In line with the continuing efforts of Hon. Kuya Gov. Edwin I. Jubahib, Governor and PADAC Chairman, to strengthen anti-drug initiatives across the province, the Provincial Anti-Drug Abuse Council (PADAC) convened its 2nd Quarter Regular Meeting, gathering key stakeholders to sustain collaboration and advance strategic programs in Davao del Norte.
By authority of the Hon. Governor, the meeting was presided over by Atty. Ralph P. Dela Cruz, Lt. Col., PA (Ret.), Provincial Administrator and PADAC Task Force Action Officer, together with PLTCOL Jun A. Bautista, Chief of the Police Community Affairs and Development Unit, DNPPO, and Ms. Rosalinda O. Rapista, RSW, Head of the PSWDO and PADAC Secretariat.
Key developments were presented during the session, including Resolution No. 03, s. 2026, officially adopting and authorizing the use of the PADAC and K9 Narcotics Detection Dog (NDD) Project logos as the official logos of PADAC and the K9 NDD Project of Davao del Norte. The PADAC logo was approved, while the K9 NDD logo is set for further enhancement.
Moreover, the proposed Memorandum of Agreement (MOA) between the Provincial Government and accredited veterinary clinics with in-house diagnostic laboratories in Davao del Norte was presented and discussed, aimed at strengthening laboratory support services for the K9 NDD Project.
The meeting concluded with a unified commitment among stakeholders to further intensify coordination and uphold a proactive, whole-of-government approach toward achieving a safer, drug-cleared Davao del Norte.

The 2nd Multi-Stakeholders Meeting on the K9 NDD Project was successfully conducted under the leadership of Kuya Gov. Edwin I. Jubahib, bringing together selected barangays and partner agencies in a unified effort to strengthen collaboration and ensure effective implementation of the project. The activity was presided over by Ms. Jucylen C. Lumangtad, LPT, Public Service Officer IV and PADAC Focal, with key stakeholders actively participating in advancing the provinceโs anti-drug and public safety initiatives. The meeting focused on the presentation of the Draft Multi-Stakeholders MOA and the discussion on the utilization of two (2) old buildings located in Brgy. Igangon, Sawata, and Brgy. Magwawa, Sto. Tomas, intended for K9 NDD operations, reaffirming the shared commitment of all partners toward safer and drug-cleared communities through strengthened coordination and collaboration.
Key agreements were reached during the meeting, including the creation of a Technical Working Group (TWG) tasked to further enhance the draft MOA prior to PLO review, with the inclusion of the AFP to strengthen inter-agency coordination. The TWG is also directed to draft a Deed of Usufruct covering the identified K9 NDD facilities. After the PLO review of the draft MOA, copies shall be furnished to PDEA Legal, PNP Legal, DPWH Regional Legal, and partner BLGUs for their respective inputs and concurrence. The meeting concluded with a strong commitment among stakeholders to sustain collaboration and support the successful implementation of the K9 NDD Project.

Under the leadership of Kuya Gob. Edwin I. Jubahib, the Provincial Anti-Drug Abuse Council (PADAC) successfully conducted the 2nd SICAP-ADACS BI-Monthly Monitoring Program held at the BFAR National Mariculture Center, Cagangohan, Panabo City.
The activity was presided over by Ms. Jucylen C. Lumangtad, LPT, Public Service Officer IV and PADAC Focal, together with PLTCOL Jun A. Bautista, Chief of Police Community Affairs and Development Unit, DNPPO; Investigation Agent V Mildred Driz-Romero, Provincial Officer of PDEA Provincial Office Davao del Norte; and Mr. Keith Mikael Taneuco, Acting Cluster Head of DILG Davao del Norte.
The program officially opened with a Welcome Message and Opening Statement delivered by Hon. Jose โJoeโ E. Relampagos, City Mayor, represented by Mr. Roqueos L. Cimafranca, CADAC Focal, followed by the Recognition of Guests and Participants facilitated by the PADAC Secretariat. Ms. Althea Mae C. Cajes, RSW, Social Welfare Assistant, together with Ms. Jucylen C. Lumangtad, LPT, Public Service Officer IV and PADAC Focal, presented the Rationale of the Activity, emphasizing the importance of strengthening collaboration among stakeholders in the implementation of anti-drug abuse programs.
One of the highlights of the activity was the Orientation on the Yakap Bayan Aftercare and Reintegration Program conducted by the resource speaker from DSWD XI, Ms. Crystal Mae Econ, RSW, SWO II and Yakap Bayan Focal, who discussed the importance of community-based aftercare services and reintegration support for recovering persons who used drugs (PWUDs).
During the afternoon session, participating agencies presented significant reports and updates, including the Barangay Drug Clearing Reports conducted and presented by IO II Marites B. Dadis, BDCP Focal of PDEA; the Update on ADAC Audit and Assistance to BDCP reported by Mr. Keith Mikael Taneuco, Acting Cluster Head of DILG Davao del Norte; and the Assistance to BDCP and Compliance of PWUDs to CBDRP reported by PLTCOL Jun A. Bautista, Chief of Police Community Affairs and Development Unit, DNPPO.
Moreover, PADAC Updates were presented by Ms. Argin L. Fil, ADAS II, highlighting the Re-echo on the DDB Conduct and Nationwide Pilot Implementation of the ADAC-RS and its impact on DAVNOR CBDRP-IMS, as well as the results of the PADAC & K9 NDD Logo Contest. Ms. Jucylen C. Lumangtad, LPT, Public Service Officer IV and PADAC Focal, also presented updates on PADAC activities and the K9 NDD Project.
The activity concluded with closing remarks and a renewed commitment among partner agencies and stakeholders toward a stronger, collaborative, and sustainable anti-drug abuse campaign in Davao del Norte.

With the strong leadership of Hon. Kuya Gob Edwin I. Jubahib, PADAC Chairman and Governor of the Province, the Multi-Stakeholders Meeting on the K9 Narcotics Detection Dog (NDD) Project was successfully conducted at the DNSTC Pavilion, Tagum City, bringing together key stakeholders, partner agencies, and barangay officials. The activity opened with the recognition of participants by Ms. Argin L. Fil, ADAS II followed by the welcome message and project overview from Ms. Jucylen C. Lumangtad, LPT, PSO IV and PADAC Focal Person, highlighting the K9 NDD timeline, status of drug-cleared barangays, and identification of strategic provincial boundaries for the establishment of interdiction substations.
Present during the meeting were representatives of partner agencies and offices including DPWH DDN 1st and 2nd District and Dr. Kristin Kleo C. Escabosa, K9 Veterinarian, along with participating barangays: J.P. Laurel, Panabo City; New Balamban, Tagum City; Igangon, Sawata; Magwawa, Sto. Tomas; Malativas, Panabo City; and Tulalian, Sto. Tomas. The discussion highlighted strong support from the local level while addressing key concerns such as water supply, facility readiness, and site-specific challenges to ensure effective project implementation.
The presiding table was composed of Police Captain Marissa Peralta, Police Captain Edwin B. Dapar, IA I Marlaw P. Laurente, PDEA XI Chief K9 Handler, Ms. Jucylen C. The PADAC Secretariat conducted a pre-assessment visit to the Department of the Interior and Local Government (DILG) in preparation for the ADAC Audit 2026. The activity focused on the review and validation of requirements and supporting documents to ensure complete, accurate, and compliant submission for the upcoming audit. This initiative reinforces the provinceโs readiness and commitment to meet the standards set for ADAC performance evaluation.

The coordination meeting was presided over by Provincial Administrator Atty. Ralph P. Dela Cruz, with the active participation of PSWDO Head and PADAC Secretariat Rosalinda O. Rapista, RSW, and PADAC Focal Person Jucylen C. Lumangtad, LPT. Partner agencies including PNP, PDEA, AFP, PEO, and PPDO were also present, with DILG serving as Secretariat. The meeting strengthened collaboration and alignment among stakeholders in advancing provincial anti-drug initiatives.

This activity served as a vital pre-evaluation of the functionality and performance of Local Anti-Drug Abuse Councils (ADACs), ensuring alignment with national standards and strengthening the implementation of local anti-drug initiatives.
The engagement provided an important opportunity to assess progress, enhance coordination, and reaffirm our commitment to effective, responsive, and sustainable programs toward drug-cleared communities.
