The National Metrology Division (NMD) of the Department of Science and Technology β Industrial Technology Development Institute (DOST-ITDI) brought pride to the country after winning the 1st Place Best Conference Paper Award at IEEE International Instrumentation and Measurement Technology Conference (I2MTC) 2026 held in Nancy, France on May 27, 2026.
Representing the Philippines, Engr. Jose Marco Latosa presented the award-winning paper, βUncertainty Estimation of an Airspeed Calibration System Using a Laser Doppler Anemometer,β authored by the Volume and Flow Standards Section (VFSS) research team of NMD composed of Engr. Latosa, Engr. Ma. Nazarene Baculanta, Engr. Marbbie Jay Medina, and Engr. Racquel Remorque.
The study is a major output of the 2024 project, βDesign and Development of a Subsonic Wind Tunnel System for Airspeed Realization and Calibration,β which established the countryβs capability for accurate and internationally-traceable airspeed measurements through a locally-developed closed-loop subsonic wind tunnel capable of providing stable, uniform, and low-turbulence airflow conditions for airspeed calibration. The system utilizes a Laser Doppler Anemometer (LDA) as the reference standard to ensure the traceability and accuracy of airspeed measurements. This milestone strengthens the nationβs metrology infrastructure, expands access to local airspeed calibration services for key sectors, (particularly aviation, calibration and testing laboratories, HVAC systems, cleanroom facilities, wind energy, and weather monitoring), and highlights the growing contribution of Filipino metrologists to the global scientific and measurement community.

Taguig City β May 25, 2026 - The National Metrology Division (NMD) of Department of Science and Technology β Industrial Technology Development Institute (DOST-ITDI) celebrated World Metrology Day 2026 at Almanzor Hall on May 20-21, 2026, highlighting the Philippinesβ growing commitment to establishing the National Measurement Institute of the Philippines (NMIPhil).
The two-day event brought together government officials, international partners, industry leaders, and metrology experts in support of strengthening the countryβs measurement infrastructure.
Day 1 focused on policy, metrology awareness, the proposed NMIPhil Bill, and the countryβs accession to the Metre Convention, emphasizing the role of accurate and reliable measurement in public trust, scientific advancement, and global competitiveness.
Representatives from the Committee on Science and Technology in Congress, including Cong. Julio Ladesma IV and Cong. Jesus R. Marquez, expressed their strong support for the initiative, while Mr. Philip Grinsted of the World Bank highlighted the economic importance of metrology.
Moreover, Day 2 focused on the technical capabilities of the National Metrology Laboratory, featuring updates on Weighing-in-Motion Calibration and Digital Calibration Certificates, alongside presentations from Labtraders, Inc., Boltimizer Inc., and Kratuz Energy Corp. on road safety and sustainable power solutions.
Overall, the celebration focused on both the strategic vision and technical readiness of Philippine metrology and reaffirmed strong support for the establishment of NMIPhil.
