The Province of Cagayan (PGC) has achieved another significant milestone in advancing the protection and empowerment of women and children, garnering a Highly Functional rating in the LCAT VAWC Functionality Assessment and 100% compliance in the localization of Republic Act No. 11313, or the Safe Spaces Act.

The achievement reflects the Provincial Government’s sustained commitment to strengthening mechanisms against violence, trafficking, gender-based sexual harassment, and other forms of abuse, ensuring that protection services are accessible, coordinated, gender-responsive, and survivor-centered.

Through the Provincial Social Welfare and Development Office (PSWDO) and the LCAT VAWC, in convergence with partner agencies and LGUs, Cagayan continues to strengthen prevention, case management, referral, intervention, and protection mechanisms for women and children.

The milestone underscores the leadership and commitment of Governor Edgar B. Aglipay toward building a safe, inclusive, and gender-responsive Province of Cagayan where women and children are protected and their rights and dignity are upheld.

PSWDO CONDUCTS ORIENTATION FOR 150 YOUTH AS PART OF CONTINUING SPECIAL DRUG EDUCATION CAMPAIGN AND LINGGO NG KABATAAN

TUGUEGARAO CITY, Cagayan — The Provincial Social Welfare and Development Office (PSWDO) empowered around 150 young Cagayanos through an orientation on mental health, drug education, reproductive health, and first aid held on August 22, 2026, at Robinsons Place Tuguegarao, as part of the province’s continuing Special Drug Education Campaign and celebration of Linggo ng Kabataan.

The activity provided participants with practical knowledge and awareness on issues affecting their well-being, safety, and development. Discussions focused on the Special Drug Education Center (SDEC), Unlad Kabataan Program (UKP), mental and reproductive health, and basic first aid.

According to Nathaniel E. Cariaga, SDEC Focal Person of the PSWDO, the orientation sought to broaden the knowledge and awareness of young Cagayanos while strengthening their capacity to make responsible and informed decisions.

In a message delivered by Chief of Staff Felipe H. Buena, Jr. on behalf of Governor Edgar “Tatay Egay” B. Aglipay, the Provincial Government underscored the vital role of young people in the present and future development of Cagayan.

“Youths are not only the future of Cagayan but part of Cagayan today. Youth development is not simply giving young people activities to participate in, it is about creating a good government for their future,” Buena said.

The orientation also emphasized the prevention of illegal drug use and other harmful vices while promoting emotional and psychological well-being. Participants likewise learned about reproductive health and basic first aid to help them respond appropriately during accidents, disasters, and emergencies.

Serving as resource speakers were Precious Ann Dulay of the Department of Social Welfare and Development (DSWD) and Hannah Jane Battung, Sarinah Trinidad, and Maria Cristina Simangan of the Provincial Health Office (PHO).

The activity was spearheaded by the PSWDO, under the leadership of Acting PSWDO Bonifacio U. Cuarteros, in collaboration with Ex-Officio Board Member Jirowell Alameda and the Local Youth Development Office (LYDO)-Cagayan, headed by LYDO Meynard Abram Ventura.

As part of the province’s continuing youth-centered initiatives, the PSWDO also looks forward to the much-anticipated Cagayano Youth Festival of Talents (CYFOT) 2nd Edition Grand Showdown on August 30, 2026, at Robinsons Place Tuguegarao.

Featuring the talents of Cagayan’s young performers, CYFOT aims to provide a positive platform for creativity, self-expression, and youth participation while promoting the importance of an active, drug-free, and responsible lifestyle. The festival serves as another avenue for young Cagayanos to use their talents and voices in advancing positive advocacy and inspiring their fellow youth.

Through initiatives such as the youth orientation and CYFOT, the Provincial Government of Cagayan continues to strengthen its commitment to developing informed, healthy, resilient, talented, and responsible young Cagayanos—youth who are not only prepared for the future but are active partners in building a safer, healthier, and more progressive Cagayan today.
