| A new batch of the country's outstanding government scientists took their oath in Manila.

The Scientific Career System (SCS) formally recognized its newly conferred and upgraded Career Scientists at the 2026 Oath Taking Ceremony yesterday, 21 September, at the Admiral Hotel Manila, Roxas Boulevard, Malate.

The honorees took their oath before leaders from the science and public service sectors. Civil Service Commission Chairperson and SCC Chair Atty. Marilyn B. Yap and DOST Secretary and SCC Co-Chair Dr. Renato U. Solidum, Jr. shared their messages for the new Career Scientists, while NAST PHL Director and SCC Executive Secretary Ms. Luningning E. Samarita-Domingo opened the program and NAST PHL President and SCC Member Acd. Jaime C. Montoya delivered the closing remarks.

Newly Conferred Career Scientists
Health Sciences — Ms. Idelia G. Glorioso, Dr. Mildred O. Guirindola (DOST-FNRI)
Social Sciences — Dr. Eric P. Palacpac (DA-PCC)
Biological Sciences — Dr. Danilo N. Tandang (NMP)
Agricultural Sciences — Ms. Imeldalyn G. Pacada (DA-PhilRice), Dr. Irene M. Adion (DA-RFO R03), Ms. Maria Lea H. Villavicencio (UPLB-IPB)

A Milestone for DOST-PHIVOLCS
This year marked a first for the SCS, with the first-ever Career Scientists conferred from DOST-PHIVOLCS:
Engineering Sciences and Technology — Dr. Rhommel N. Grutas
Mathematical and Physical Sciences — Dr. Arturo S. Daag, Mr. Jeffrey S. Perez

Advancement in Rank
Dr. Angel T. Bautista (DOST-PNRI) and Dr. Ester B. Flores (DA-PCC) were recognized for their advancement in rank within the SCS.

Honoring Dedicated Service
The SCS also recognized past members of the SCC and its Special Technical Committees whose leadership helped shape the system through the years: Dr. Ma. Louise Antonette N. De Las Peñas (Past SCC Member), Acd. Edward H.M. Wang (Past STC-HSD Chair), and Acd. Cristina J. Montiel (Past STC-SSD Member).

With the theme “Empowering and Promoting World-Class Filipino Scientists in the Government Service,” the 2026 Scientific Career System (SCS) Oath Taking Ceremony of the newly upgraded and conferred career scientists was held at the Admiral Hotel Manila, Roxas Boulevard, Malate, Manila today, September 21.

Celebrating remarkable achievements and contributions to the scientific community and the country, three (3) out of the eleven (11) conferred and upgraded Career Scientists are from DOST-PHIVOLCS. Conferred as Career Scientist I are Dr. Arturo S. Daag, Dr. Rhommel N. Grutas, and Mr. Jeffrey S. Perez.

Congratulations to our newly conferred Career Scientists! Your dedication to scientific excellence and public service continues to inspire us all. The entire DOST-PHIVOLCS family is proud of your well-deserved achievement!

DOST Secretary Renato U. Solidum Jr. underscored the responsibility of public scientists to share their expertise, mentor young researchers, and help address critical problems through science.

He emphasized that “perhaps, for a public scientist, the highest form of patriotism” is equipping the next generation of scientists to carry the torch even further.

The Department of Science and Technology (DOST), through the Scientific Career System administered with the National Academy of Science and Technology (NAST PHL), formally recognized 11 newly conferred and two upgraded Career Scientists during their oath-taking ceremony on September 21, 2026, at the Admiral Hotel Manila.
