The Commission on Human Rights – Region 2 conducted a lecture on the Mental Health Law and Republic Act No. 9745, the Anti-Torture Act of 2009, at the Ballesteros District Jail, Ballesteros, Cagayan on September 21, 2026, reaching out to jail personnel and persons deprived of liberty (PDLs) within the facility.

The session tackled the rights of PDLs to be free from torture and other cruel, inhuman, or degrading treatment, as well as the importance of recognizing and addressing mental health needs in detention settings. Through the activity, CHR Region 2 continued its regular monitoring and advocacy work in jails across the region, promoting humane treatment and respect for the dignity of every person in custody.

The Commission on Human Rights – Region 2 conducted a lecture on Republic Act No. 9745, the Anti-Torture Act of 2009, and the Mental Health Law for jail personnel and persons deprived of liberty (PDLs) at the Aparri District Jail, Aparri, Cagayan on September 17, 2026.

The activity aimed to deepen understanding of the rights of PDLs against torture and other cruel, inhuman, or degrading treatment, while also raising awareness on mental health concerns within custodial facilities. CHR Region 2 Engages CHRE Partner CSU on Proposed Research on Human Rights Education

The Commission on Human Rights Regional Office No. 2 welcomed its Center for Human Rights Education (CHRE) partner, Cagayan State University (CSU), for the presentation of its proposed research entitled "The Cagayan Valley Center for Human Rights Education" on September 16, 2026.

The presentation centered on the proposed research initiative and its focus on strengthening human rights education across the Cagayan Valley, reflecting the continuing collaboration between CHR R2 and its academic partners in advancing the culture of human rights in the region.

CHR R2 conducted lecture on Republic Act No. 9745, the Anti-Torture Act of 2009, and the Mental Health Law at the BJMP Roxas District Jail, Roxas, Isabela on September 14, 2026, as part of its continuing efforts to promote awareness of human rights standards and mental health protections among persons deprived of liberty (PDLs) and jail personnel.

The Commission on Human Rights – Region 2 participated in the Lingkod Bayani Run 2026, organized by the Civil Service Commission under the theme "Stride as One, Serve the Nation," held at the PNP Police Regional Office 02 Grandstand, Camp Marcelo A. Adduru, National Highway, Tuguegarao City, Cagayan on September 13, 2026, with proceeds going directly to support the Pamanang Lingkod Bayani Program, which honors and assists the families of public servants who gave their lives in the line of duty. Through its participation, CHR Region 2 stood in solidarity with fellow public servants and reaffirmed its commitment to honoring and supporting those who sacrificed their lives in service to the nation.
