Not even a power outage could dim the 𝓼𝓽𝓻𝓮𝓷𝓰𝓽𝓱 𝓪𝓷𝓭 𝓻𝓮𝓼𝓲𝓵𝓲𝓮𝓷𝓬𝓮 of the women of Kapangan, Benguet. ✨💪

On May 14, 2026, the Department of Science and Technology – Science Education Institute (DOST-SEI) successfully conducted “𝕃𝕚𝕙𝕚𝕞 𝕟𝕒 𝕃𝕒𝕜𝕒𝕤: 𝔸 ℂ𝕠𝕞𝕞𝕦𝕟𝕚𝕥𝕪₋𝔹𝕒𝕤𝕖𝕕 𝕆𝕦𝕥𝕣𝕖𝕒𝕔𝕙 ℙ𝕣𝕠𝕘𝕣𝕒𝕞 𝕗𝕠𝕣 𝕥𝕙𝕖 ℙ𝕣𝕖𝕧𝕖𝕟𝕥𝕚𝕠𝕟 𝕠𝕗 𝕊𝕖𝕩𝕦𝕒𝕝 𝕍𝕚𝕠𝕝𝕖𝕟𝕔𝕖 𝕚𝕟 𝕂𝕒𝕡𝕒𝕟𝕘𝕒𝕟, 𝔹𝕖𝕟𝕘𝕦𝕖𝕥, ℂ𝕠𝕣𝕕𝕚𝕝𝕝𝕖𝕣𝕒 𝔸𝕕𝕞𝕚𝕟𝕚𝕤𝕥𝕣𝕒𝕥𝕚𝕧𝕖 ℝ𝕖𝕘𝕚𝕠𝕟” at the Evacuation Center Building, 3rd Floor, Kapangan, Benguet.

The meaningful event gathered women from different barangays and age groups in Kapangan, many of whom are educators, united in promoting awareness, empowerment, and protection against sexual violence.

The program formally opened through the introduction led by GAD Secretariat 𝐌𝐬. 𝐉𝐨𝐚𝐧𝐧𝐚 𝐂𝐚𝐛𝐫𝐞𝐫𝐚, who connected the unexpected power outage in Kapangan to the very heart of the program’s theme — “𝐿𝒾𝒽𝒾𝓂 𝓃𝒶 𝐿𝒶𝓀𝒶𝓈” 𝑜𝓇 “𝐻𝒾𝒹𝒹𝑒𝓃 𝒮𝓉𝓇𝑒𝓃𝑔𝓉𝒽.” She emphasized that women, much like the community that day, possess a quiet yet powerful inner strength — adaptable, resilient, and unwavering even in the face of challenges. Despite the power outage, the participants remained eager to learn, participate, and empower one another. This was followed by inspiring messages from 𝐕𝐢𝐜𝐞 𝐌𝐚𝐲𝐨𝐫 𝐒𝐚𝐧𝐭𝐨𝐬 𝐁𝐚𝐬𝐭𝐢𝐚𝐧 and an energizing welcome remarks from SEI GAD FPS Chairperson 𝐌𝐬. 𝐂𝐲𝐧𝐭𝐡𝐢𝐚 𝐆𝐚𝐲𝐲𝐚.

Resource person 𝐃𝐫. 𝐅𝐞𝐫𝐝𝐢𝐧𝐚𝐧𝐝 𝐆𝐨𝐧𝐳𝐚𝐥𝐞𝐬 delivered insightful discussions on significant and eye-opening topics such as “ᴜɴᴅᴇʀꜱᴛᴀɴᴅɪɴɢ ꜱᴇxᴜᴀʟ ᴀʙᴜꜱᴇ ᴀɴᴅ ɢᴇɴᴅᴇʀ-ʙᴀꜱᴇᴅ ᴠɪᴏʟᴇɴᴄᴇ,” “ᴘʀᴇᴠᴇɴᴛɪᴏɴ ᴀɴᴅ ᴘᴇʀꜱᴏɴᴀʟ ꜱᴀꜰᴇᴛʏ ꜱᴛʀᴀᴛᴇɢɪᴇꜱ,” ᴀɴᴅ “ʀᴇꜱᴘᴏɴᴅɪɴɢ ᴛᴏ ꜱᴇxᴜᴀʟ ᴀʙᴜꜱᴇ.” Participants also actively engaged in meaningful discussions and interactive activities facilitated by 𝐌𝐫. 𝐕𝐞𝐫𝐠𝐞𝐥 𝐑𝐞𝐛𝐮𝐭𝐚 𝐚𝐧𝐝 𝐌𝐬. 𝐌𝐚𝐫𝐲 𝐀𝐧𝐧 𝐌𝐚𝐧𝐢𝐥𝐚, creating a safe and empowering space for learning, reflection, and solidarity among women.

A 🅂🄴🄻🄵-🄳🄴🄵🄴🄽🅂🄴 session was likewise facilitated by 𝐌𝐬. 𝐉𝐨𝐚𝐧𝐧𝐚 𝐂𝐚𝐛𝐫𝐞𝐫𝐚, beginning with warm-up exercises followed by practical self-defense demonstrations and participation activities aimed at equipping women with basic protective skills and confidence.

One of the most heartfelt moments of the program was the pledge of commitment, where participants expressed their promise to stand against sexual violence and help promote safer and more empowered communities for women. The event concluded with an inspiring closing message from 𝐌𝐬. 𝐋𝐢𝐞𝐳𝐥 𝐃𝐞 𝐋𝐚𝐫𝐚, leaving participants with a renewed sense of courage and unity.

More than just an outreach program, Lihim na Lakas became a reminder that true strength is often unseen — carried quietly by women who continue to 𝚛𝚒𝚜𝚎, 𝚕𝚎𝚊𝚍, 𝚙𝚛𝚘𝚝𝚎𝚌𝚝, 𝚊𝚗𝚍 𝚎𝚖𝚙𝚘𝚠𝚎𝚛 𝚘𝚝𝚑𝚎𝚛𝚜 𝚍𝚎𝚜𝚙𝚒𝚝𝚎 𝚎𝚟𝚎𝚛𝚢 𝚌𝚑𝚊𝚕𝚕𝚎𝚗𝚐𝚎 𝚝𝚑𝚎𝚢 𝚏𝚊𝚌𝚎 💜
