The Department of Information and Communications Technology (DICT) is spearheading the development of the Implementing Rules and Regulations (IRR) of the Republic Act No. 12254, otherwise known as the E-Governance Act.

All concerned national government agencies (NGAs), local government units (LGUs), Government-Owned or -Controlled Corporations (GOCCs), State Universities and Colleges (SUCs), stakeholders, partners, and interested parties are hereby invited to submit their Position Paper on the Draft IRR.

𝐀𝐛𝐨𝐮𝐭 𝐭𝐡𝐞 𝐄-𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐀𝐜𝐭

Signed into law on 5 September 2025, the E-Governance Act institutionalizes the digital transformation of the entire Philippine Government, promoting interoperability and system integration; secure and trusted data sharing; citizen-centered digital services; data-driven governance; and strengthened digital infrastructure and workforce capability.

𝐃𝐞𝐚𝐝𝐥𝐢𝐧𝐞 𝐨𝐟 𝐒𝐮𝐛𝐦𝐢𝐬𝐬𝐢𝐨𝐧

The submission of Position Papers aim to ensure that the IRR is responsive to the people’s needs, clear, implementation-ready, operationally responsive across agencies, aligned with cybersecurity and data privacy standards, and supportive of an interoperable and integrated digital government.

Position Papers may be submitted via email on or before 25 February 2026 to odnippsb+[email protected].

The DICT encourages all stakeholders to actively participate in this final review process and contribute to the development of a secure, interoperable, and citizen-centered digital government for the Philippines.

𝐂𝐀𝐋𝐋 𝐅𝐎𝐑 𝐈𝐍𝐏𝐔𝐓𝐒: 𝐃𝐢𝐠 𝐎𝐧𝐜𝐞 𝐏𝐨𝐥𝐢𝐜𝐲

The Department of Information and Communications Technology (DICT) is requesting all interested parties to submit inputs on the Dig Once Policy, as stipulated in Section 17 of the Republic Act No. 12234 or the Konektadong Pinoy Act.

The policy shall ensure that passive infrastructure is, as far as possible, deployed together with roadworks, pipe-laying, and other infrastructure development by both government and private entities.

👨‍💻 (1) Project Development Officer II (PDO 2) - Job Order
📍 Place of Assignment: DICT Regional Office, Cebu
💰 Salary Grade: 15 + 20% (Php 46,095.60/month)

Qualifications:
-Bachelor's degree holder relevant to the job
-At least two (2) years of work experience on project management and four (4) hours of relevant training

Core Competencies:
1. Proficient in using computer and Office software applications/tools
2. Goal-oriented, self-motivated, and can work with minimal supervision
3. Has good oral and written communication, analytical, and research skills
4. Knowledgeable in project management, graphic design, video streaming applications, and other in-demand IT tools
5. Excellent interpersonal skills and a team player
6. Has keen attention to detail and ability to multitask
7. Has understanding of the ICT industry concepts, e.g., emerging technologies, creatives, startups, IT-BPM, etc.
8. Has ability to speak in front of the public, and can converse well with public and private stakeholders
