If Not Now, When? The Closing Window to Expel China From the West Philippine Sea
The question is no longer whether China belongs in the West Philippine Sea. The 2016 arbitral ruling answered that. The question now is whether the international community has the will to enforce what the law already decided. China did not win the South China Sea through superior legal arguments. It won ground through patience, incrementalism, and the calculated exploitation of everyone else's hesitation. Every water cannon fired at Filipino fishermen, every reef dredged into a military base, every harassment of Philippine resupply missions represents a sovereignty violation that went unanswered long enough to become a new normal. Mearsheimer would say this plainly: in great-power competition, unchallenged aggression is not stability it is the slow transfer of power. The window for reversal exists but is closing. Philippine military modernization is accelerating. Allied commitment is deepening. China faces real domestic economic headwinds. The conditions for sustained, coordinated pressure legal, operational, diplomatic, economic are better today than they will be in a decade. Forcible expulsion need not mean a single dramatic confrontation. It means making Chinese presence progressively, unbearably costly until withdrawal becomes Beijing's rational choice. The forward implication is stark: if Manila and its allies do not act within this decade, they will not be expelling China from the West Philippine Sea. They will be negotiating the terms of its permanent presence.
