• Location of Center (4:00 AM):
The center of Tropical Depression VERBENA was estimated based on all available data at 330 km East of Surigao City, Surigao del Norte (9.5°N, 128.5°E)

• Intensity:
Maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1002 hPa

• Present Movement:
Westward at 30 km/h

• Extent of Tropical Cyclone Winds:
Strong winds extend outwards up to 200 km from the center

➣ Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

Furthermore, the Northeast Monsoon and the periphery of VERBENA will also bring occasional gusty conditions reaching strong to gale-force strength over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):

• Today: Luzon, Visayas, Caraga, and Davao Region.
• Tomorrow (25 November): Luzon, Visayas, Northern Mindanao, Caraga, Davao Region, and Sarangani.
• Wednesday (26 November): Luzon, Eastern Visayas, Iloilo, Antique, Negros Occidental, Zamboanga Peninsula, Basilan, Sulu, and Tawi-Tawi.

HAZARDS AFFECTING COASTAL WATERS

➣ 24-Hour Sea Condition Outlook

Up to very rough seas over the following coastal waters:
• Up to 4.5 m: The seaboards of Batanes.
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
• Up to 3.5 m: The seaboards of mainland Cagayan, Isabela, Ilocos Norte, Ilocos Sur, La Union, Aurora, and Northern Samar; the eastern seaboards of Babuyan Islands, Albay, Sorsogon, Eastern Samar, and Dinagat Islands; the northern and eastern seaboards of Polillo Islands and Catanduanes; the northern seaboard of Camarines Norte and Camarines Sur; the western seaboard of Pangasinan.
• Up to 3.0 m: The remaining seaboards of Babuyan Islands, and Ilocos Norte; the seaboards of Surigao del Sur, Leyte, Southern Leyte, Biliran, Cebu, and Bohol; the northern seaboard of Negros Occidental; the eastern seaboards of Capiz and Iloilo.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.

Up to moderate to rough seas over the following coastal waters:
• Up to 2.5 m: The remaining seaboards of Camarines Sur; the eastern seaboard of Davao Oriental; the seaboards of Masbate, and Samar.
• Up to 2.0 m: The seaboard of Zambales; the western seaboards of Occidental Mindoro including Lubang Islands; the northern and western seaboards of northern Palawan; the remaining seaboards of Pangasinan and Occidental Mindoro; the seaboards of Oriental Mindoro, Romblon, Aklan, and Antique.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK

• It must be emphasized that heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• On the track forecast, VERBENA will move generally west northwestward and will make landfall or pass close over northeaster Mindanao this noon or afternoon before crossing Visayas and the northern portion of Palawan from today until Wednesday (26 November). It will then emerge over the West Philippine Sea by Wednesday morning.
• VERBENA may slightly intensify prior to making landfall over northeastern Mindanao but will likely cross the Philippine landmass as a Tropical Depression. Once it emerges over the West Philippine Sea, it is then forecast to intensify further into a tropical storm.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

𝗜𝗻 𝘁𝗵𝗲 𝗳𝗮𝗰𝗲 𝗼𝗳 𝘁𝗵𝗲 𝘁𝘆𝗽𝗵𝗼𝗼𝗻, 𝘁𝗵𝗲 𝗣𝗮𝗹𝗮𝗻𝗼𝗴 𝗬𝗼𝘂𝘁𝗵 𝗥𝗲𝘀𝗽𝗼𝗻𝗱𝗲𝗿𝘀 𝘀𝘁𝗼𝗼𝗱 𝗶𝗻 𝘁𝗵𝗲 𝘀𝗽𝗶𝗿𝗶𝘁 𝗼𝗳 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆—safeguarding lives, providing aid, and keeping the community informed.

On November 2–3, when Typhoon Tino struck the region, the responders assisted over 160 evacuees who sought shelter at Palanog Elementary School in coordination with the BDRR Management Team, SK, and Barangay officials. They also closely monitored weather conditions and provided timely updates to ensure everyone’s safety.

𝗪𝗵𝗲𝗻 𝗱𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝘀𝘁𝗿𝘂𝗰𝗸, 𝗼𝘂𝗿 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆’𝘀 𝗰𝗼𝗺𝗽𝗮𝘀𝘀𝗶𝗼𝗻 𝗿𝗼𝘀𝗲 𝗲𝘃𝗲𝗻 𝘀𝘁𝗿𝗼𝗻𝗴𝗲𝗿. ❤️

Following the typhoon that struck the Visayas region on November 3, the Palanog Youth Responders stepped forward in bringing ease and relief to those affected by the disaster—particularly those in Silago, Southern Leyte. These efforts show how the spirit of hospitality continues to thrive even in times of crisis
