THE LOW PRESSURE AREA EAST OF MINDANAO HAS DEVELOPED INTO TROPICAL DEPRESSION โVERBENAโ
โข Location of Center (4:00 AM):
The center of Tropical Depression VERBENA was estimated based on all available data at 330 km East of Surigao City, Surigao del Norte (9.5ยฐN, 128.5ยฐE)
โข Intensity:
Maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1002 hPa
โข Present Movement:
Westward at 30 km/h
โข Extent of Tropical Cyclone Winds:
Strong winds extend outwards up to 200 km from the center

โฃ Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
โข Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
Furthermore, the Northeast Monsoon and the periphery of VERBENA will also bring occasional gusty conditions reaching strong to gale-force strength over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):
โข Today: Luzon, Visayas, Caraga, and Davao Region.
โข Tomorrow (25 November): Luzon, Visayas, Northern Mindanao, Caraga, Davao Region, and Sarangani.
โข Wednesday (26 November): Luzon, Eastern Visayas, Iloilo, Antique, Negros Occidental, Zamboanga Peninsula, Basilan, Sulu, and Tawi-Tawi.
HAZARDS AFFECTING COASTAL WATERS

โฃ 24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
โข Up to 4.5 m: The seaboards of Batanes.
โข Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
Up to rough seas over the following coastal waters:
โข Up to 3.5 m: The seaboards of mainland Cagayan, Isabela, Ilocos Norte, Ilocos Sur, La Union, Aurora, and Northern Samar; the eastern seaboards of Babuyan Islands, Albay, Sorsogon, Eastern Samar, and Dinagat Islands; the northern and eastern seaboards of Polillo Islands and Catanduanes; the northern seaboard of Camarines Norte and Camarines Sur; the western seaboard of Pangasinan.
โข Up to 3.0 m: The remaining seaboards of Babuyan Islands, and Ilocos Norte; the seaboards of Surigao del Sur, Leyte, Southern Leyte, Biliran, Cebu, and Bohol; the northern seaboard of Negros Occidental; the eastern seaboards of Capiz and Iloilo.
โข Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.
Up to moderate to rough seas over the following coastal waters:
โข Up to 2.5 m: The remaining seaboards of Camarines Sur; the eastern seaboard of Davao Oriental; the seaboards of Masbate, and Samar.
โข Up to 2.0 m: The seaboard of Zambales; the western seaboards of Occidental Mindoro including Lubang Islands; the northern and western seaboards of northern Palawan; the remaining seaboards of Pangasinan and Occidental Mindoro; the seaboards of Oriental Mindoro, Romblon, Aklan, and Antique.
โข Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
TRACK AND INTENSITY OUTLOOK
โข It must be emphasized that heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to โOther Hazards affecting Land Areasโ for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
โข On the track forecast, VERBENA will move generally west northwestward and will make landfall or pass close over northeaster Mindanao this noon or afternoon before crossing Visayas and the northern portion of Palawan from today until Wednesday (26 November). It will then emerge over the West Philippine Sea by Wednesday morning.
โข VERBENA may slightly intensify prior to making landfall over northeastern Mindanao but will likely cross the Philippine landmass as a Tropical Depression. Once it emerges over the West Philippine Sea, it is then forecast to intensify further into a tropical storm.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
