Aimed to assess the current status of project implementation, validate reported accomplishments, and ensure compliance with program guidelines, the DILG 8, through the Regional Project Development and Management Unit (RPDMU), conducted a site inspection and provision of technical assistance on the implementation of 2 FY 2024 LGSF-FALGU projects in Ormoc City, on May 11, 2026.
The projects covered by the site inspection were the Construction of a Multipurpose Building in Brgy. Kadaohan, targeted to be completed by July 06, 2026, and the Construction of Multipurpose Building in Ormoc City, targeted to be completed by June 21, 2026.
Following the site inspection was the conduct of an exit conference with the Ormoc City Engineering Office (CEO) to discuss the observations, and recommendations as well as the agreements reached to ensure the timely implementation of the projects and the accuracy of reports submitted to the SubayBAYAN Portal and to the DILG.
The activity underscores the DILG 8โs continued commitment to transparency, accountability, and accurate documentation of the LGSF in the region, compliance with national standards and reporting requirement guidelines.

Aligned with the regional commitment to the Infrastructure Audit Program and to ensure disaster-resilient infrastructure in the region, the DILG, through the PDMU conducted a series of Coordination Meeting and Orientation on Local Infrastructure Learning Hub (LIL Hub) on May 7, 2026 and May 14, 2026, via Zoom.
The said activities were aimed to orient target LIL Hub partners and DILG Officers on the roles and responsibilities of the LIL Hubs, including the planned activities in preparation for establishment of the LIL Hubs and future infrastructure audit-related activities in the region.
The first session was joined by at least 81 participants composed of representatives from the provincial field offices of DEPDev, DepEd, DHSUD, DPWH. Also present during the activity from the academe were representative from Biliran Province State University, Visayas State University, Samar State University, Saint Joseph College (Southern Leyte). Representatives from Philippines Institute of Civil Engineers, Metro Tacloban and Samar, as well as Sogod Southern Leyte MDRRMO were likewise present.
Meanwhile, the second session was attended by target LIL Hub partners at the Regional Level. Present during the activity were representatives from the Office of Civil Defense 8, DPWH 8, DepEd 8, Department of Science and Technology 8, and Eastern Visayas State University.
DILG Region VIII Director Arnel M. Agabe who personally led the activities emphasized the crucial role of the LILHub in ensuring the preparedness and safety of citizens in times of disturbances. โRegion VIII, due its geographical location, is very susceptible to weather disturbances and we were recently hit by a 6.1 magnitude earthquake. We need to maximize our efforts to minimize the effects of this disturbances and ensure zero casualty,โ said RD Agabe.
The Local Infrastructure Learning Hubs (LIL Hubs) is a network composed of relevant government and non-government stakeholders for data banking and transfer mechanisms of knowledge on infrastructure management.
It forms part of the Infrastructure Audit (IA) program of the National Government which aims to establish comprehensive national standards to assess infrastructures within the LGU with priority given to LGU-owned and lifeline vertical infrastructure to ensure public safety and wellbeing.
In region 8, seven LIL Hubs are targeted to be established - 1 in the regions, and 6 in the provinces.

The Municipality of Bobon marks a new milestone in local development as it officially unveils the completed Livelihood Training Center in an inauguration conducted on May 5, 2026.
The Livelihood Training Center, with an allocation of 2.8 million, was funded under the Indian Grant Assistance for the Implementation of Quick Impact Projects (I-QIP) and estimated to benefit more than 3000 individuals and at least 50 trainees at a time, who are composed of out-of-school youth, solo parents, and persons with disabilities (PWDs).
Present to witness the activity were key officials from the Embassy of India, Department of the Interior and Local Government Central, Regional and Provincial Offices, and Local Government Unit of Bobon.
Indian Ambassador Harsh Kumar Jain, who personally attended the event, expressed his appreciation to the DILG and the Municipality of Bobon for ensuring the successful implementation of the project.
โThis center is an investment that will provide a platform for skills training, empower individuals with income-generating capabilities, and open new opportunities,โ Ambassador Jain said.
Also present during the activity was Mr. Jeevan Kandpal, Second Secretary of the Embassy of India to the Philippines. Meanwhile representing DILG Secretary Juanito Victor Remulla was Assistant Secretary for Plans and Programs, Asec. Francisco R. Cruz, who recognized the activity as a symbol of the strengthened international cooperation between the Philippines and the Republic of India in uplifting the lives of communities.
โThis occasion assumes even greater significance as, amidst prevailing uncertainties in the global environment, our partnership with India remains a source of goodwill rather than divisiveness, of growth rather than downturn, and of confidence rather than instability,โ said Asec. Cruz.
In 2021, Asec. Cruz is a part of the working group that crafted the bilateral agreement which paved the way for the implementation of the I-QIP in 2023.
Joining the celebration were officials of DILG Region VIII led by Assistant Regional Director Atty. Darwin N. Bibar, representing Regional Director Arnel M. Agabe.
In his message, ARD Bibar expressed gratitude to the Republic of India and congratulated the Municipality of Bobon for the successful completion of the project. He emphasized that beyond infrastructure, the facility represents opportunity and empowerment not only for Bobon but for the entire region.
โThis livelihood training center represents something far more important โ it is a foundation for a more vibrant local economy here in the region. With better skills come better opportunities and with better opportunities comes stronger, more resilient, and progressive communities,โ said ARD Bibar.
Meanwhile, Bobon Mayor Rene Celespara thanked the Republic of India for investing in the people of Bobon through the funding support. He described the project as a โCradle of Opportunity,โ emphasizing that its true value lies in empowering the local workforce.
Mayor Celespara also shared the municipalityโs commitment to partner with the Technical Education and Skills Development Authority (TESDA) in providing technical and livelihood training programs for out-of-school youth, solo parents, and PWDs, ensuring that the facility will serve as a premier hub where raw potential is developed into professional expertise.
The Bobon Livelihood Training Center is among the six projects nationwide โ and the only project in Eastern Visayas โ funded under the I-QIP. The project was selected from more than 1,000 proposals submitted across the country under the program.
Also in attendance during the activity were DILG Northern Samar Provincial Director Geraldine C. Maquelabit, Cluster Head Eduardo A. Diaz, Program Manager Roel L. Ortiz, PDMU Chief Engr. Benjamin Gabriel R. Dadulla, Jr., and Bobon MLGOO Jorge Durom.
The Bobon Livelihood Training Center stands as a lasting symbol of partnership, empowerment, and hope, paving the way for greater opportunities and inclusive development for the people of Bobon and the Eastern Visayas region.

In efforts to clarify guidelines and standards in LGSF documentation and encourage active contribution of PDMU personnel in documenting milestones, best practices, and most significant change stories in communities brought by LGSF projects, the DILG 8, through the Project Development and Management Unit, conducted an orientation on the Guidelines and Call for Submission: SubayBayan Portal News Features of LGSF Projects and Activities on April 30, 2026, via Zoom.
The activity was participated in by all PDMU Engineers and Project Evaluation Offices across the region, who are the monitoring and evaluation arm of the DILG 8 in the implementation of Local Government Support Fund projects.
Leading the initiative was DILG 8 Region VIII Director Arnel M. Agabe, who emphasized the important role of DILG as storytellers of real change. "We need to ensure that the public knows what the DILG is doing and what the LGUs are doing in the implementation of projects," said RD Arnel.
The director likewise stressed that through the active contribution of the PDMU personnel in the submission of narratives, it is a way for the department to show that indeed LGSF projects are truly felt by the people and how our LGUs, assisted by DILG, were able to successfully implement the LGSF projects.
The Guidelines and Call for Submissions: SubayBayan Portal News Features of LGSF Projects and Activities outlines the protocol for submitting news features for the SubayBAYAN Portal and encourages regional offices to provide regular updates and success stories regarding projects funded under the Local Government Support Fund, monitoring and evaluation, and other related activities conducted.

To ensure the timely and efficient delivery of all targets and commitments for the second quarter of 2026, the DILG Regional Project Development and Management Unit (PDMU) convened for a strategic planning session on April 8, 2026.
The meeting was presided over by PDMU Chief Engr. Benjamin Gabriel R. Dadulla, Jr., who underscored the importance of strict adherence to timelines and ensure effective monitoring and evaluation (M&E) of local government unit (LGU) programs, projects, and activities.
Key discussions focused on ensuring the timely submission of reports and documentary requirements for the Local Government Support Fund (LGSF), compliance with deliverables, and the scheduling of upcoming activities.
The team likewise reviewed the current implementation status of priority projects and identified strategic interventions to ensure that all targets are met within the prescribed timelines.
