NTC Region IX Unveils Telecom Infrastructure Speed-Ups, Line Cleanups, and Toughened Cyber-Consumer Safeguards in Zamboanga City
ZAMBOANGA CITY β September 19, 2026 β In a major step toward driving regional digital modernization and strengthening public safety, the National Telecommunications Commission (NTC) Region IX spearheaded a strategic regulatory dialogue during todayβs session of the ZCCIFI-MSMEDC Kapihan Series. The event was expertly hosted by Maria Sheila Apostol and Julie Ann Marie Lim, organized in partnership with Emedia Mo TV and Eastern Telecoms.
NTC Regional Director Elre V. Galo and Enforcement and Operation Division Chief Engr. Carlo Mario P. Jacobe I presented a unified blueprint detailing national permit streamlining, urban line cleanups, and reinforced cyber-consumer protections to Western Mindanao's business sector.
* Breaking Bureaucratic Bottlenecks via EO 32
Director Galo detailed the aggressive local enforcement of Executive Order No. 32 (EO 32), a national directive designed to eliminate red tape by consolidating all telecom tower and fiber construction applications into a single Office of the Building Official (OBO) One-Stop Shop. To prevent local administrative delays, the NTC emphasized that under active Anti-Red Tape Authority (ARTA) rules, if a local government unit fails to process completed infrastructure paperwork within the mandated window, the application is automatically deemed approved.
* Clearing "Dangling Wires" and Network Modernization
Addressing urban safety hazards, the panel highlighted their ongoing technical collaboration with the Zamboanga City Council regarding Proposed Ordinance. In the interim, NTC Region IX is working directly with Task Force Alambre to force local network operators and pole owners to bundle sagging lines and immediately remove hazardous, abandoned "dangling wires" in commercial zones.
On the mobile front, major carriers Globe, Smart, and DITO have successfully completed their 3G network decommissioning to maximize 4G LTE and 5G capacity. Telcos are capitalizing on the fast-track provisions of EO 32 to rapidly deploy outdoor small cell sites and micro-nodes in high-density corridors like downtown, Tetuan, and Guiwan.
* Symmetrical Core Networks and ICT Redundancy
A major highlight of the forum was the infrastructure expansion from fixed landline giants and major ICT players. PLDT, Globe Telecom, Converge ICT, and Eastern Telecoms continue to heavily expand their independent fiber-optic networks across the region to support businesses requiring massive broadband capacities.
The NTC panel highlighted that these providers are actively fortifying their physical network architecture against accidental line cutsβfrequently caused by ongoing DPWH drainage and road excavationsβby deploying dual infrastructure redundancy pathing. This includes a strategic split between traditional aerial cable deployments and newly designed underground utility conduits, guaranteeing that data traffic seamlessly reroutes to prevent city-wide connection blackouts.
Concurrently, the Department of Information and Communications Technology (DICT) Region IX has scaled up its high-speed public framework under the National Broadband Program. The DICT's dedicated 33-kilometer municipal fiber loop now directly links 101 local government offices, 90 public schools, and State Universities and Colleges (SUCs) to secure a highly resilient, redundant government connection.
* Expanding the Regional Subsea Backbone
The panel delivered vital updates on major data highways, noting that the $150-million Philippine Domestic Submarine Cable Network (PDSCN)βa joint consortium of Eastern Telecoms, Globe Telecom, and InfiniVAN Inc.βhas established its critical subsea landing gateway in Sinunuc via Liloy, Zamboanga del Norte. Active subsea fiber extensions branching directly from Zamboanga City out to the BaSulTa (Basilan-Sulu-Tawi-Tawi) archipelago further solidify the city's position as the primary digital hub for Southwestern Mindanao.
* Enforcing the SIM Registration Act Against Cyber-Fraud
To combat rampant text scams, identity theft, and phishing links, the NTC reaffirmed its strict enforcement of the SIM Registration Act (RA 11934). The panel reminded the public that selling or distributing pre-registered SIM cards is a serious cybercrime offense punishable by 6 months to 6 years of imprisonment and criminal fines ranging from β±100,000 to β±300,000.
Furthermore, the officials clarified that while subscriber data remains strictly confidential under Rule V of the IRR, telecommunications firms are legally mandated to immediately disclose name and address details upon receiving an official law enforcement subpoena during criminal investigations.
* Fortifying Consumer Redress and Outage Rebates
Addressing consumer welfare, the NTC reminded the public that unplanned network outages accumulating to 24 hours or more within a single billing cycle legally entitle subscribers to a pro-rated bill rebate from their internet service provider (ISP). Subscribers are not required to compile complex speed-test histories to file an actionable claim, as the NTC only requires a completed complaint form, a valid ID, and a basic summary of the unresolved issue.
