The Provincial Project Coordinator will support the implementation and coordination of the RAPID Growth Project, particularly in strengthening agro-enterprise partnerships and supporting farmers, enterprises, and other project stakeholders at the provincial level.

Education
Bachelor's degree in Agriculture, Economics, Agribusiness Management, Business Administration/Management, or related field or discipline.

Experience
At least two (2) years of experience in the implementation or coordination of a project or program by an economic agency.
Preferably with experience in foreign-assisted projects implemented by an economic agency.

📌 𝗞𝗘𝗬 𝗥𝗘𝗦𝗣𝗢𝗡𝗦𝗜𝗕𝗜𝗟𝗜𝗧𝗜𝗘𝗦
The Provincial Project Coordinator will:
✔️ Oversee project operations and coordinate with implementing partners such as Business Development Service (BDS) providers and Financial Service Providers (FSPs) at the provincial level.
✔️ Provide implementation support to Negosyo Centers (NCs) and assist in strengthening linkages among project stakeholders.
✔️ Undertake mapping and coordination of industry/value chains and key stakeholders.
✔️ Support the development of Detailed Investment Plans (DIPs) and link farmers with enterprises, BDS providers, and FSPs.
✔️ Liaise and coordinate with DTI offices, Provincial MSMED Councils, industry/value-chain associations, government agencies, and LGUs.
✔️ Prepare provincial annual work plans, budgets, and procurement plans.
✔️ Monitor implementation and report to the Regional Coordinating Unit (RCU).

The RAPID Growth Project – Regional Coordinating Unit (RCU) 9, in partnership with its Provincial Coordinating Units (PCUs), successfully conducted the Good Manufacturing Practices (GMP) Seminar-Workshop for Cacao Beneficiaries on September 2-3,2026 in Bamboo Garden Hotel, Dipolog City, Zamboanga del Norte.

The two-day activity aimed to equip cacao beneficiaries with essential knowledge and practical skills on the proper application of Good Manufacturing Practices (GMP) in cacao processing. The sessions focused on proper sanitation and hygienic handling, personnel hygiene, facility and equipment requirements, proper processing procedures, and quality and food safety practices.

The session was facilitated by our resource speaker, Ms. Camille Rose Albarracin, who shared her expertise and practical guidance on the proper implementation of GMP in cacao processing operations.

The activity was attended by representatives from the following RAPID beneficiaries:

Through lectures, discussions, and hands-on workshop activities, participants were given the opportunity to understand how GMP can be integrated into their day-to-day operations to ensure the production of safe, high-quality, and consistent cacao products.

The activity forms part of the continuing efforts of the RAPID Growth Project to strengthen the capacity and competitiveness of cacao farmer organizations and MSMEs in Region 9. By promoting proper manufacturing practices and food safety standards, the Project supports beneficiaries in improving their products, meeting market requirements, and accessing wider market opportunities.

The active participation of our cacao beneficiaries reflects their commitment to continuously improve their processing practices and contribute to the development of a more competitive and sustainable cacao value chain in the Zamboanga Peninsula. 🌱🍫

𝑺𝒆𝒕𝒉 𝑴𝒂𝒓𝒌 𝑪𝒂𝒔𝒕𝒊𝒍𝒍𝒐 𝑺𝒂𝒏𝒈𝒈𝒂, together with the municipal and barangay officials of Payao and farmer-beneficiaries from Barangays San Vicente and Mt. View.

The project, which underwent three No Objections from the International Fund for Agricultural Development (IFAD), will provide a 3-kilometer Farm-to-Market Road under the Small Access category, with a total project cost of Php 45 million, of which only 5% will be provided as counterpart by the Local Government Unit of Payao.

This marks the second FMR project granted to the Municipality of Payao under the DTI RAPID Growth Project, following the successful completion of the 1.7-kilometer FMR in Barangay Upper Sumilong in December 2024.

Payao is also one of only three areas across the 21 RAPID-assisted provinces to have received more than one Farm-to-Market Road under the RAPID Growth Project, further highlighting the strong partnership and commitment of the LGU in supporting improved connectivity and market access for its agricultural communities.
The upgrading of this FMR is expected to be completed within 291 calendar days, well within the implementation period and before the official end of the RAPID Growth Project in June 2027.

More than just a road, this project represents better connectivity, improved access to markets and services, and greater opportunities for farmers and communities in San Vicente and Mt. View. It is another step toward building stronger agricultural value chains and ensuring that the benefits of development reach the communities that need them most.

The ceremony featured the blessing of the facility, ribbon-cutting, and the formal turnover and acceptance of the Key of Responsibility, symbolizing not only the completion of a productive investment but also the continuing journey of ALNEMPCO toward greater growth, sustainability, and shared prosperity.

The activity was graced by the inspirational messages of 𝐷𝑇𝐼-𝐼𝑋 𝑅𝑒𝑔𝑖𝑜𝑛𝑎𝑙 𝐷𝑖𝑟𝑒𝑐𝑡𝑜𝑟 𝐸𝑛𝑔𝑟. 𝐴𝑙-𝑍𝑎𝑚𝑖𝑟 𝐼. 𝐿𝑖𝑝𝑎𝑒 and 𝐷𝑇𝐼-𝑍𝑎𝑚𝑏𝑜𝑎𝑛𝑔𝑎 𝑆𝑖𝑏𝑢𝑔𝑎𝑦 𝑃𝑟𝑜𝑣𝑖𝑛𝑐𝑖𝑎𝑙 𝐷𝑖𝑟𝑒𝑐𝑡𝑜𝑟 𝑀𝑎. 𝑅𝑜𝑣𝑖𝑒 𝐿. 𝑀𝑎𝑛𝑧𝑎𝑛𝑎𝑟𝑒𝑠, who highlighted the importance of strengthening local enterprises and building inclusive value chains that create opportunities for farmers and their organizations.

From being one of the 𝑭𝒂𝒓𝒎𝒆𝒓 𝑶𝒓𝒈𝒂𝒏𝒊𝒛𝒂𝒕𝒊𝒐𝒏 beneficiaries assisted by the RAPID Growth Project, ALNEMPCO has steadily grown into an 𝑨𝒏𝒄𝒉𝒐𝒓 𝑭𝒊𝒓𝒎 in the coconut value chain, now establishing linkages and opening opportunities for newly engaged farmer organizations. Its journey is a testament to what can be achieved through sustained partnership, capacity-building, commitment, and strategic investments.

Adding further momentum to this journey is the approval of additional investments for ALNEMPCO, paving the way for expanded operations, stronger market linkages, improved productivity, and greater opportunities for its farmer partners.

The day also offered a glimpse of what lies ahead as the team visited ALNEMPCO’s new and extended processing area in Brgy. Ilisan, where the cooperative’s additional investment for a pre-processing facility will soon be established. This expansion marks another step forward in strengthening ALNEMPCO’s capacity and creating greater opportunities for the coconut industry. 💙💚

The 𝘙𝘈𝘗𝘐𝘋 𝘗𝘳𝘰𝘷𝘪𝘯𝘤𝘪𝘢𝘭 𝘊𝘰𝘰𝘳𝘥𝘪𝘯𝘢𝘵𝘪𝘯𝘨 𝘜𝘯𝘪𝘵 𝘰𝘧 𝘡𝘢𝘮𝘣𝘰𝘢𝘯𝘨𝘢 𝘚𝘪𝘣𝘶𝘨𝘢𝘺, in collaboration with the 𝘔𝘶𝘯𝘪𝘤𝘪𝘱𝘢𝘭 𝘈𝘨𝘳𝘪𝘤𝘶𝘭𝘵𝘶𝘳𝘦 𝘖𝘧𝘧𝘪𝘤𝘦 𝘰𝘧 𝘵𝘩𝘦 𝘓𝘰𝘤𝘢𝘭 𝘎𝘰𝘷𝘦𝘳𝘯𝘮𝘦𝘯𝘵 𝘜𝘯𝘪𝘵 𝘰𝘧 𝘚𝘪𝘢𝘺, successfully conducted a three-day 𝙏𝙧𝙖𝙞𝙣𝙞𝙣𝙜 𝙤𝙛 𝙏𝙧𝙖𝙞𝙣𝙚𝙧𝙨 (𝙏𝙊𝙏) for selected 𝘈𝘨𝘳𝘪𝘤𝘶𝘭𝘵𝘶𝘳𝘢𝘭 𝘌𝘹𝘵𝘦𝘯𝘴𝘪𝘰𝘯 𝘞𝘰𝘳𝘬𝘦𝘳𝘴 (𝘈𝘌𝘞𝘴), 𝘓𝘰𝘤𝘢𝘭 𝘍𝘢𝘳𝘮𝘦𝘳 𝘛𝘦𝘤𝘩𝘯𝘪𝘤𝘪𝘢𝘯𝘴 (𝘓𝘍𝘛𝘴), 𝘭𝘦𝘢𝘥 𝘧𝘢𝘳𝘮𝘦𝘳𝘴, 𝘢𝘯𝘥 𝘔𝘚𝘔𝘌 𝘱𝘳𝘰𝘤𝘦𝘴𝘴𝘰𝘳𝘴.

The training aimed to equip the participants with enhanced knowledge and practical skills on sustainable calamansi production and post-harvest management, preparing them to serve as trainers and knowledge multipliers within their respective communities.
The TOT featured a combination of learning sessions, field demonstrations, and workshop activities covering the full calamansi value chain—from production to post-harvest management. This holistic and market-oriented approach seeks to strengthen not only farm productivity but also the quality, handling, and marketability of calamansi products.

Following the TOT, a series of cascading and re-echo training activities will be conducted in the coming weeks, wherein the trained participants will share and transfer their learnings to farmer groups in their respective communities.

Through this approach, RAPID Growth Project continues to strengthen the capacity of its stakeholders and promote the value chain approach—creating a ripple effect of knowledge, skills, and opportunities from the trainers to the farming communities they serve. 🌱🤝

The two-day capacity-building activities featured learning sessions on the principles, utilization, and field application of Biological Control Agents (BIOCON) for sustainable crop protection.

By equipping farmers with knowledge and practical skills on the use of biofertilizers and biological control agents, the training promotes more sustainable crop production practices, strengthens farm-level productivity, and contributes to the long-term resilience and competitiveness of the coconut value chain.
