Atty. Nicole D. Monge of the City Legal Office shared her expertise as the resource speaker on the legal authority and responsibilities of enforcement personnel, applicable national laws and local ordinances, and proper preparation and issuance of citation tickets relative to due process.

The seminar aims to strengthen and equip the enforcement personnel with knowledge on lawful enforcement in accordance with the applicable laws and ordinances governing their functions and prescribed procedures in the observance of due process.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | The 𝗖𝗶𝘁𝘆 𝗟𝗲𝗴𝗮𝗹 𝗢𝗳𝗳𝗶𝗰𝗲 participated in the 𝗚𝗥𝗔𝗡𝗗 𝗕𝗔𝗥𝗔𝗡𝗚𝗔𝗬𝗔𝗡 last 𝗔𝘂𝗴𝘂𝘀𝘁 𝟭, 𝟮𝟬𝟮𝟲, providing legal services to constituents of Barangays 59, 61, 62, 62-A, 62-B, 63, and 64.

The City Legal Office was on-site at Tacloban City Convention Center during the Grand Barangayan on August 1, 2026 to assist clients with various legal concerns.

The Grand Barangayan aims to provide free and accessible government services to Tacloban City constituents by bringing the services to their respective barangays, from 8:00 AM to 12:00 NN, every scheduled Saturday.

Atty. Rosalie Almaden, Atty. Divine Grace Agnila-Brown, and Clyde Roger Patan-ao of the City Legal Office were present as resource speakers for the Orientation on the 2025 Rules on Administrative Cases in the Civil Service (RACCS), spearheaded by the Human Resource Management and Development Office (HRMDO).

The orientation aims to guide and inform employees of the City Government of Tacloban on the current civil service standards, disciplinary rules, and legal procedures on administrative cases to promote accountability and public trust in the best interest of public service.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | 𝗧𝗵𝗲 𝗖𝗶𝘁𝘆 𝗟𝗲𝗴𝗮𝗹 𝗢𝗳𝗳𝗶𝗰𝗲, 𝘁𝗼𝗴𝗲𝘁𝗵𝗲𝗿 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗖𝗶𝘁𝘆 𝗧𝗿𝗲𝗮𝘀𝘂𝗿𝗲𝗿’𝘀 𝗢𝗳𝗳𝗶𝗰𝗲, 𝗰𝗼𝗻𝗱𝘂𝗰𝘁𝗲𝗱 𝗮 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗻 𝗥𝗲𝗮𝗹 𝗣𝗿𝗼𝗽𝗲𝗿𝘁𝘆 𝗧𝗮𝘅𝗮𝘁𝗶𝗼𝗻 𝗹𝗮𝘀𝘁 𝗝𝘂𝗹𝘆 𝟯𝟭, 𝟮𝟬𝟮𝟲, 𝗮𝘁 𝗥𝗮𝗱𝗶𝗮𝗻𝘁 𝗛𝗼𝘁𝗲𝗹 𝗮𝗻𝗱 𝗘𝘃𝗲𝗻𝘁𝘀, 𝗧𝗮𝗰𝗹𝗼𝗯𝗮𝗻 𝗖𝗶𝘁𝘆.

Resource speakers Atty. Mary Rose Tisado-Irlandez and Atty. Djay Louis Obediencia of the City Legal Office shared their expertise on the legal matters of real property tax collection, public auction process, as well as legal remedies on tax delinquencies.

Also present was Atty. Jana Dumaliang of the Office of the Registrar of Deeds Tacloban City who provided insights on the processes and relevant jurisprudence clarifying appropriate service of levy notices to registered owners and redemption period on a public auction.

A workshop on the creation and presentation of auction process flow was likewise conducted as an application of the lecture discussions.

The training aims to provide clarity on the responsibilities of pertinent offices of the City Government of Tacloban, in coordination with the Registrar of Deeds, on the proper collection of real property tax and the conduct of public auctions to balance efficiency and due process.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | The 𝗖𝗶𝘁𝘆 𝗟𝗲𝗴𝗮𝗹 𝗢𝗳𝗳𝗶𝗰𝗲 participated in the 𝗚𝗥𝗔𝗡𝗗 𝗕𝗔𝗥𝗔𝗡𝗚𝗔𝗬𝗔𝗡 last 𝗝𝘂𝗹𝘆 𝟮𝟱, 𝟮𝟬𝟮𝟲, providing legal services to Barangay 109 and 109-A.

The City Legal Office was on-site in Barangay 109-A Covered Basketball Court during the Grand Barangayan on July 25, 2026, assisting 15 clients with various legal concerns.

The Grand Barangayan aims to make government services more accessible to constituents of Tacloban City by bringing free services near you. This initiative starts from 8:00 AM and lasts until 12:00 NN, every scheduled Saturday.

The City Legal Office was on-site in Barangay 86 Covered Basketball Court during the Grand Barangayan held on July 18, 2026, assisting ten (10) clients with various legal concerns.

The Grand Barangayan aims to provide free and accessible government services to Tacloban City constituents by bringing the services to their respective barangays, from 8:00 AM to 12:00 NN, every scheduled Saturday.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | The City Legal Office (CLO) recently conducted a comprehensive training and lecture on the salient features of the 2025 Rules on Administrative Cases in the Civil Service on March 16, 2026, including newly introduced provisions absent from the previous rules.

The activity aims to promote the efficient disposition of administrative cases and to ensure that CLO personnel remain abreast of prevailing laws, rules, and regulations.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢 | City Legal Office personnel continued to render notarial and legal services on March 14, 2026, at the Tacloban City Business One-Stop Shop (BOSS), despite the adoption of a Flexible Work Arrangement pursuant to Office of the President Memorandum Circular No. 114, s. 2026.

Among others, the City Legal Office was joined by other offices at the BOSS, namely:
• Business Permits and Licensing Division;
• City Treasurer’s Office;
• Office of the Senior Citizens Affairs;
• City Social Welfare and Development Office;
• City Engineer’s Office;
• City Disaster Risk Reduction and Management Office;
• City Assessor’s Office; and
• City Civil Registrar’s Office.

The BOSS continues to operate from 8:00 AM to 5:00 PM, Monday to Friday, ensuring uninterrupted access to essential government services. (Source: City Information Office)
