The Bureau of Customs – Port of Tacloban conducted an inspection of the Customs Bonded Manufacturing Warehouse (CBMW) facility of Pulp Specialties Philippines Inc. (PSPI) located in Albuera, Leyte on May 13, 2026. The inspection was carried out by personnel from the Port Operations Division and the Enforcement and Security Service (ESS) as part of the Bureau’s continuing efforts to ensure compliance with customs laws, rules, and warehouse operational standards.

The inspection was conducted in coordination with the company’s authorized representatives and warehouse personnel. During the activity, the team assessed warehouse operations, inventory management, and compliance measures implemented by the company within its Customs Bonded Manufacturing Warehouse. The inspection yielded satisfactory results, with the facility found to be compliant and properly maintained.

District Collector Atty. Francis T. Tolibas emphasized the importance of regular inspections in promoting transparency, accountability, and operational efficiency among customs stakeholders within the Port’s jurisdiction. He further underscored the Port’s commitment to maintaining lawful and compliant warehouse operations in support of legitimate trade and revenue collection efforts.

The activity is likewise aligned with the directive of Commissioner of Customs Ariel F. Nepomuceno under the Integrity Management and Accountability (IAM) Program, which strengthens transparency, modernization, and enforcement initiatives across all ports nationwide. The Port of Tacloban remains steadfast in upholding good governance and ensuring efficient public service through sustained monitoring and compliance activities.
