DILG EV Completes 5-Batch Training on Local Roads and Bridges Inventory System
The Department of the Interior and Local Government (DILG) Region VIII, through its Project Development and Management Unit (PDMU) and in coordination with the Office of Project Development Services (OPDS), successfully concluded the fifth batch of the Training on Local Roads and Bridges Inventory for Local Government Units (LGUs), completing its target of five training batches covering all LGUs in the region.

The culminating batch, held on September 8-10, 2026, in Tacloban City, brought together representatives from 37 participating LGUs for hands-on learning and practical exercises on the inventory, assessment, and documentation of local roads and bridges using the Local Roads and Bridges Inventory System (LRBIS), a centralized digital database developed by the OPDS and used to map, inventory, and assess the conditions of local road networks and bridges across the country.

The training forms part of the Department's continuing efforts to strengthen the capacity of LGUs in generating accurate, reliable, and updated local roads and bridges data to support evidence-based planning, prioritization, monitoring, and investment decisions.

Welcoming the last batch of participants was DILG Region 8 Director Arnel M. Agabe, who emphasized the importance of the training to LGUs, as the data they will help gather for the system can also benefit them in ensuring better and timely service delivery to their constituents.
Reminding the participants of the effects of the recent sudden load limit restrictions of the San Juanico Bridge, RD Agabe highlighted that a similar situation may be avoided and its effects minimized with proper inventory of local connectivity networks. He further underscored that the LRBIS is not merely data-gathering activity but an essential tool for proactive planning and resilient local governance.

Through the five batches, DILG Region VIII and the OPDS progressively capacitated 149 LGUs across Eastern Visayas on the use of the LRBIS, equipping LGU and DILG sub-regional office personnel with knowledge and skills necessary to systematically document the condition, location, characteristics, and other relevant information on local road and bridge assets.

Closing the activity was PDMU Chief Engr. Fortunato Jesus G. Daigan, whose message centered on the transition to digitalized governance. He emphasized that “digitalization is no longer the future; it is the present,” underscoring the need for local governments to embrace digital tools and reliable infrastructure data to make monitoring more efficient, strengthen evidence-based decision-making, and improve the delivery of technical assistance.

Following the completion of trainings, LGUs are now expected to continue updating and maintaining their infrastructure inventory through the LRBIS.

Tacloban City - To formalize the shared commitment to ensuring accountability, transparency, and effective monitoring of LGSF projects in Region 8, the DILG 8 and Gawad Kalinga Community Development Foundation, Inc. (GKCDFI) signed, on September 1, 2026, the Memorandum of Agreement for the implementation of the Third-Party Monitoring (TPM) of seventy (70) Local Government Support Fund Projects in the region, reported as completed as of December 31, 2025 in the SubayBAYAN Portal.

DILG Region VIII Director, Arnel M. Agabe, CESO III, who represented the DILG in the MOA signing, stressed that the TPM is not only about monitoring projects but is also about building confidence among citizens that government resources are utilized properly, efficiently, and transparently. RD Agabe added that the involvement of the CSO in the implementation of the TPM reinforces the DILG’s strong commitment to participatory governance and inclusive monitoring.

Meanwhile, representing the GK to the MOA signing was Mr. Christian S. Servande, who expressed his commitment to ensuring the successful implementation of the TPM.

Also present as witnesses to the MOA signing were DILG Assistant Regional Director Atty. Darwin N. Bibar, GK Area Development Officer, Daryl C. Margallo, together with the TPM-Regional Technical Working Group (TPM-RTWG) and DILG Provincial Directors, Cluster Heads, Program Managers, and PDMU personnel.

The MOA signing was then followed by the inception meeting where the TPM Manual and TPM-CSO inception report and work and financial plan (WFP) were discussed which provided the participants with a clear understanding of the objectives, scope, methodologies, key deliverables, and implementation arrangements for the Third-Party Monitoring (TPM) engagement.

The TPM is designed to provide independent, objective, and evidence-based assessments of Locally-Funded Projects, focusing on 3 identified assessment areas, namely: Governance and Oversight which evaluates whether oversight functions effectively ensure project success, looking into structures, timeliness, fiscal resources, and implementation observations; Process Implementation which reviews how LGUs carry out projects, assessing compliance with national standards, policy adherence, and project management performance; and Results which measures the impact on beneficiaries by assessing satisfaction levels and social impact.

The TPM is expected to run from September 2026 to October 2026.

Aligned with the Department of the Interior and Local Government’s (DILG) commitment to ensuring a complete, accurate, and comprehensive inventory of local roads and bridges nationwide, the DILG Region VIII, through the Project Development and Management Unit (PDMU), successfully conducted the Batch 3 Training on Local Roads and Bridges Inventory of Local Government Units (LGUs) in Region VIII on August 18–20, 2026.

The three-day training brought together representatives from 35 LGUs from the provinces of Eastern Samar, Biliran, and Leyte, equipping participants with the knowledge and practical skills necessary to undertake the inventory of local roads and bridges within their respective jurisdictions through the Local Roads and Bridge Inventory System.

The activity aims to strengthen the capacity of LGUs in systematically gathering, validating, and maintaining reliable roads and bridge inventory data. These data will serve as an important reference in local infrastructure planning, monitoring, management, and decision-making.

Through this initiative, the DILG Region VIII continues to support LGUs in strengthening local infrastructure governance and ensuring that road and bridge information is readily available, accurate, and responsive to the infrastructure needs of their communities.

The Local Roads and Bridges Inventory, of the Department of the Interior and Local Government’s Office of Project Development Services, is part of the Philippine Statistics Authority’s (PSA) System of Designated Statistics. This affirms the Inventory as an official statistical data within the Philippine Statistical System, ensuring that the data it provides are reliable, standardized, and integral to national and local development planning.

Five batches of the training are set to be conducted in Region VIII for Engineer-in-Charge of the Local Road and Bridge Inventory, the designated RBIS Encoder and Supervisor account holders. The last two batches of the training are targeted to be conduced on September 2026 to cover the remaining 73 untrained LGUs in the region.
