Yesterday, the DOST Department Legislative Liaison Office (DOST-DLLO) shared its expertise in policy analysis during DOST-PCAARRD’s training workshop on Policy Analysis and Advocacy at Sequoia Hotel, Quezon City.

For the third time, DOST-DLLO provided lectures and insights to strengthen the policymaking and advocacy capacities of DOST-PCAARRD staff and regional R&D consortia.

The workshop aims to equip participants with the knowledge and skills to navigate legislative processes, advocate for policies addressing regional challenges, and contribute to an enabling policy environment for the sustainable development of the agriculture, aquatic, and natural resources (AANR) sectors.

Through this activity, DOST-DLLO continues to bridge research and legislative action and advancing evidence-informed policymaking for national development.

𝐓𝐡𝐢𝐫𝐭𝐞𝐞𝐧 𝐲𝐞𝐚𝐫𝐬 𝐚𝐠𝐨 𝐭𝐨𝐝𝐚𝐲, Republic Act No. 10612, otherwise known as the Fast-Tracked Science and Technology Scholarship Act of 2013, was signed into law on August 23, 2013. Enacted with a clear and deliberate purpose, it sought to address the growing shortage of qualified science and mathematics teachers in secondary schools across the Philippines by creating a streamlined scholarship pathway for college graduates in science, mathematics, and engineering.

The law recognized a simple but critical reality: by fast-tracking STEM graduates into teaching positions, RA 10612 aimed to bring competent, degree-holding educators to the schools and communities that needed them most.

More than a decade later, the law remains in force and continues to serve its purpose. The Department of Science and Technology – Science Education Institute (DOST-SEI) actively implements the program to this day, sustaining its mandate to develop and deploy qualified STEM educators in secondary schools throughout the country.

As we mark the 13th anniversary of its enactment, we recognize RA 10612 not only as a piece of legislation but as a continuing commitment to Filipino students and to a future strengthened by science and technology education.
