The Regional Micro, Small, and Medium Enterprise Development Council (RMSMEDC) officially launched the Cagayan Valley Integrated Regional Center for Local Enterprises (CIRCLE) Hub today, 8 October 2026 at Carig Sur, Tuguegarao City, Cagayan. The launch, marked by the blessing of the Hub and unveiling of its official logo, opens a shared space where government, academe, the business sector, and other partners can make their programs, resources, and expertise easily available to MSMEs.
The idea for this hub started during the MSME Development Plan Cascading in October 2025 in Santiago City, Isabela, where RMSMEDC members discussed ways to make MSME support more coordinated and accessible. Recognizing that entrepreneurs often navigate various agencies and programs to find assistance, the Council envisioned a common platform for collaboration, making it easier for MSMEs to access the support that suits their needs.
During the launch, DTI R2 Regional Director and RMSMEDC Chairperson Ma. Sofia G. Narag, CESO V, emphasized that the Hub is more than a physical facility. It is designed to assist MSMEs in identifying the right programs, partners, and resources based on their specific business needs. Additionally, it provides Council members with a venue to enhance referrals, linkages, and collaboration.
One key highlight at the launch was the signing of an agreement between DTI Region 2 and Cagayan State University (CSU). This agreement aims to support small and medium-sized food businesses in the region by combining government support with the universityโs knowledge and resources. It shows how collaboration can effectively assist food businesses with technology and product development needs. The operational framework of the CIRCLE Hub was also presented, detailing how participating partners can contribute their programs and services and collaborate through the Hub.
In his closing message, Acting Assistant Regional Director, Atty. Michael B. Paggabao emphasized that the launch is just the beginning of CIRCLEโs work. He noted that its success depends not only on the Hub but also on partner institutions' willingness to share resources, coordinate, make referrals, and respond to MSMEs' actual needs. With the CIRCLE Hub now officially open, the RMSMEDC looks forward to strengthening the participation of its member-agencies and partners and building more collaborations that can provide entrepreneurs with the right connections to assistance, technology, training, market opportunities, and other support they need to grow and advance their businesses.
