Regional Juvenile Justice and Welfare Committee - IX

The Regional Juvenile Justice and Welfare Committee -IX (RJJWC-IX) together with partner agencies conducted a monitoring visit to detention facilities in the Province of Sulu on May 19-20, 2026, to assess the condition, welfare, and treatment of Persons Deprived of Liberty (PDLs), particularly children in conflict with the law (CICL).

The activity aimed to ensure compliance with existing laws, standards, and child-sensitive procedures in detention and rehabilitation facilities. It also served as an avenue to coordinate with local stakeholders, identify concerns and gaps, and strengthen interventions that promote the rights, protection, and rehabilitation of CICL.

Through collaborative efforts and continuous monitoring, the activity reaffirmed the commitment of concerned agencies in promoting restorative justice, safeguarding human rights, and ensuring that detention facilities uphold humane and development-oriented approaches for all individuals under their care.

As we celebrate the 20th Anniversary of the Juvenile Justice and Welfare Act with the theme, “Katarungan, Kalinga, at Kwento ng Pag-asa,” the Regional Juvenile Justice and Welfare Committee IX shares the heartfelt Messages of Support from Social Welfare and Development Officers, as well as Center Heads across the region.

These messages reflect our collective commitment to protecting the rights and welfare of children, promoting restorative justice, and building a more compassionate and child-friendly society for every Filipino youth.

Over 150 children in conflict with the law (CICL) from the Molave Youth Home, Bahay Pag-Asa of the Quezon City local government, benefit from the Legal Assistance Program conducted today, May 18, 2026, by the Juvenile Justice and Welfare Council (JJWC), in partnership with the Quezon City Local Government and the Integrated Bar of the Philippines (IBP) - Quezon City Chapter.
The program aims to strengthen access to justice by providing CICL, their victims and communities with legal literacy, consultation, document preparation, and paralegal assistance, along with other legal support services. The legal assistance for CICL will happen on May 18, while services for their victims will follow in June.
