𝐃𝐎𝐒𝐓 𝐂𝐚𝐫𝐚𝐠𝐚 𝐌𝐚𝐩𝐬 𝐎𝐩𝐩𝐨𝐫𝐭𝐮𝐧𝐢𝐭𝐢𝐞𝐬 𝐟𝐨𝐫 𝐓𝐚𝐧𝐝𝐚𝐠’𝐬 𝐄𝐦𝐞𝐫𝐠𝐢𝐧𝐠 𝐒𝐭𝐚𝐫𝐭𝐮𝐩 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲

DOST Caraga convened local innovators, government leaders, academic institutions, and support organizations for a Startup Ecosystem Mapping activity in Tandag City on May 28, 2026, as part of its efforts to strengthen the city’s innovation and entrepreneurship landscape.

The activity provided a platform for stakeholders to assess the current state of innovation in Tandag, identify opportunities and challenges, and explore pathways for nurturing technology-driven enterprises and homegrown solutions.

In his opening message, DOST Caraga Regional Director Engr. Noel M. Ajoc emphasized the importance of fostering an environment where innovative ideas can evolve into sustainable ventures that address real-world challenges. He also highlighted DOST programs and initiatives designed to support startups and innovators, encouraging greater collaboration among stakeholders to cultivate a culture of innovation and problem-solving.

DOST Surigao del Sur Provincial Director Engr. Ramil A. Sanchez shared insights on the province’s growing innovation landscape and emphasized the value of partnerships in helping innovators transform concepts into viable solutions.

Representing the local government, Hon. Alvin Ty, Sangguniang Panlungsod Member, reaffirmed the city’s commitment to initiatives that promote innovation, digital transformation, and inclusive economic growth.

Participants engaged in a collaborative mapping exercise that examined the startup journey across the stages of Idea, Launch, Growth, and Success. They identified existing support mechanisms, discussed ecosystem strengths and gaps, and developed a shared Vision, Mission, Goals, and Objectives to guide future initiatives. Moreover, the discussion highlighted the potential of local talent, research, technology, and entrepreneurship to create solutions that respond to community needs and emerging market opportunities.

As Tandag City continues to explore its place in the region’s growing innovation landscape, stakeholders recognized that building a startup ecosystem is a long-term effort that requires sustained collaboration, local leadership, and continuous support for aspiring innovators. The activity served as an initial step toward connecting ideas, institutions, and communities that can help shape a more innovation-driven future for the city.

On May 12, 2026, DOST Caraga, through DOST Surigao del Sur, provided technical expertise as the resource partner for the Total Quality Management Seminar 2026, organized by the Department of Hospitality Management at NEMSU – Main Campus.

Engr. Jan Lumancas represented the agency and expounded on the topic: "Science and Innovation in Hospitality Value Chain: From Technical Safety Standards to Superior Customer Satisfaction."

As a member of the Caraga Food Safety Team, Engr. Lumancas emphasized the critical intersection of science and service by focusing on:

𝐹𝑜𝑜𝑑 𝑆𝑎𝑓𝑒𝑡𝑦 𝑀𝑎𝑛𝑎𝑔𝑒𝑚𝑒𝑛𝑡 𝑆𝑦𝑠𝑡𝑒𝑚𝑠: Practical applications of Hazard Analysis and Critical Control Points (HACCP) and Good Manufacturing Practices (GMP).

𝑂𝑝𝑒𝑟𝑎𝑡𝑖𝑜𝑛𝑎𝑙 𝐸𝑥𝑐𝑒𝑙𝑙𝑒𝑛𝑐𝑒: Utilizing scientific principles to elevate quality assurance in hospitality workflows.

𝐸𝑚𝑒𝑟𝑔𝑖𝑛𝑔 𝐼𝑛𝑛𝑜𝑣𝑎𝑡𝑖𝑜𝑛𝑠: Modern technologies driving both technical safety compliance and customer satisfaction.

𝐃𝐎𝐒𝐓 𝐒𝐮𝐫𝐢𝐠𝐚𝐨 𝐝𝐞𝐥 𝐒𝐮𝐫 𝐢𝐧𝐢𝐭𝐢𝐚𝐭𝐞𝐬 𝐜𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐢𝐨𝐧 𝐦𝐞𝐞𝐭𝐢𝐧𝐠𝐬 𝐟𝐨𝐫 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐒𝐦𝐚𝐫𝐭𝐞𝐫 𝐅𝐀𝐑𝐌

In a strategic effort to enhance local agricultural productivity, DOST Caraga, through the Provincial Science and Technology Office of Surigao del Sur, successfully conducted a series of project coordination meetings on May 14, 2026, for the initiative titled, "Project Smarter FARM: Smarter Farmer and Smarter Approaches to Rice and Selected High-Value Crops Farming using STI."

Project Smarter FARM aims to boost farm yield and profitability in the Municipality of San Miguel through the deployment and adoption of DOST-developed/funded technologies.

Separate coordination meetings were held with key project stakeholders to discuss the project overview, review the stipulations of the Memorandum of Agreement (MOA), and lay down the definitive action points leading to the official signing. The key implementing partners include:

Local Government Unit of San Miguel (LGU-San Miguel)

North Eastern Mindanao State University - San Miguel Campus (NEMSU-San Miguel)

Carromata Farmers and Vendors Association (CFVA)

MABAS-BASA Irrigator’s Association, Inc.

Representing the Department of Science and Technology was Engr. Jan Lumancas of DOST Surigao del Sur. Crucial insights and commitments were secured from Dr. Marlon Garrigues (Assistant Campus Director, NEMSU-San Miguel), Dr. Richel Garrigues (R&D Head, NEMSU-San Miguel), Mr. Ulysses Ravelo (Municipal Agriculturist, LGU-San Miguel), and Ms. Cristine Baldovino (Agricultural Technologist). Engagement with the agricultural sector was spearheaded by Ms. Shiela Mae N. Dumanhog, Chairperson of the CFVA.

After the consultations, a field visit of the proposed demonstration sites was conducted alongside the CFVA farmer-members to iniitally assess the area for technology deployment.
