RMFB-NCRPO WELCOMES PBGEN ARNOLD THOMAS CABUGAO IBAY!
The Regional Mobile Force Battalion, NCRPO, under the leadership of PCOL CELSO M RODRIGUEZ, Force Commander, warmly welcomes PBGEN ARNOLD THOMAS CABUGAO IBAY as the newly designated Deputy Regional Director for Administration of the NCRPO.
His arrival at Camp Bagong Diwa marks another significant step toward stronger leadership, unity, and a deeper commitment to efficient, responsive, and people-centered public service.
With his extensive experience and dedication to duty, RMFB NCRPO stands in full support of his vision of strengthening administrative excellence, operational effectiveness, and organizational integrity within the NCRPO.

A step towards promoting health and wellness
The RMFB participated in the βPractical Healthy Lifestyle Approachβ seminar conducted by Pocari Sweat on May 29, 2026 at the RMFB Agila Hall, Camp Bagong Diwa, Bicutan, Taguig City, under the leadership of PCOL CELSO M RODRIGUEZ, Force Commander, together with PCPT ANDRES L ASPILAN JR. Chief F1.
Dr. Lei Roquero Gillesania delivered a lecture on healthy lifestyle practices and the importance of proper wellness habits.
The program included the awarding of certificates and tokens to the resource speaker and Events Specialist.

May 29, 2026βThe Regional Mobile Force Battalion of the National Capital Region Police Office under the leadership of PCOL CELSO M RODRIGUEZ, Force Commander, held its Weekly Commanderβs Time and Awarding Ceremony at the NCRPO Open Court Camp Bagong Diwa Bicutan Taguig City. The ceremony serves as a testament to recognize the outstanding achievements and dedication of RMFB Personnel.
The activity was also attended by PLTCOL RODERICK A PACILAN, Deputy Force Commander, together with DR. KATRINA LEI ROQURO-HILLESANIA, who shared valuable insights and reminders on maintaining a healthy lifestyle among PNP personnel, emphasizing its importance in ensuring physical readiness, mental wellness, and the effective performance of their duties and responsibilities.
During the activity, PCOL CELSO M RODRIGUEZ lauded the awardees for their significant accomplishments and dedication to duty. He likewise emphasized the importance of upholding the pledge of loyalty, encouraging all personnel to remain committed to their sworn responsibilities, maintain integrity in the performance of duty, and continue serving the public with honor, discipline, and professionalism.
Meanwhile, in his inspirational message, PCPT ARMY A LIBAYO, Chief of the Training Section, highlighted the sacrifices, struggles and courage of police officers behind the uniform. He emphasized that despite exhaustion, personal problems, missed family moments and the dangers of duty, police officers continue to serve with honor, dedication and love for the country. He also reminded personnel that while ranks, medals and uniforms may someday fade, the lives they protected, the peace they maintained and the sacrifices they made for the Filipino people will always be remembered and valued.
