Good day, DOE colleagues!
The DOE-EA would like to report that we have a New DOE-EA Constitution and By-Laws (2023 CBL). Your overwhelming trust in us, as reflected by the supermajority vote of all DOE employees, effectively and formally ratified this essential document of the Employees Association.
Under the 2023 CBL, we have institutionalized the following:
1. Council of Representatives which means across the board representation of all employees (1st Level, 2nd Level and Field Offices[FOs]) and units (6 bureaus, 5 services, 3 FOs and the EO);
2. Transparency, Efficiency, Flexibility and Democratization of DOE-EA decision-making and performance - through the 7-member Board of Directors and 15-member Council of Representatives;
3. Expanded and Updated Committees that directly address the core interests and concerns of DOE employees;
4. Widest and optimal opportunity for employee consultation, deliberation, and information dissemination;
5. Check and balances between the Board and the Council on the dealings and actions to forward employee welfare; and
6. Maintaining the primacy and importance of DOE employees' welfare, interest, and well-being in all activities and endeavors of the DOE-EA.
This new CBL marks a new chapter for all DOE employees - along with all other initiatives we have started in the last 2 years. Soon, we will have the DOE-EA General and Council Elections to further push this major development of employee representation. We shall keep you posted on the details of the upcoming elections.
Please find attached herein the (1) Ratified DOE-EA Constitution and By-Laws; (2) Primer on the Major provisions of the New CBL; and (3) ratification document. We have also posted copies of the NEW CBL in all DOE-EA bulletin boards, for everyone's reference and perusal.
Should you have questions, please do not hesitate to contact any of your DOE-EA officers.
Thank you.
