Goodbye, Habagat!

A gradual shift in the prevailing weather pattern has been observed over the past several days, such as the strengthening high pressure system over East Asia, the southward-migrating Intertropical Convergence Zone (ITCZ), and the notable weakening of winds and a decrease in rainfall associated with the Southwest Monsoon.

Forecasts indicate that these conditions are expected to persist in the coming days. In view of this, the Habagat season has officially ended. This also marks the termination of the rainy season over the western sections of Luzon and Visayas.

OCD VIII Attends TOG 8’s 24th Founding Anniversary

The Office of Civil Defense Regional Office VIII (OCD VIII) attended the 24th Founding Anniversary of the Philippine Air Force Tactical Operations Group 8 (TOG 8) held on 29 September 2026 at Rotary Hangar, HTOG 8, San Jose, Tacloban City.

With the theme, “Ready Beyond the Storm, FOCUSed on Mission, Committed to Serve,” the celebration highlighted TOG 8’s 24 years of dedicated service, operational readiness, and partnership with various stakeholders in Eastern Visayas.

During the occasion, OCD VIII was presented with a Plaque of Recognition for its unwavering support and valuable contribution to Tactical Operations Group 8, reflecting the strong partnership between the two agencies particularly in disaster preparedness, emergency response, and humanitarian assistance operations.

DOST-PAGASA warns of an intensifying Very Strong El Niño through the first half of 2027.

A Strong El Niño is currently active in the Tropical Pacific and is expected to intensify into a Very Strong El Niño between September–December 2026, potentially persisting through the first half of 2027.

For the Philippines, this may bring warmer temperatures and below-normal rainfall, increasing the risk of dry spells, drought, and water supply stress that could affect agriculture, food security, energy, public health, and the economy.

However, El Niño does not mean that rain will completely stop. The ongoing Southwest Monsoon (Habagat) and active tropical cyclones may still bring short-term heavy rainfall, particularly over the western sections of the country.

Prepare for prolonged dryness, but remain vigilant for episodes of heavy rainfall.

OCD VIII CONDUCTS DRRM ORIENTATIONS FOR WOMEN, PUBLIC SECTOR, AND CHILDREN

The Office of Civil Defense Region VIII (OCD VIII) conducted a series of One-day Disaster Risk Reduction and Management (DRRM) Orientations for the women, the public sector, and the children on 23, 24, and 26 September 2026, respectively, at Hotel Alejandro, Tacloban City.

The activities aimed to provide the participants with basic knowledge and understanding of DRRM, particularly on the Philippine Disaster Risk Reduction and Management System (PDRRMS) and the different hazards that may affect communities.

The sessions covered hydrometeorological hazards, geological hazards, and human-induced hazards, including basic preparedness measures and the roles of individuals and different sectors in reducing disaster risks.

OCD VIII Regional Director Erwin Rommel Lamzon graced the activities and emphasized the importance of making DRRM knowledge accessible to different sectors of society. He encouraged the participants to apply and share what they learned within their respective workplaces, families, and communities to further strengthen preparedness at the local level.

Eastern Visayas is strengthening its preparations for the potential impacts of a strong El Niño, with the Regional Disaster Risk Reduction and Management Council (RDRRMC-8) moving to institutionalize coordinated measures to mitigate risks and protect communities.

The RDRRMC-8 discussed the proposed adoption of the Regional El Niño Action Plan (ENAP) during its Third Quarter Full Council Meeting on September 22 at The Tropics at MacArthur in Palo, Leyte.

OCD VIII CONDUCTS AHIMT TRAINING FOR R/LDRRMCs

The Office of Civil Defense Region VIII (OCD VIII) conducted the All-Hazards Incident Management Team (AHIMT) Training for selected members of the Regional and Local Disaster Risk Reduction and Management Councils (R/LDRRMCs) on 21 to 25 September 2026 at the Ambassador's Hotel, Tacloban City.

The training aims to strengthen the participants’ competencies in organizing and managing an Incident Management Team (IMT) for the effective management of disasters and other complex incidents. It covers key concepts on incident management, command and general staff functions, operational planning, resource management, coordination, and the application of the Incident Command System (ICS) in an all-hazards environment.
