Ngayong Hunyo 4, 2026, ganap na alas-8:00 ng umaga, nagsagawa ang NIA-Balog-Balog Multipurpose Project Phase II (BBMP-II) Project Management Office ng Actual Field Validation sa mga iminungkahing ari-arian bilang posibleng resettlement sites para sa mga Project-Affected Families (PAFs) ng Sitio Dirita, Barangay Maamot, San Jose, Tarlac.

Ang aktibidad ay dinaluhan ng mga kinatawan mula sa National Commission on Indigenous Peoples (NCIP), Mines and Geosciences Bureau (MGB), Local Government Unit (LGU) ng San Jose, mga Tribal Officials ng Sitio Dirita, at ilang apektadong pamilya. Layunin ng validation na masuri ang aktuwal na kondisyon, accessibility, topograpiya, at pangkalahatang kaangkupan ng mga nasabing lupain bilang permanenteng relocation site ng mga pamilyang maaapektuhan ng proyekto.

Sa isinagawang pag-iinspeksyon, personal na nakita at nasuri ng mga kalahok ang kalagayan ng mga ari-arian . San Jose, Tarlac , June 3, 2026 โ€” Isang mahalagang hakbang patungo sa maayos na relokasyon ang matagumpay na isinagawa ngayong araw ng Environmental, Watershed and Resettlement Management Section (EWRMS) ng National Irrigation Administration - Balog-Balog Multipurpose Project Phase II (NIA-BBMP II). Sa pangunguna ng kanilang Section Chief na si Engr. Imelda G. Timbang, personal na sinuri kasama ang mga pamilyang naapektuhan ng proyekto ang 33 na mga nakalaang lote sa Maamot relocation site upang makita ang aktwal na lokasyon at topograpiya ng mga ito. Ang bawat loteng nakalaan para sa mga Second Category Families ng Maamot Proper ay may sukat na 300 square meters.

Nagsilbing saksi sa naging proseso si BARC Chairman Wilfredo E. Dave upang matiyak ang kaayusan at kredibilidad ng aktibidad. Sa kabuuang 26 na pamilyang kwalipikado para sa programa, walong pamilya ang dumalo sa aktibidad kung saan pitong pamilya ang aktwal na bumunot at matagumpay na nakakuha ng kanilang sariling lote ngayong araw.

On May 27, 2026, the OIC-Deputy Administrator for the Engineering and Operations Sector, Engr. Reyne B. Ugay, led a comprehensive onsite inspection of the Balog-Balog Multipurpose Project Phase II (BBMP II) to oversee the ongoing construction of the BBMP Storage Dam and its appurtenant structures. Joined by the BBMP II Project Management Office (PMO) and Senior Geologist Anthony Mari M. Gososo from the NIA Central Office, the officials demonstrated steadfast commitment to uninterrupted progress by pushing forward with the inspection even on a public holiday.

During the walkthrough, he provided direct guidance to the contractor, Sta. Clara International Corporation, across multiple major work fronts, including the core trench, dam embankment, access gallery, spillway, and the irrigation and power tunnel.

Focusing heavily on the diversion tunnel, Engr. Ugay directed the contractor to expedite critical works to facilitate the safe and immediate rerouting of the Bulsa River, enabling essential riverbank construction. To meet these targets, the contractor continues to work around the clock, maintaining continuous operations and executing precise technical tasks to sustain this progress.

To ensure the highest standards of workmanship on the Balog-Balog Multipurpose Project Phase II (BBMP II), the Project Management Office, alongside representatives from the Commission on Audit (COA), led a joint field validation on May 26, 2026. Accompanied by Technical Inspectorate Committee Head Engr. Gary R. Gorospe and the Projects-in-Charge (PICs), the group conducted a final site inspection of the newly completed canal lining and slab bridge at Barangay Moriones, San Jose, Tarlac.

This hands-on evaluation ensures that every detail of the infrastructure aligns perfectly with approved technical specifications, embodying the Agency's strict adherence to meticulous engineering standards, operational excellence, and transparency.

During the walk-through, the team closely evaluated the structural ex*****on. This assessment ensures the long-term durability and efficiency of the South Main Canal's irrigation infrastructure before final acceptance.

In a shared commitment to regional progress, BBMP II actively participated in the Second Quarter Meeting of the Regional Development Council III โ€“ Infrastructure Development Committee (RDC-IDC) held in the City of San Fernando, Pampanga, on May 23, 2026. The meeting provided a strategic platform to deliberate on key infrastructure projects and socio-economic programs aimed at sustaining and accelerating Central Luzonโ€™s economic momentum.

The assembly convened Central Luzonโ€™s top leadership, led by RDC Chair Gov. Hermogenes Ebdane Jr., alongside provincial governors and vice governors. Key regional directors from the DBM, DPWH, and DEPDev were also in attendance, reinforcing institutional ties to streamline project delivery across the provinces.

Representing NIA-BBMP II were Engineering Division Manager Engr. Marson S. Bocobo, Construction Management Division Manager Engr. Jose Shiedel N. Segubience and Monitoring and Evaluation Section Chief Engr. Teresa S. Galapon. During the assembly, they provided updates on the status of the projects, highlighting accomplishments and construction updates. Guided by resource speaker Mr. Jonathan M. Alug, PhD, LPT, from the Tarlac State University - College of Computer Studies (TSU CCS), participants explored the core principles of ROW acquisition. The program emphasized functional conflict-resolution methodologies, providing participants with real-world techniques and actionable approaches to navigate complex challenges encountered in the field.

Ultimately, managing right-of-way concerns goes beyond technicalities; it is about building lasting trust with the community. As construction steadily progresses at the Construction of Balog-Balog Multipurpose Project Phase II Storage Dam and Its Appurtenant Structures, rigorous quality control testing remains a top priority to ensure all works adhere to the highest engineering and safety standards.

On May 20, 2026, key structural support systems underwent thorough inspections. At the contractorโ€™s yard and access gallery, a Dye Penetrant Test (DPT) was performed on the installed Steel Rib Supports (SRS) to detect potential surface cracks and welding defects, guaranteeing the integrity of the steel framework. Concurrently, a Pull-Out Test was conducted on the rock bolts within the diversion tunnel outlet. This test served as the vital quality-control verification following the Rock Bolting Mock-Up using Cemextra grout, executed at the Diversion Tunnel on May 12, 2026, successfully validating the bonding strength, anchorage capacity, and load resistance of the support system to ensure long-term tunnel stability and safety.

Technical representatives from the NIA Central Office Engineering Department, Engr. Emmanuel S. Castillo, Supervising Engineer A; Engr. Michael D. Pantig, Supervising Engineer A; and PIA Alexis A. Bacani, Senior Engineer A, together with Mr. Anthony Mari M. Gososo, Senior Geologist, witnessed the procedures and testing. Also present were representatives from the BBMP II Design Unit, led by Engr. Gary R. Gorospe, and the Material Testing and Quality Assurance Section, headed by Engr. Dennis D. Guerrero. Their collective presence ensured coordinated oversight and full compliance with engineering standards.

Upon completion of the field activities, an exit meeting was held to review the results, identify any issues requiring further assessment, and facilitate subsequent evaluation and next steps to support continued progress.

The meeting gathered Mayors from across the province, led by LMP-Tarlac Chapter President, Mayor Doรฑa Cresencia R. Tesoro, with Tarlac Governor Christian Tell A. Yap also in attendance. In all upcoming meetings, BBMP II remains available to present construction progress reports and project updates.
