAD budget is an attribution of an agency’s existing appropriations representing the cost of mainstreaming gender perspectives into its core mandates, rather than a stand-alone or “extra” fund. Therefore, it cannot be treated as a general reserve to comply with the energy conservation mandate under Memorandum Circular No. 114 or the national energy emergency declared under Executive Order No. 110.
However, the PCW allows for the strategic readjustment of the GAD Plan and Budget (GPB). Agencies may redirect funds from non-feasible, travel-intensive, or high-energy consumption activities toward cost-efficient interventions that respond to emerging gender issues exacerbated by the crisis. Such readjustments must remain compliant with existing GAD budget policy and administrative and audit guidelines issued by PCW, the Department of Budget and Management, and the Commission on Audit.

We responded to the request of SOS Children's Village to discuss Basic GAD Concepts and GAD Mainstreaming yesterday, April 7, 2026 during the GAD Orientation Activity attended by their staff and personnel which was responded by the CPO-GAD Technical Team Ms. Mai Dalore and Ms. Ginaline Adona

The said activity aims to enhance the awareness and understanding of their personnel on gender sensitivity, gender equality and the importance of integrating Gender and Development principles in the delivery of their programs and services for children, youth and families.

Thank you and kudos to all the staff of SOS Children's Village for the successful activity.

We responded to the request of Barangay 35 - A to discuss Anti - Violence Against Women and Their Children (R.A. 9262) and Bawal Bastos Law (R.A. 11313) Forum in line of the celebration of National Women's Month held last March 28, 2026 at Brgy. 35 - A.

The activity was facilitated by the staff of City Population Office, Ms. Hedeliza P. Ramos, PPO III and Ms. Ginaline O. Adona.

Thanks to the Barangay 35 - A Council, headed by Hon. Ana Liza T. Vallar, for the continued support on the GAD Program of the city. Thank you also to their council and volunteer who assisted during the activity.

We responded to the request of Barangay 97 to discuss Magna Carta of Women in line of the celebration of National Women's Month held last March 29, 2026 at Brgy. 97, Cabalawan.

The activity was facilitated by the staff of City Population Ms. Ginaline O. Adona. The participants were able to avail free health and wellness services.

Thanks to the Barangay 97 Council, headed by Hon. Ronillo B. Macauba, for the continued support on the GAD Program of the city. Thank you also to their council and volunteers who assisted during the activity.
