📍 May 11–21, 2026 | Zamboanga City 1st District

The Department of Science and Technology – City Science and Technology Center Zamboanga and Isabela Cities (CSTC-ZCIC) successfully conducted a series of Project Beneficiary Scouting and SETUP/GIA Forums across the fifteen (15) barangays of Zamboanga City's 1st District.

The activity introduced DOST programs and services to local stakeholders, particularly the Small Enterprise Technology Upgrading Program (SETUP), which assists MSMEs through technology upgrading; Grants-in-Aid (GIA), which supports research, innovation, and community-based projects; Community Empowerment through Science and Technology (CEST), which provides science and technology interventions to underserved communities; Innovations for Filipinos Working Distantly from the Philippines (IFWD), which promotes technology-based opportunities for overseas Filipinos and their families; and the DOST Scholarship Programs, which support deserving students in pursuing science and technology education.

A total of 380 participants attended the forums, providing an opportunity for entrepreneurs, community organizations, local government units, and other stakeholders to learn about available science and technology-based assistance and opportunities.

The activity also served as a beneficiary scouting initiative, allowing CSTC-ZCIC to identify potential partners and projects that may benefit from DOST programs and interventions. Through these efforts, DOST continues to bring science, technology, and innovation closer to communities and support inclusive and sustainable development.

The Department of Science and Technology – Zamboanga del Sur (DOST-ZDS) and the Local Government Unit (LGU) of Kumalarang have strengthened partnership through the signing of a Memorandum of Agreement (MOA) for the implementation of the project “𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲 𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐦𝐞𝐧𝐭 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐒𝐜𝐢𝐞𝐧𝐜𝐞 𝐚𝐧𝐝 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 (𝐂𝐄𝐒𝐓) 𝐢𝐧 𝐭𝐡𝐞 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥𝐢𝐭𝐲 𝐨𝐟 𝐊𝐮𝐦𝐚𝐥𝐚𝐫𝐚𝐧𝐠”.

The project, amounting to ₱𝟯,𝟯𝟱𝟲,𝟴𝟱𝟱.𝟬𝟬 and funded under the Department of Science and Technology’s (DOST) Community Empowerment through Science and Technology (CEST) Program, will focus on three key intervention areas:

• The establishment of a Natural Dyeing Hub, which will support local weavers, promote sustainable weaving practices, and reinforce Kumalarang’s role as a living center of cultural preservation;
•Disaster Mitigation and Preparedness initiatives to strengthen the municipality’s capacity to manage and mitigate natural hazards;
• Education and Digital Access interventions designed to enhance learning opportunities and improve access to digital technologies for students, educators, and communities.

The signing ceremony was graced by LGU Kumalarang Municipal Mayor Hon. Ruel G. Molina, JD, alongside Vice Mayor Pinky P. Molina, DOST-ZDS Senior Science Research Specialist Ms. Kristine Mae R. Sarita, and witnessed by key LGU officials and DOST-ZDS personnel. The event underscored the strong partnership between DOST and LGU Kumalarang in advancing community empowerment and improving the quality of life of residents through science, technology, and innovation.

The CEST program is a flagship initiative of DOST, aimed at promoting sustainable development across communities nationwide through targeted Science, Technology, and Innovation (STI) interventions in the areas of Livelihood, Health and Nutrition, Environmental Protection and Conservation, Education, and Disaster Risk Reduction Management.

𝐄𝐧𝐡𝐨𝐫𝐚𝐛𝐮𝐞𝐧𝐚 to the 𝟏𝟐𝟏 𝐑𝐞𝐠𝐢𝐨𝐧 𝟗 𝐐𝐮𝐚𝐥𝐢𝐟𝐢𝐞𝐫𝐬 of the 2026 DOST-SEI S&T Undergraduate Scholarship! 🎉

Out of 2,101 graduating Grade 12 students from Region 9 who took the 𝟐𝟎𝟐𝟔 𝐃𝐎𝐒𝐓-𝐒𝐄𝐈 𝐒&𝐓 𝐔𝐧𝐝𝐞𝐫𝐠𝐫𝐚𝐝𝐮𝐚𝐭𝐞 𝐄𝐱𝐚𝐦 last February 21–22, 121 rose to the top — placing the region's passing rate at 5.76% for one of the country's most prestigious government scholarships.

Nationwide, 8,500 scholars were selected from 97,617 examinees, yielding a national passing rate of 8.7%.

The DOST-SEI S&T Undergraduate Scholarship Program provides financial assistance to qualified students pursuing priority STEM courses, opening doors to a future driven by science, technology, engineering, and mathematics.

Stakeholders from government, academe, industry, and research institutions come together for the 𝐙𝐚𝐦𝐛𝐨𝐚𝐧𝐠𝐚 𝐏𝐞𝐧𝐢𝐧𝐬𝐮𝐥𝐚 𝐀𝐫𝐭𝐢𝐟𝐢𝐜𝐢𝐚𝐥 𝐈𝐧𝐭𝐞𝐥𝐥𝐢𝐠𝐞𝐧𝐜𝐞 (𝐀𝐈) 𝐑𝐨𝐚𝐝𝐦𝐚𝐩𝐩𝐢𝐧𝐠 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 to shape a collaborative and inclusive AI-driven future for the Zamboanga Peninsula, led by the DOST Regional Office No. IX, and in partnership with the DOST Caraga.

The Department of Science and Technology – Zamboanga del Sur (DOST-ZDS) represented by Mr. Jan Melvin D. Vallejo - Science Research Specialist I, conducted an orientation and presentation on the agency’s programs and services to various associations and cooperatives in the Municipality of Labangan during their Pre-Orientation Seminar.

Present during the activity were Hon. John Raymon C. Yu - Local Chief Executive of Labangan, Zamboanga del Sur together with officials and representatives from the Local Government Unit of Labangan.

The activity aimed to strengthen collaboration with local stakeholders and enhance awareness on the available Science, Technology, and Innovation (STI) interventions that can support community development, enterprise productivity, and sustainable livelihood initiatives in the municipality.

During his opening and closing messages, USAM emphasized the importance of continuously working for the betterment of others through collaboration, exchange of ideas, and sharing of best practices. He encouraged everyone not to work in silos, but instead to build on each office’s strengths and work as one DOST family to ensure more cohesive and impactful implementation of programs, projects, and activities (PPAs). He also highlighted the importance of promoting synergy across generations in the workforce—Gen Z, millennials, and baby boomers—leveraging diverse perspectives and experiences to strengthen teamwork, innovation, and service delivery. He further reminded everyone that leadership and authority should be used to positively influence and inspire others.

These likewise featured special regional initiatives, cross-cutting interventions, organizational accomplishments, and the region’s continuing commitment to delivering science, technology, and innovation-driven services across the Zamboanga Peninsula.

As we reflect on our accomplishments and areas for growth, we remain steadfast in our mission of delivering inclusive development, innovation, and excellent public service to every Filipino.

The Department of Science and Technology – Zamboanga del Sur (DOST-ZDS) in collaboration with the Bureau of Jail Management and Penology - IX, Pagadian City Jail Male Dormitory (BJMP-IX, PCJMD), and the Josefina H. Cerilles State College (JHCSC), conducted the Launching and Product Tasting of the five (5) bread variants developed under the Grants-In-Aid (GIA) project titled, “B.R.E.A.D: Bringing Reform through Entrepreneurship and Acquired-skills Development – A Bread and Pastry Project for Pagadian City Jail Inmates and Dependents Association in Lenienza, Pagadian City.”

The activity marked the official introduction of the community bakery enterprise, 𝟑𝐁'𝐒 “𝐁𝐑𝐄𝐀𝐃 𝐁𝐄𝐘𝐎𝐍𝐃 𝐁𝐀𝐑𝐒”, a technology-driven livelihood initiative aimed at empowering Persons Deprived of Liberty (PDLs) and their dependents through skills development, entrepreneurship, and sustainable income generating opportunities in bread and pastry production.

Present during the activity were JC INSP. Norberto D. Bana V - Jail Warden of the Pagadian City Jail Male Dormitory; JINSP. Jay Faith M. Patac - Chief of the Regional Information and Communications Technology Management Section; Dr. Joel M. Sabellano Jr. - Extension Director of JHCSC; Dir. Sharon Rose P. Garcia - Director II of the Food and Drug Administration - IX; Ms. Sheryl F. Jovenal - Science Research Specialist II of DOST-ZDS, together with representatives from partner National Government Agencies and private sector stakeholders.

This Science, Technology, and Innovation (STI)-based intervention reflects the commitment of the partner institutions in promoting inclusive development, rehabilitation, and community reintegration.
