READ | DILG backs YAKAP expansion in schools, bringing healthcare closer to children

The Department of the Interior and Local Government (DILG) is backing the expansion of the Yaman ng Kalusugan Program (YAKAP) to schools and other child-serving settings to bring primary healthcare and related services closer to children.

The expansion is covered by a new Joint Memorandum Circular (JMC) signed by the DILG, Department of Education (DepEd), Department of Health (DOH), and Philippine Health Insurance Corporation (PhilHealth), institutionalizing the YAKAP School Health and Protection Program (YAKAP-SHP).

The JMC establishes a whole-of-government framework for providing primary healthcare, screening, developmental care, referrals, and disability-inclusive services through schools and other child-serving settings.

The policy covers public and private schools, Community Learning Centers (CLCs), Child Development Centers (CDCs), other Early Childhood Care and Development (ECCD) centers and facilities, and Inclusive Learning Resource Centers (ILRCs).

Beneficiaries include learners, teaching and non-teaching personnel and their qualified dependents, out-of-school children and youth in special cases, children in CDCs and ECCD facilities, and learners with developmental delays and disabilities.

The ceremonial signing was led by DepEd Secretary Sonny Angara, DILG Secretary Jonvic Remulla, DOH Secretary Edwin Mercado, and PhilHealth Acting President and CEO Beverly Ho.

“These are positive steps. These are good, small steps which lead to great victories for our children,” Remulla said during the ceremonial signing Tuesday in Makati City.

Under the JMC, the DILG will encourage the participation and engagement of local government units (LGUs) in implementing YAKAP-SHP, provide guidance on their roles, and support the monitoring and assessment of LGU implementation.

The DILG will also promote the integration of the program with local health, child protection, social protection, and other development mechanisms.

At the community level, LGUs are encouraged to support YAKAP-SHP through existing local health, child welfare, education, rehabilitation, and other relevant systems. They are also urged to ensure access to appropriate local health and support services for beneficiaries referred through the program and coordinate with YAKAP clinics, schools, child-serving settings, DOH facilities, and other healthcare providers.

LGUs may also designate or mobilize appropriate local personnel and resources and facilitate the participation of CDCs.

PhilHealth’s YAKAP serves as the country’s primary care platform and a point of access to the health system.

READ | Remulla defers Reina Mercedes vice mayor row to Isabela governor

Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla said Isabela Governor Rodolfo Albano III is handling the matter involving Reina Mercedes Vice Mayor Jeryll Harold Respicio following a heated exchange with barangay officials during a Sangguniang Bayan session.

The confrontation occurred during discussions on to***co excise tax-funded projects and prompted police personnel to intervene. The incident was captured on livestream that later circulated online.

“Governor Albano is handling it. Pero I advised him to give him a drug test kasi mukhang adik ‘yung asal niya. Meron bang normal na vice mayor na gano’n? Parang wala sa sarili. Parang hindi halal,” Remulla said during a media interview.

“Dapat mag focus siya sa health niya, itigil niya ‘yang drugs,” he added.

Remulla said the DILG is also looking into the circumstances involving police personnel who intervened during the confrontation.

“Pinagsisigawan niya ‘yung mga pulis. Pero we are still investigating it, I’m leaving it to Governor Albano to handle it,” he said.

The DILG said the matter remains under investigation, as the Department defers to the provincial government in addressing the incident while looking into the circumstances involving responding police personnel.

The DILG Negros Occidental joined DILG offices across the Negros Island Region in the Regional Monday Convocation hosted by DILG Bacolod City on Oct. 5, 2026, in celebration of the 35th Local Government Month.

Held virtually via Zoom, the activity brought together DILG NIR officials and personnel to reflect on milestones in local governance, strengthen professional capacity, and renew their commitment to responsive public service.

Anchored on the theme, “𝘛𝘳𝘢𝘯𝘴𝘧𝘰𝘳𝘮𝘪𝘯𝘨 𝘎𝘰𝘷𝘦𝘳𝘯𝘢𝘯𝘤𝘦, 𝘌𝘮𝘱𝘰𝘸𝘦𝘳𝘪𝘯𝘨 𝘍𝘶𝘵𝘶𝘳𝘦𝘴: 𝘏𝘢𝘳𝘮𝘰𝘯𝘪𝘻𝘪𝘯𝘨 𝘌𝘧𝘧𝘰𝘳𝘵𝘴 𝘧𝘰𝘳 𝘵𝘩𝘦 𝘕𝘦𝘹𝘵 𝘎𝘦𝘯𝘦𝘳𝘢𝘵𝘪𝘰𝘯 𝘰𝘧 𝘓𝘰𝘤𝘢𝘭 𝘎𝘰𝘷𝘦𝘳𝘯𝘢𝘯𝘤𝘦,” the convocation featured discussions on technology and innovation, transparency and accountability, citizen and civil society organization participation, service delivery gaps, and partnerships between national government agencies and local government units.

Former DILG Undersecretary Austere A. He noted the law’s role in devolving powers, functions, and resources to LGUs while emphasizing continuing challenges involving leadership, data management, information technology, good governance, and local development. He likewise highlighted the need to revisit and strengthen the Local Government Code in response to emerging governance and service delivery challenges.

Bacolod City Representative Alfredo Abelardo “Albee” Bantug Benitez also delivered a message recognizing the importance of partnerships between national and local leaders in advancing good governance and local development. He likewise emphasized the need to revisit and strengthen the Local Government Code in response to emerging governance challenges.

DILG NIR Regional Director Lailyn A. Ortiz, CESO IV, emphasized that laws achieve meaningful results when effectively implemented, reinforcing the role of DILG personnel in translating governance policies into responsive services for communities.

The program also featured a sharing session with Calatrava Mayor Marilyn A. Era, who presented local governance practices demonstrating how the principles of the Local Government Code can be translated into community-level results.

Other activities included a Local Government Code Pop Quiz for DILG personnel and a discussion by Regional Legal Officer Atty. Neil Andrew Yanson on the Public Assistance and Complaints Handling Guidelines.

The convocation reinforced the collective commitment of DILG offices and local government partners to promote innovative, accountable, and responsive governance, while strengthening efforts to deliver quality public services and build more empowered and resilient communities.
