This continuing initiative reflects the sustained alignment with the "5K Agenda" of Governor Patrick Alain T. Azanza—specifically focusing on Kababaihan (women empowerment) and Kabuhayan (livelihood)—while actively strengthening the operations of the PESO OFW Help Desk to deliver fast, accessible frontline assistance.

Key services rendered to walk-in clients during the month included:
• Livelihood & Employment (Kabuhayan): Direct job referrals for employment opportunities through the Handog ng Pangulo Job Fair.
• Support for Women & Families (Kababaihan): Medical assistance via referral to the Aksyon Fund, alongside scholarship guidance and referrals to the OWWA Catanduanes Field Office for OFW dependents.

The assisted clients represented both land-based workers deployed to destinations such as Middle East and US.

PESO Catanduanes reaffirms its commitment to institutionalizing responsive help desks and expanding support systems for Catandunganon OFWs and their families.

To strengthen employment facilitation strategies and align labor program implementation, officers of the Public Employment Service Office Managers Association in Bicol (PESOMAB) met with officials from the Department of Labor and Employment (DOLE) Regional Office No. 5 on October 1, 2026.

The meeting was graced by DOLE Assistant Regional Director Atty. Joan N. Noya-Nidua.PESOMAB President Atty. Arven Legazpi and facilitated by DOLE Regional Employment Focal Person Janette Alpajaro.

Provincial PESO Manager Gerry Rubio of Catanduanes, who serves as a member of the PESOMAB Board of Directors, joined regional officers and representatives to review regional progress and map out strategic priorities for the upcoming quarters.

One of the major foci of the meeting was driving the regional movement toward complete PESO institutionalization across all local government units (LGUs).

PESO institutionalization is the formal establishment of Public Employment Service Offices in all local government units to ensure sustainable, standardized, and accessible employment services nationwide.

Grounded in Republic Act No. 10691, which amended the Public Employment Service Office Act of 1999, the law mandates the creation of PESOs in all provinces, cities, and municipalities, operated and maintained by LGUs and linked to DOLE for coordination and technical supervision.

The primary goal of this institutionalization is to provide multi-dimensional employment facilitation services, including job placement, employment counseling, employability enhancement seminars, and reintegration assistance for returning Filipino migrant workers.

Data presented during the gathering highlighted the current standing of Bicol's six provinces as of September 22, 2026, showing that 56 out of 120 PESOs (46.67%) have been institutionalized alongside 39 Job Placement Offices (JPOs) regionwide. Catanduanes secured the second-highest percentage of institutionalized PESOs in the entire Bicol region. With 8 out of its 12 PESOs fully institutionalized, Catanduanes achieved a 66.67% institutionalization rate, trailing only Camarines Norte, which leads the region with 12 out of 13 PESOs institutionalized at 92.31%.

The rest of the region shows Sorsogon at 56.25% with 9 out of 16 PESOs institutionalized, Camarines Sur at 36.84% with 14 out of 38, Masbate at 31.82% with 7 out of 22, and Albay at 31.58% with 6 out of 19.

To achieve the ultimate goal of 100% PESO institutionalization, the Office of the Regional Director will directly meet with Local Chief Executives (LCEs) across Bicol to advocate for local legislative backing, budget allocations, and permanent plantilla positions.

Alongside institutionalization efforts, the assembly tackled key logistical preparations for the upcoming National PESO Congress and evaluated ongoing DOLE flagship program implementations.
