PASSO Davao del Norte

The Provincial Assessor’s Office of Davao del Norte continues the commitment to regularly conduct the General Revision of Real Property Assessments every three (3) years since CY 1993 to CY 2023 per RA 7160.And now currently submitted the Proposed Schedule of Market Values for the next General Revision year with the mandate of the Real Property Valuation and Assessment Reform Act( RPVARA) RA 12001
, which aims and primary goal to modernize, standardize and professionalize the Real Property Valuation Standard (PVS) in the Philippines that will foster higher tax collection efficiency and strengthen Local Government Unit (LGU) fiscal autonomy.

Relevant to this, the Provincial Government of Davao del Norte with the leadership of Kuya Gob. Hon. Edwin I. Jubahib(Governor) through the PHRMO had already completed the requirements in Professional Regulation Commission (PRC). A CPD Council of Real Estate Service, as CPD Provider with Accreditation No.RAE-2025-061 from Dec.2025 to Dec.1,2028. Likewise with the accredited PRC Resource Persons,

The Provincial Government of Davao del Norte through the office of the Provincial Assessor with the PHRMO conducted a 3-Day Seminar-Workshop on the Conduct of General Revision of Real Property Assessments in the Province of Davao del Norte on March 25-27,2026 at DavNor Pavilion, DNSTC, Mankilam, Tagum City with 15 CPD units for all attendees and Real Estate Appraiser (REA) professionals.This is a free seminar-workhop for our Professionals in Davao Region as stated by our Governor Kuya Gov.Edwin I.Jubahib to help our professionals earn CPD units and renew their license on time.

The said seminar-workshop were attended by Real Estate Appraisers coming from different Provinces in Region XI namely: Davao del Norte; Davao de Oro; Davao Occidental and Davao Oriental, of which they learned additional insights and information on the significance of the preparation and formulation of the new Schedule of Market Values (SMV) likewise the main objectives of the RPVARA (R.A. 12001) .

The 3-Day Seminar Workshop gave an emphasis on the General Revision of Real Property Assessments as essential for maintaining and updating the current Real property valuation, for taxation purposes, increasing local government revenues, improving property records, and complying with legal mandates. For every Local Government Unit. It is a critical process that supports transparent governance and sustainable local development.

Gitanyag sa Provincial Assessor's Office (PASSO) Davao del Norte ang libreng 15 Continuing Professional Development (CPD) units alang sa mga real estate appraisers sa tibuok Rehiyon XI sa pag-renew sa ilang lisensya.

Kalabot niini, gipahigayon ang Three-Day Seminar Workshop on the Conduct of General Revision of Real Property Assessments diin gitambongan sa kapin 50 ka mga delegado gikan sa nagkalain-laing siyudad ug munisipyo sa Davao Region nga nagsugod Marso 25 hangtud Marso 27, 2026.

Subay kini sa mandato sa Republic Act No. 12001, nga naglatid sa regular nga general revision sa real property assessments matag tulo ka tuig.

Dako ang pasalamat ni Provincial Assessor Officer Engr. Lily Salazar kay Governor Edwin I. Jubahib sa suporta niini sa pagpalapad sa oportunidad sa mga propesyonal sa tibuok rehiyon aron maminusan ang gasto sa pagkuha og CPD units.

“To Kuya Gob, thank you, accredited najud ta sa Provincial Government sa Davao del Norte. Kining tanan nato nga provinces sa Region 11, naa jud sila karun dinhi, positive jud sila nga ning adto sa atong province, wala jud silay registration, gipa-libre jud ni Kuya Gob kay para tanan natong real estate appraisers makatuon sila nga libre og makakuha pa jud sila og 15 units nga CPD,” ingon ni Engr. Salazar.

Gikalipay usab sa usa ka partisipante nga si Mary Joy Melendres ang maong oportunidad tungod kay nahimo kining dakong tabang aron padayun nilang mapalambo ang ilang kapasidad isip kawani sa gobyerno. Dugang ni Melendres, dili lamang kini para kanila nga mga empleyado kundi alang usab kini sa kaayohan sa publiko ug sa mga taxpayers.

“Happy and grateful kaayo mi, because as a newly-registered real estate appraiser makatabang ni sa amoa, para sa pag update namo sa among CPD units and matabang pud namo sa pag standardize sa among mandato sa City Assessor's Office sa among LGU ug mapalambo pa namo ang among mga natun-an dinhia sa seminar. Dili lang kay ang maka benefits kay katong employees nga naa sa City Accessor's Office kondili pud kay sa mga taxpayers,” sumala ni Melendres.

Please be informed that pursuant to Memorandum Circular (MC) No.114 issued by the Office of the President, all government agencies shall be officially adopting the COMPRESSED FOUR(4)-DAY ONSITE WORK ARRANGEMENT starting March 9,2026 and onwards.

The newly-adopted official Working Schedule of PASSO DDN will be from MONDAY to THURSDAY , 7:00 AM – 6:00 PM.

Naglunsad og outreach community program ang Provincial Assessor’s Office (PASSO) sa Women Development Center (WDC) nga nahimutang sa New Corella niadtong Pebrero 10.

Sa maong kalihokan, aktibong nanghatag ang PASSO og personal hygiene kits ug school supplies ngadto sa onse ka mga kabataang biktima sa pagpangabuso nga kasamtangang gipahiluna sa WDC samtang nagpadayon ang pagdungog sa ilang mga kaso sa korte. Tumong sa programa nga mapalambo ang kahimtang sa mga kabataan ug mapagaan ang ilang panginahanglan samtang nag-atubang sila sa legal nga proseso.

Gipangulohan ni Provincial Assessor Engr. Lily Salazar ang kalihokan uban sa iyang mga kaubanan sa PASSO. Nakigtambayayong usab ang North Davao Assessors League Inc. (NDALI) sa pagpatuman sa maong inisyatiba. Mitambong si Municipal Assessor Crezilda Carnicer sa Talaingod ug si Municipal Assessor Nemesio Parcon Jr. sa New Corella, kauban ang mga social workers nga gipangulohan ni Social Worker I Maricel Reños, ang Center Head sa WDC.

Gawas sa pag-apod-apod og donasyon, mipalit usab ang mga partisipante og mga produktong hinimo sa mga residente sa WDC isip dugang suporta sa ilang panginabuhian. Pinaagi niini, gipalig-on sa mga partisipante ang ilang paningkamot nga masuportahan ang rehabilitasyon ug ekonomikanhong kalamboan sa mga biktima.

Sa iyang mensahe, gidasig ni Engr. Salazar ang mga residente nga magpadayon sa paglaum ug pagpalig-on sa ilang pagtuo bisan pa sa mga pagsulay nga ilang giatubang. Iyang gipahayag nga ang gobyerno andam kanunay nga motabang ug mosuporta kanila.

Samtang, gipadayag ni Reños nga gilauman nila nga sa pagsaulog sa anibersaryo sa WDC, mokunhod na ang ihap sa ilang mga residente, ilabina kay kadaghanan kanila naggikan sa District 2. Naglaum siya nga pinaagi sa padayon nga suporta sa mga ahensya sa gobyerno ug komunidad, mas daghang kabataan ang makaangkon og hustisya ug bag-ong pagsugod sa kinabuhi.

The Provincial Assessor’s Office (PASSO), Province of Davao del Norte, had successfully conducted a Mentoring , Coaching and Validation on the Proposed Schedule of Market Values (SMV) in line with the Real Property Valuation and Assessment Reform Act (RPVARA), Republic Act No. 12001 on January 22,2026 at the DAGOEMC Conference Room, Mankilam, Tagum City. The activity aimed to strengthen the technical and institutional capacity of local government units in the implementation of standardized, transparent, and equitable real property valuation.

The program brought together key officials from the provincial and municipal assessor’s offices, through the initiation of Provincial Assessor’s Office (PASSO) led by Engr. Lily M. Salazar, CE, REA,MPA and the Bureau of Local Government Finance (BLGF) headed by Mr. Von Clinton W. Cordero, REA to discuss and to give guidance in the valuation standards and best practices under the RPVARA framework. Through presentations, mentoring discussions, and shared insights, participants were guided on the rationale, processes, and compliance requirements in preparing the proposed SMV.
Resource persons and mentors from the BLGF and the Provincial Assessor’s Office emphasized the importance of uniform valuation approaches to promote fairness, improve revenue generation, and enhance public trust in Real Property Assessment. The session also provided a platform for local assessors to raise concerns, clarify technical issues, and align their valuation strategies with national reforms.

Overall, the mentoring, coaching and validation reinforced the commitment of Davao del Norte to uphold the objectives of R.A. 12001 and to ensure the effective adoption of the Schedule of Market Values as a vital tool for sound local governance and sustainable development.
