Kabataan Partylist Eastern Visayas is alarmed by the series of reports of harassment and red-tagging targeting youth activists and their families in Eastern Visayas. In the past two months, we have documented at least five cases of profiling, harassment, and red-tagging in different provinces.
April 2026 - Military agents visited the homes of campus journalists and youth activists in Northern Samar. Members of Tindog Kabataan and The Pillar have reportedly been included on a list of persons placed under surveillance by the military. This occurred following the anti-corruption actions at University of Eastern Philippines in September and November last 2025.
March 2026
- Harassment cases were reported against members of Kabataan Partylist Tacloban, including the forced extraction of information by individuals claiming to be from the Malacaรฑang office, and persistent attempts to compel a member to meet with the known military asset Jason Rafales.
- Military personnel in civilian clothing visited a memberโs house looking for her relative, causing distress and fear to the entire family.
February 25 - In Baybay City, students who joined the EDSA People Power commemorations, including members of Kabataan Partylist Baybay experienced harassment and red-tagging. Malicious accusations were directed at participants โ some coming from staff and ROTC cadets of Visayas State University.
These attacks are not isolated. These are part of the systemic attacks on youth activists in Eastern Visayas, reflecting intensifying militarization in our democratic spaces. The state normalizes the militarization of our campuses and schools through National Task Force to End Local Communist Armed Conflict-led fora, activities, and partnerships that attack youth and people's organizations to advance their counterinsurgency agenda. The Armed Forces of the Philippines, Philippine National Police, and the NTF-ELCAC have a long record of human rights violations. The youth of Eastern Visayas asserts: our universities and schools should end all partnerships with fascists!
We call on the administrations of universities in Eastern Visayas to protect students against harassment, intimidation, red-tagging, and other forms of attacks by state forces, and to uphold academic freedom and democratic rights.
It is our right and duty as patriotic students and youth to criticize and protest against the corrupt and oppressive Marcos Jr. regime amid an economic crisis and US imperialist wars.
Despite the attacks, we remain determined to continue the struggle to hold the Marcos Jr. administration accountable for its failures in responding to crises, for corrupting public funds, and for selling the country's sovereignty to become a tool to advance US imperialist interests. We must strengthen our collective resistance amid escalating attacks. The USโMarcos regime fears the united resistance of the youth together with the broad masses.
The youth of Eastern Visayas have not forgotten what the AFP did to veteran botanist Leonard Co, the farmers massacred in Palo, and now to the Toboso 19.
Stop the attacks! No to campus militarization! No to imperialist war! Youth fight back!
