Burgos Central School Implements DepEd’s "Hinay" Protocol under the 4H Learning Continuity Framework
BURGOS, PANGASINAN — August 28, 2026 — Burgos Central School today officially activated the "Hinay" (Ease In) phase of the Department of Education’s 4H Framework (Hayo, Hinay, Hinga, Hinto). The transition follows recent weather disturbances and local hazards affecting the region, prompting school administrators to adjust instruction and safeguard the health and well-being of learners and teaching staff.
Under the 4H Framework—designed to ensure learning continuity during environmental, health, or weather-related emergencies—the Hinay protocol serves as a flexible, adaptive phase. Instead of a complete suspension of academic activity, it modifies class delivery to ease stress on families while preventing learning loss.
Key Implementation Highlights at Burgos Central School:
Adjusted Academic Delivery: Face-to-face instruction has been paired with reduced class hours and blended learning options, including self-paced printed learning modules and asynchronous tasks for affected students.
Reduced Academic Workload: In line with DepEd directives, teachers have trimmed non-essential assignments and deadlines to help pupils manage current home or community challenges without academic pressure.
Student and Staff Health Checks: Daily morning check-ins and learner monitoring are being conducted to identify students needing additional psychosocial support or medical attention before academic tasks begin.
Campus Safety Inspections: School disaster risk reduction officers are carrying out routine inspections of classrooms, roofs, and drainage systems to ensure the school grounds remain safe for limited in-person activities.
Looking Ahead
School head administrators confirmed that Burgos Central School will continuously assess local conditions alongside local government units (LGUs) and disaster management offices. Depending on developments, the school will determine whether to resume full regular operations (Hayo) or temporarily ease into well-being focused support (Hinga).
Parents and guardians are advised to stay updated through official school communications, class group chats, and local bulletin boards for daily updates on schedules and learning arrangements.

Learning Continuity of Burgos Central School Amidst Class Suspension Under the HINAY Program
In response to class suspensions brought about by adverse weather conditions and to ensure the safety and well-being of learners, Burgos Central School (BCS) continues to uphold its commitment to quality and accessible education through the implementation of the HINAY (Hinay-Hinay, Learning Continues) Program, an alternative learning approach aligned with the Department of Education’s efforts to sustain learning continuity during temporary disruptions to face-to-face classes.
During the suspension of classes, the school immediately communicated the situation and learning arrangements to parents, learners, and teachers through available communication platforms. The school emphasized that while the suspension was necessary to protect learners and personnel from possible risks brought by heavy rainfall and other hazards, learning should not stop.
Through HINAY, teachers prepared and provided appropriate learning activities, self-learning materials, worksheets, enrichment tasks, and other age-appropriate resources that learners could accomplish safely at home. These activities were designed to reinforce previously learned competencies, provide opportunities for practice, and allow learners to continue progressing despite the temporary absence of face-to-face instruction.
Teachers also maintained communication with parents and learners to provide guidance, clarify instructions, monitor participation, and offer assistance whenever necessary. Parents and guardians played an important role as learning partners by encouraging their children to accomplish the assigned activities and by providing a supportive learning environment at home.
The school administration, teaching personnel, parents, and learners worked together to make the HINAY implementation meaningful and responsive. Teachers monitored learners’ engagement and outputs while considering the different circumstances and available resources of every family. The focus was not merely on completing activities but on ensuring that learners remained connected to their education in a safe, manageable, and supportive manner.
The implementation of HINAY demonstrates that class suspension does not mean learning suspension. It reflects Burgos Central School’s resilience, adaptability, and commitment to the welfare and academic development of its learners. Through collaborative efforts and flexible learning strategies, the school continues to provide opportunities for learning even during challenging circumstances.
Ultimately, the HINAY Program strengthens the partnership among the school, home, and community. It reminds everyone that education can continue in different forms while prioritizing safety and well-being. At Burgos Central School, safety comes first, but learning continues—one learner, one family, and one learning activity at a time.
