The Office of Civil Defense (OCD) conducted the Formulation Workshop for the FY 2027 Annual Procurement Plan (APP) for its Central and Regional Offices from June 1 to 4, 2026. The activity was attended by members of the Bids and Awards Committee, Technical Working Group, and other key personnel to strengthen and enhance the agency’s procurement planning processes.
The OCD underscored the importance of a transparent and efficient procurement system in supporting its operations, while reinforcing the agency’s commitment to accountability, integrity, and the responsible use of public resources in delivering services to the Filipino people, in full compliance with all relevant laws, rules, and regulations.

Bilang bahagi ng patuloy na monitoring at paghahanda kaugnay ng mga epekto ng Bagyong Ester at Habagat, nagpulong ngayong araw ang mga ahensya ng pamahalaan at uniformed services sa NDRRMC Operations Center sa pangunguna ng Office of Civil Defense (OCD).
Ayon sa OCD, nakahanda ang mga evacuation center sakaling kailanganin ang paglikas ng mga residente. Nakaalerto rin ang mga rapid deployment team at naka-preposition na ang mga food at non-food items para sa agarang pagtugon sa mga maaapektuhang lugar.
Patuloy rin ang pagpapalabas ng mga babala at advisories para sa mga lugar na maaaring maapektuhan ng masamang panahon.
Dumalo sa hybrid na pagpupulong ang mga kinatawan mula sa Department of Agriculture (DA), Bureau of Fire Protection (BFP), Armed Forces of the Philippines (AFP), Department of the Interior and Local Government (DILG), Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA), Department of Social Welfare and Development (DSWD), Department of Health (DOH), Department of Energy (DOE), at iba pang ahensya.
Pinangunahan ang pagpupulong nina OCD Assistant Secretary Cesar M. Idio at Operations Service Director Moises M. Nayve Jr.
Sa hiwalay na pagpupulong, binigyang-diin ni OCD Administrator Undersecretary Harold Cabreros ang kahalagahan ng patuloy na koordinasyon sa mga lokal na pamahalaan at Local Disaster Risk Reduction and Management Councils (LDRRMCs) upang matiyak ang maagap na pagpapalabas ng mga babala, tuloy-tuloy na monitoring, at agarang pagtugon sa mga posibleng pangangailangan ng mga apektadong komunidad.
Pinapayuhan ang mga residente, partikular sa mga mabababang lugar at bulubunduking komunidad, na manatiling alerto at sumunod sa mga abiso ng mga awtoridad dahil sa banta ng pagbaha at pagguho ng lupa. Samantala, nananatiling nakataas ang Tropical Cyclone Wind Signal No. 1 sa Batanes.

The center of Tropical Depression ESTER was estimated based on all available data at 230 km North Northwest of Itbayat, Batanes (22.6°N, 120.8°E).

Maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1002 hPa

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
• Today: Ilocos Region, Cordillera Administrative Region, Cagayan Valley, Aurora , Zambales, Tarlac, Bataan, Pampanga, Metro Manila, CALABARZON, Occidental Mindoro, and Oriental Mindoro.
• Tomorrow (06 June): Batanes, Babuyan Islands, Ilocos Region, Cordillera Administrative Region, Quirino, Nueva Vizcaya, Aurora, Isabela, Zambales, Bataan, Metro Manila, CALABARZON, and Occidental Mindoro.

Up to rough seas over the following coastal waters:
• Up to 4.0 m: The western seaboard of Batanes.
• Up to 3.5 m: The western seaboard of Babuyan Islands; the northern seaboard of Ilocos Norte.
• Up to 3.0 m: The remaining seaboards of Batanes and Ilocos Norte; the seaboard of Ilocos Sur.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The remaining seaboards of Babuyan Islands; the western seaboards of La Union, Pangasinan, and Zambales
• Up to 2.0 m: The seaboards of mainland Cagayan and Isabela; the western seaboards of Bataan, Cavite, Batangas, and Occidental Mindoro including Lubang Island.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Other coastal waters have forecast wave heights of less than 2.0 m.
TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• Tropical Depression ESTER is forecast to move northeastward while traversing Taiwan today. It will then continue moving generally northeastward and exit the Philippine Area of Responsibility (PAR) tomorrow (06 June) morning before heading towards southern Japan.
• ESTER may maintain its strength today as it traverses Taiwan. Afterwards, it will steadily intensify and may reach tropical storm category by tomorrow while over the East China Sea.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
