15th Finance Service Field Office joins the Finance Center Philippine Army in honoring International Humanitarian Law Month

On 04 August 2025, personnel of the 15FSFO,FCPA proudly joined the FCPA during the traditional Monday Flag Raising Ceremony, in solidarity with the commemoration of International Humanitarian Law (IHL) month this August.

In reaffirmation of this commitment, all personnel recited the AFP Soldiers’ Pledge of reaffirmation of commitment and support for the International Humanitarian Law, led by COL ARIEL B KALAHI MNSA (FS) PA the Deputy Director of the FCPA. The pledge served as a solemn reminder of every soldier’s sworn duty to uphold human rights and protect life, even amidst armed conflict.

The ceremony was further highlighted by the reading of the official message of the Chief of Staff, Armed Forces of the Philippines, delivered by COL ALDRIN F OREJUDOS (GSC) FS PA, Director of the FCPA. The message emphasized the AFP’s commitment to enhancing operational protocols and rules of engagement to better safeguard civilians and vulnerable groups, fostering respect for IHL within the ranks and among stakeholders, and strengthening regional cooperation in the Asia-Pacific to address shared humanitarian concerns.

The 15FSFO,FCPA remains committed to supporting the AFP’s advocacy for respect, compassion, and accountability in all aspects of military service.

CLOSING CEREMONY | FUND ACCOUNTABLE OFFICER SEMINAR CY 2025

On 25 July 2025, the 15th Finance Service Field Office officially concluded the Fund Accountable Officer Seminar CY 2025 - a productive five-day of seminar and workshop held in line with the Philippine Army’s commitment to fostering financial discipline, transparency and accountability.

The highlight of the ceremony was the presence of COL ALDRIN F OREJUDOS (GSC) FS PA the Director, Finance Center Philippine Army, who served as the Guest of Honor and Speaker. In his message, he commended the commitment of all students and emphasized the strategic importance of effective fund management in achieving mission readiness and institutional trust.

Among the 62 students who completed the seminar, the top students were formally recognized for their exemplary performance:

Over the course of the seminar, attendees deepened their understanding of financial directives, internal control measures, and the evolving responsibilities of Fund Accountable Officers. The program served as a vital platform for reinforcing discipline, efficiency, and accountability in financial operations.

OPENING CEREMONY | FUND ACCOUNTABLE OFFICER SEMINAR CY 2025

On 21 july 2025, the Fund Accountable Officer Seminar CY 2025 officially opened as part of the continuing efforts of the 15th Finance Service Field Office, FCPA to promote financial discipline and transparency.

The event was graced by the presence of COL ARIEL B KALAHI MNSA (FS) PA the Deputy Director, FCPA who served as the keynote speaker during the opening ceremony. In his address, he emphasized the critical role of fund accountable officers in ensuring fiscal integrity and operational efficiency across all units.

The seminar aims to equip participants with updated financial guidelines, reinforce accountability measures, and strengthen their capacity as stewards of public funds.

This initiative reflects the Unit’s unwavering commitment to responsible governance and institutional excellence in the performance of financial duties.

15th Finance Service Field Office welcomes new Commanding Officer

The 15th FSFO, FCPA welcomed its 17th Chief in a Change of Command Ceremony presided by Director, FCPA COL SEIGFRED C TUBALADO MNSA (INF) PA at Headquarters Finance Center, Philippine Army on February 24, 2025.

COL ALAN MITCHEL G BELEN assumed as the new Commanding Officer of 15FSFO, succeeding COL RAYMUND R MARCOS who led the Field Office for over 1 year and 5 months.

Colonel Belen served as the Chief 5th FSFO and Acting Executive Officer of FCPA before assuming his new post. His knowledge, leadership skills and operational expertise from his previous assignments made him an excellent choice for the Commandership of 15FSFO.

COL TUBALADO praised the former Commanding Officer’s unwavering dedication that greatly contributed to the Unit’s mission accomplishment. He further reassured the New Commanding Officer and its personnel that the FCPA will continue to support his vision for the Unit.

The change of Command Ceremony is a time-honored military tradition that signifies the transfer of leadership and responsibility of one commander to another. It is an occasion to recognize the outgoing commander’s accomplishments and welcome the incoming commander.

Heroic Act by a Masaligan Trooper Saves Innocent Life During Macasilao Encounter

BRGY. BATO, SAGAY CITY, NOC – In a remarkable display of courage and dedication, Private First Class Hedges P Matutina (Inf) PA of the 79th Infantry (Masaligan) Battalion, 3ID, PA demonstrated an unimaginable heroism while under fire during a recent encounter with the insurgents in Brgy Macasilao in the Municipality of Calatrava.

During the incident, PFC Matutina was in the midst of a Combat Patrol with his Platoon in preparation for the incoming Baranggay Activity to be conducted by his fellow soldiers conducting Modified Community Sustainment Support Program (MCSSP). In which an information was recieved regarding the presence of armed men in the area. The Masaligan Troops managed to confront the armed men resulting to an armed encounter. It is at that moment when PFC Matutina witnessed a harrowing sight—a member of the New People’s Army (NPA) aiming a high powered firearm directly in the face of a terrified innocent child. In that heart-stopping moment, PFC Matutina’s instincts took over, and he fearlessly intervened, shielding the young child from harm with complete disregard for his own safety.

Risking his life, PFC Matutina successfully grabbed the child while returning fire againts the NPA rebel and securing her safety amidst the unfolding chaos. His quick action and selflessness serve as a testament to the Battalion’s commitment in protecting civilians, especially vulnerable children, from the violence inflicted by insurgent forces.

Lt. Col. Arnel P. Calaoagan PA, the Battalion Commander of the 79th Infantry Battalion, commended PFC Matutina and the rest of the Platoon members for bravery and valor, stating, “Our soldiers are not only trained for combat but also to protect those who are defenseless. PFC Matutina’s courage and compassion embody the spirit of the Masaligan Troopers.”

The 79th Infantry Battalion remains resolute in its mission to maintain peace and security, striving to shield communities from harm and uphold the values that underpin the Philippine Army. This incident serves as a stark reminder of the harsh realities faced by innocent civilians amidst conflict, underscoring the importance of efforts to bring about lasting peace.

Documentary Requirements for PBB FY 2022

1. Individual PBB Order from GHQ/HPA;
2. Statement of Last Payment (SLP) from FCPA;
3. Clear Photocopy of LBP ATM Account with three (3) Signatures, Contact Number, and Written Savings Account Number. (Account Name and Account Number must be readable); and
4. Proof of latest deposit transaction (Ex. Validated LBP Deposit Slip or Screenshot of GCash Bank Transaction).

Additional Requirements for Deceased/KIA PA Personnel

1. Certificate of Legal Beneficiary from HPA or Declaration of Legal Beneficiary from OAJA;
2. Waiver of Rights (If needed);
3. Clear Photocopy of LBP ATM Account with three (3) Signatures, Contact Number, and Wirtten Savings Account Number. (Account Name and Account Number must be readable); and
4. Proof of latest deposit transaction (Ex. Validated LBP Deposit Slip or Screenshot of GCash Bank Transaction).

Note: Inactive Personnel with existing Outstanding Obligation reflected in their respective SLP must settle their Money Accountability before processing PBB Claims. Furthermore, they may submit an Affidavit of Undertaking sating that the Outstanding Obligation will be deducted from their commutation claims.
