ICYMI: Yesterday, March 12, 2026, the Office of Innovation and Business Development (OIBD) of Tarlac State University, through its Technology Licensing Department (OIBD-TLD) and Technology Business Incubation Department (OIBD-TBID), in collaboration with the Center for Food Technology & Research (CFTR), held a coordination meeting with Mrs. Rachel Corpus-Peralta and Mr. Vincent Keonee Peralta regarding the establishment of a soon-to-open cafรฉ at the former ASLAGAN Conference Room/Co-Working Space located on the ground floor of the CFTR Building, TSU Villa Lucinda Campus. The meeting was conducted at the CFTR Audio-Visual Room (AVR).
Present during the meeting were Atty. Jayriz D. Dungca, OIBD Director and concurrent Department Head of OIBD-TBID; Engr. Yvy Clydylynn T. Rabara, Department Head of OIBD-TLD; Engr. Dick S. Tuazon, Department Head of Production and Technical Advisory Services of CFTR; Engr. Jayson M. Llarves, Technical Staff of OIBD-TLD; Mr. Samuel S. Saroza, Project Development Officer I of OIBD; & Ms. Pauline O. Esguerra, MBA, Technical Staff, both from OIBD-TBID; and Ms. Jennalyn P. Carlos of CFTR.
The meeting focused on presenting the results of the feasibility study conducted by OIBD, led by Ms. Esguerra and Engr. Llarves with the assistance of Mr. Saroza. The study assessed the level of interest and demand within the TSU community, including students, faculty members, and non-teaching personnel, to determine the viability of establishing a cafรฉ within the university, particularly at the ground floor of the CFTR Building. The findings of the survey were presented by Engr. Llarves, highlighting the potential demand for a cafรฉ that would serve both the campus community and visitors.
Following this, Mr. Saroza presented the proposed incubation program, as the cafรฉ venture will be considered a startup under the ASLAGAN Technology Business Incubator (TBI). Beyond serving as a dining space, the cafรฉ is envisioned to function as a โlaunchpadโ for selected TSU-developed technologies, where market-ready products developed by the university may be introduced and commercialized through technology transfer and licensing. The initiative aims to create an accessible platform for promoting and marketing university-developed innovations to the TSU community and other stakeholders.
Among the technologies identified for initial commercialization is โMuscobites,โ a carbohydrate-rich snack bar made with muscovado tinaklob, which is being considered as one of the initial products to be offered in the cafรฉ. The meeting also discussed the preparation of a Memorandum of Agreement (MOA) and a Technology Licensing Agreement (TLA) to formalize the incubation engagement and the commercialization of Muscobites. In addition, plans for the lease of the cafรฉ space were discussed, which will be formalized through a Lease Agreement, as the initiative will operate as an Income-Generating Project (IGP) of the university. The project is expected to generate institutional income through space rental fees and royalty fees from licensed technologies.
The meeting likewise covered the toll processing arrangements and the use of CFTR facilities, including the centerโs bakery, which may be utilized for the production of pastries and other baked products to be sold at the cafรฉ.

ICYMI: The Office of Innovation and Business Development (OIBD), through its Technology Business Incubation Department (TBID)โformerly the DOST-TSU ASLAGAN Technology Business Incubator (TBI)โinked a Memorandum of Agreement (MOA) with Bale Mi Agri-Farms Corporation, represented by its owner, Ms. Myra Lourdes S. Salvosa, together with her son, Mr. David Benjamin S. Salvosa, as witness.
Present during the signing were Atty. Jayriz D. Dungca, OIBD Director and concurrent TBID Department Head; Asst. Prof. Aldrex G. Laxamana, Project Lead of DOST-TSU ASLAGAN TBI and Department Head of the IPRMD; Engr. Yvy Clydylynn T. Rabara, Department Head of the Technology Licensing Department (TLD); Prof. Geraldine R. Gamoso-Villanueva, Director of the Center for Natural Products Research (CNPR); and other OIBD and CNPR personnel and staff.
The said MOA was signed to formally start the engagement between OIBD and CNPR with Bale Mi Agri-Farms Corporation through business incubation. CNPR will serve as the research arm by providing technical assistance on the R&D of the product, while the OIBD, through the TBID, will provide assistance on business development services such as marketing, regulatory compliance, IP protection, and commercialization.

DOST-TSU ASLAGAN TBI Joins the 12th Gawad TarlakHenyo Awarding Ceremony; Two Incubatees Recognized as Outstanding Entrepreneurs
The DOST-TSU ASLAGAN Technology Business Incubator (TBI) participated in the 12th Gawad TarlakHenyo Awarding Ceremony held on November 20, 2025 at the Roof Deck, Tarlac Capitol Center Building, San Roque, Tarlac City. Organized by the Provincial Government of Tarlac through the Provincial Cooperative and Enterprise Development Office (PGT-PCEDO), the event gathered partner institutions, cooperatives, MSMEs, local government units, and development stakeholders to honor outstanding contributions in entrepreneurship and socio-economic development.
As one of their partner institutions, ASLAGAN TBI joined the ceremony to support and recognize exemplary initiatives of Tarlaqueรฑos who demonstrate innovation, resilience, and meaningful impact in their respective fields. The Gawad TarlakHenyo, now in its 12th year, remains a distinguished provincial award program celebrating excellence across the cooperative, entrepreneurial, barangay, and OFW sectors.
Two of ASLAGAN TBIโs former incubatees were honored under the MSME โ Food Category:

These recognitions highlight the dedication, creativity, and strong entrepreneurial spirit of the incubatees, and reflect the valuable support provided through the incubation programโmentorship, capacity-building sessions, and technical guidance facilitated by ASLAGAN TBI.
To support the evaluation process, Asst. Prof. Aldrex G. Laxamana, Project Leader of the DOST-TSU ASLAGAN TBI, served as one of the official judges/evaluators during the on-site assessments conducted in October for both food and non-food MSME categories. His involvement underscores the sustained partnership between ASLAGAN TBI and PGT-PCEDO in strengthening the local innovation and enterprise development ecosystem.
