| Ceremonial Turnover of the Enhancing Teachers’ Unimpeded Rational Objectives (E-TURO) Digital Learning System

Bringing digital learning closer to learners, DOST Eastern Visayas, in partnership with DepEd VIII, turned over 30 Chromebooks and one television to Guinsorongan Elementary School on October 5, 2026, through the E-TURO Digital Learning System.

The initiative equips teachers with additional tools for instruction while giving learners greater access to educational resources, particularly in areas where internet connectivity remains a challenge.

Held alongside World Teachers’ Day, the turnover underscores how technology and government collaboration can help break barriers to education and create better learning opportunities for every learner.

| "Turning Knowledge into Action" was the theme of the Consortia for Regional Excellence (CORE) conference in Kalibo, Aklan.

Held as part of the 2026 Regional Science, Technology, and Innovation Week (RSTW) in Western Visayas, CORE put researchers in the same room as industry leaders, local officials, and community stakeholders, the people their work is meant for.

In his message, DOST Secretary Dr. Renato U. Solidum, Jr. said the challenge "is not simply to produce more research; it is to build the capacity to transform research into technologies, technologies into industries, and industries into national competitiveness."

Weaving came up more than once. One study looked at occupational safety among Aklan's piña handloom weavers, while another presented the Hilo Color App, which automates color extraction for weavers.

Project visits to two DOST-assisted firms showed what that looks like in practice.

La Herminia Weaving and Arts Inc. started with one weaver and is now one of the best-known names in Aklan's weaving industry. It upgraded its production facilities with technologies adopted through DOST's SETUP 4.0 Innovation-enabling Fund (iFund).

Filbake Food Corporation makes baked goods, juices, and other products for Bread & Butter stores, food companies, and government feeding programs. DOST has been helping it modernize production through SETUP 4.0 iFund, technology transfer, consultancy, and training.

| Science week is officially underway in Kalibo, Aklan.

The 2026 Regional Science, Technology, and Innovation Week (RSTW) in Western Visayas opened yesterday, 1 October, at the ABL Sports Complex, Capitol Site.

Opening Ceremonies
DOST Secretary Dr. Renato U. Solidum, Jr. gave the keynote, and Aklan officials shared their messages. Four data analytics and AI projects (SEAWAVES, Hibla X, Linya, and PalAI) were officially launched, and, fittingly for the home of piña, so was the Western Visayas Natural Fibers and Textiles R&D and Innovation Roadmap. The BANWA IT INOBASYON exhibits opened later that morning and will run until 3 October.

Sec. Solidum, joined by DOST and Aklan State University officials, took questions from the media at the Grande Royale Hall in a press conference held with PIA Aklan.

Smart and Sustainable Communities Forum
At the Marzon Convention Center, DOST Western Visayas signed an MOU with seven regional agencies and West Visayas State University during a day-long forum on data-driven tools for smarter, safer communities.

Project Visits
The DOST team also visited two DOST-supported projects in Kalibo.

TechNest Aklan (Aklan State University): Aklan's first ICT-focused technology business incubator, set up by ASU and DOST Western Visayas. So far it has trained 10 student and faculty-researcher teams and moved two startups, SkillHive and AbacaGrade, into incubation.

AgriTech Aklan (Aklan Agri-Aqua Demonstration Farm and Training Center, Nalook): A Smart Agriculture Hub project with the Provincial Government of Aklan, set to bring in an automated weather station, SARAI crop and pest advisories, rainwater harvesting, and a vacuum fryer to turn surplus produce into snacks. It targets 10% higher average farmer incomes and 20% less post-harvest loss.

| From Expertise to Impact: DOST S&T Fellows Celebrate Five Years of Innovation

The Department of Science and Technology (DOST) marked five years of the S&T Fellows Program, celebrating the experts whose knowledge and experience continue to strengthen the country’s research, development, and innovation landscape.

Since its establishment in 2021, the program has engaged 84 experts, with 51 S&T Fellows currently contributing across DOST research institutes, councils, advisory bodies, and regional offices.

Through their work in health, energy, environment, technology development, research, and policy, the Fellows demonstrate how scientific expertise can be transformed into practical solutions, stronger institutions, and meaningful contributions to national development.

The milestone was celebrated during the S&T Fellows Convention on September 30, 2026, at The Bellevue Hotel Manila.

The Department of Science and Technology–Science and Technology Information Institute (DOST-STII) gathered key stakeholders for the STARBOOKS Planning and Alignment Workshop: Turning Impact Assessment into Strategic Action.

Day 1 focused on reviewing STARBOOKS’ accomplishments, challenges, and opportunities through a SWOT analysis, while drawing insights from partners and stakeholders who continue to bring the program closer to communities nationwide.

The discussions highlighted key insights and opportunities that will help translate assessment findings into concrete strategies, strengthen program implementation, and further expand STARBOOKS’ impact on learners and communities.

This September, we were not just clocking in—we were celebrating the heart of public service!

Staying true to the theme: "𝘽𝙖𝙬𝙖𝙩 𝙆𝙖𝙬𝙖𝙣𝙞, 𝙇𝙞𝙣𝙜𝙠𝙤𝙙 𝘽𝙖𝙮𝙖𝙣𝙞, "𝙋𝙪𝙨𝙤, 𝘿𝙖𝙣𝙜𝙖𝙡, 𝙖𝙩 𝙂𝙖𝙡𝙞𝙣𝙜 𝙋𝙖𝙧𝙖 𝙨𝙖 𝘽𝙖𝙮𝙖𝙣," the DOST-Science and Technology Information Institute prepared various activities to make the month-long commemoration of the 126th Philippine Civil Service Anniversary (PCSA) truly worthwhile.

We believe that excellent public service starts with a happy, healthy, and united workforce. That is why we dedicated the past month to a celebration that benefits our dedicated civil servants.

| Taal Volcano UNESCO World Heritage Site Nomination & From Innovation to National Action

Highlights from the conference meeting on the nomination of Taal Volcano as a UNESCO World Heritage Site, alongside the CHED-DOST Innovation Summit 2026, where innovation takes a step further from research and technology toward national action and impact.

Innovation becomes truly meaningful when ideas move beyond the laboratory and into solutions that create lasting impact for the nation. At the CHED-DOST Innovation Summit 2026, key sectors come together to identify technologies ready to scale, strengthen national capabilities, and transform promising research into solutions with real-world impact.

The Summit moves beyond recognition toward action, forging partnerships, opening investment pathways, expanding market access, and establishing a defined Philippine innovation pipeline toward the 2027 World Economic Forum (WEF) in Davos, Switzerland.

On Day 3, the Summit takes the form of a National Convergence Forum, bringing together government, industry, capital, academe, and international partners to advance three curated innovation portfolios toward endorsement, commitment, and concrete action.

Together, these efforts highlight the importance of science, technology, heritage, and innovation in shaping a more resilient, competitive, and globally relevant Philippines.

| Advancing Circular Solutions for a Sustainable ASEAN

The session brings together businesses, MSMEs, communities, research institutions, and the government to discuss how circular innovations can move beyond pilot projects and individual success stories toward wider adoption and market transformation across ASEAN.

Discussions highlight the importance of innovation, behavioral change, business models, infrastructure, financing, skills, supply chains, and enabling policies in making circular solutions more accessible, viable, and scalable. The session also explores opportunities for ASEAN cooperation, knowledge exchange, and the adaptation of successful approaches across different sectors and contexts.
