The 1st CY 2026 Provincial Development Full Council (PDC) Meeting convened key leaders, stakeholders, and development partners to discuss priority programs, policies, and initiatives for the Province of Surigao del Sur. The meeting served as a vital platform to align efforts, review previous resolutions, and strengthen collaborative governance for the provinceโs continuous growth.

The meeting was led by Acting Provincial Governor Manuel O. Alameda Sr., serving as the PDC Chairperson, who steered the council in harmonizing development initiatives and reinforcing collaborative governance.

Highlighted during the session were discussions on agricultural support programs, fuel and rice subsidies, infrastructure projects, renewable energy initiatives, and other development concerns requiring approval and endorsement. The Provincial Government of Surigao del Sur (PGSDS) successfully conducted the GAD Plan and Budget (GPB) Formulation Workshop on March 4โ6, 2026 at Go Hotels, Butuan City, bringing together provincial officials, GFPS members, and key stakeholders to strengthen gender-responsive planning and budgeting for 2027. The activity opened with an inspiring message from Alexander A. Makinano, Regional Director of the Commission on Population and Development and Chairperson of the Regional Gender and Development Committee in Caraga, who emphasized that GAD is not merely about compliance but about genuine commitment to advancing gender equality and womenโs empowerment, anchored on Republic Act No. 9710 (Magna Carta of Women).

Representing the Provincial leadership, Hon. Johnny T. Pimentel, through SP Member Margie G. Garay, Chairperson of the Committee on Women, Children, and Family, welcomed the participants and reaffirmed the provinceโs commitment to gender-responsive governance. The workshop was also supported by SP Members Antonio C. Azarcon and Gines Ricky J. Sayawan Sr., demonstrating strong legislative backing for the formulation of the provinceโs 2027 GAD Plan and Budget.

The three-day workshop gathered around 80 participants from provincial offices, district hospitals, national government agencies, civil society organizations, the private sector, and the academe. Guided by resource persons from the Commission on Human Rights, Department of the Interior and Local Government, and the Provincial Planning and Development Office, the activity strengthened collaboration and technical capacity in mainstreaming gender perspectives in policies, programs, and services. The successful conduct of the workshop reflects the continued commitment of the Province of Surigao del Sur in promoting inclusive, gender-responsive, and sustainable development.

The Provincial Government of Surigao del Sur, through the GAD Focal Point System (GFPS), chaired by Hon. Governor Johnny T. Pimentel, has spearheaded the first grand GAD training intended for all Elected Local Officials, all Department Heads, all Assistant Department Heads, GFPS TWG, GAD Review Team headed by Ms. Carolina R. Tidalgo, EnP., and the GAD Secretariat/Focal Person-Designate, Ms. Elesia D. Salazar, PDO III, and all other members of the GFPS as an active response to the GAD Mandate to all agencies of the local government units.

On behalf of the GFPS Chairperson, Governor Pimentel, SP Member Margarita Garay, as Chairperson of the Sanggunian Committees on Women, Children, and Family, has delivered a welcome message before the GFPS members of this province.

The GST was successfully conducted by the Resource Persons from the DILG Provincial Office: Ms. Ma. Lourdes C. Martinez, LGOO VII-Outcome Manager, and Ms. Doreen Marielle N. Rosales, Information Officer II from the Commission on Human Rights, Caraga Region 13, Butuan City.
While Atty. Allen M. Gasulas, Deputy City Prosecutor, City Prosecutorโs Office, has exceptionally shared her expertise and insights in the GAD-Related laws, such as RA 11930 OSAEC-CSAEM, also known as Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials, RA 11313 Safe Spaces Act or Anti-Bastos Law vs. RA 7877 Anti-Sexual Harassment Act of 1995, and the CSC Rules on Sexual Harassment.

A total of 82 participants have successfully attended GENDER SENSITIVITY TRAINING (GST-101), whereby one of the Chiefs of District Hospital, who shared positive reflections that it was the first GAD capacity building they had attended. They are looking forward to another GAD-related training, among others, to further enhance their Gender and Development capacities that would be beneficial to their respective agencies and patients-clients in terms of the delivery of a gender-responsive health service.

The Province of Surigao del Sur conducted the Workshop on the Formulation/Updating of the PGSDS Local Governance Canvas, bringing together provincial offices, sectoral focal persons, and partner agencies to strengthen a shared understanding of governance priorities and development directions.
The workshop served as a collaborative platform to review existing strategies, identify key challenges, and align plans and programs with the current administrationโs platform of governance. Through guided discussions and workshops, participants worked on refining goals, objectives, and priority interventions to ensure coherence across provincial development frameworks.
This activity underscores the Provincial Governmentโs commitment to inclusive, evidence-based, and responsive local governance, translating strategic plans into actionable programs that address the needs of Surigaonons and support sustainable provincial development.

The provincial elimination round of the 29th Philippine Statistics Quiz was held at the SCI Function Hall, Capitol Hills, Tandag City, Surigao del Sur. First-year college students from institutions such as Northeastern Mindanao State UniversityโTandag City, NEMSUโCantilan, Saint Teresita College, and other nearby colleges gathered to test their statistical knowledge, analytical skills, and readiness to advance to the regional level. The competition was supported by the participation of the Provincial Planning and Development Office of Surigao del Sur, which served as part of the board of judges, providing their expertise in evaluation and ensuring the fair conduct of the event.
