In line with the instruction of President Ferdinand โBongbongโ Marcos, Jr. to ensure passenger safety and comfort, the Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of Department of Transportation Acting Secretary Giovanni Z. Lopez, has approved special permits for 847 units of passenger buses for the All Saintsโ and All Soulsโ Days exodus.
LTFRB Chairman Atty. Vigor D. Mendoza II said the special permits will cover 124 routes in Metro Manila and Luzonโ almost all of them coming to and from bus terminals and transport hubs in the National Capital Region.
โThese additional buses will make up for the travel of more passengers on their way to respective provinces to pay respect to their departed loved ones. We will continue to assess and monitor the situation on the ground as early as next week when our kababayan start to travel to their hometowns,โ said Chairman Mendoza.
โIn approving the special permits, it comes with an obligation to the bus companies to ensure the road worthiness of their units and the physical and mental readiness of their drivers and conductors at all times,โ he added.
Of the approved additional units, 189 of them will have the Metro Manila to Southern Luzon route (Calabarzon and Mimaropa); 491 units for Metro Manila to Northern Luzon; 67 units for Metro Manila to Bicol Region.
A total of 18 additional buses were approved for Metro Manila-Eastern Visayas route; 21 for Metro Manila to Western Visayas; and, five are Mindanao bound from Manila.
On the other hand, a total of 56 additional units were approved for other areas in Luzon, but do not cover the Metro Manila route.
โYour LTFRB is ready to ensure the road worthiness of all PUV units and the employees of the transport companies, particularly drivers and conductors. We will conduct regular and surprise inspections,โ said Chairman Mendoza.
The โUndasโ exodus is expected to start this weekend as some schools have already declared wellness break, starting October 27.
Chairman Mendoza earlier ordered all Regional Directors to conduct inspection of bus terminals and transport stations in their respective areas of responsibility to ensure passenger comfort, and safe travel.
In compliance with the order of Secretary Lopez, the LTFRB penalized 22 units of two bus companies for illegal terminals early this week.
โWe will continue to make our presence felt on transport hubs and the roads in coordination with other government agencies. This is a whole-of-government approach to ensure safety of all travelers for Undas,โ said Chairman Mendoza. #

Mendoza Il, para sa mas ligtas, maayos, at makataong pampublikong transportasyon.
Nagtungo sa probinsya ng Marinduque para sa isang Meet & Greet activity at suporta sa isinasagawang Land Public Transport Route Plan (LPTRP) Technical Assistance ang bagong itinalagang Regional Director ng LTFRB - MIMAROPA Region, Dir. Enrico Moreno R. Bautista, MNSA.
Idinaos ang nasabing aktibidad ngayong ika-23 ng Oktubre taong 2025 sa Municipal Building, Boac, Marinduque. Dinaluhan ito ng ibaโt ibang kinatawan ng nasabing ahensya na kinabibilangan nina Lea H. Magtibay (Planning Officer III), Careen M. Sapico (Project Evaluation Officer II) at Arvin C. Amuin (Technical Support Assistant). Kabilang din sa mga dumalo ang mga kawani ng Lokal na Pamahalaan ng Boac sa pangunguna ni Municipal Administrator Carlo Felizardo DC. Jacinto, Vice Mayor Hon. Mark Anthony E. Seรฑo, Councilor Justin Angelo J. Manrique, at Councilor Mauris Malilay (Bayan ng Mogpog) Kabilang din sa pagtitipon ang mga public transport service entities tulad ng van at PUJ operators.
Nagpaabot ng kanyang mensahe at pasasalamat si Regional Director Bautista sa mga kawani at bumubuo ng Technical Working Group ng bayan ng Boac, Marinduque para sa supporta sa mga programa at adhikain ng ahensya tungo sa mas maayos at mas makataong pampublikong transportasyon. Naipaabot at naidulog din ng mga operators ng pampublikong transportasyon ang ibaโt ibang mga isyu at suhestiyon pagdating sa usaping pampublikong transportasyon tulad ng usapin sa prangkisa, permits, at operasyon sa mga ruta.
Naging matagumpay sa kabuuan ang nasabing aktibidad. Naipahayag at nabigyan ng kalinawan ang mga katanungan hinggil sa naipaabot na mga isyu/suliranin at sa iba pang mga usapin na may kinalaman sa pampublikong transportasyon. LTFRB XI intensify public terminal inspections across Region XI to ensure safety and compliance this Undas season.
๐ Simultaneous terminal inspections were conducted on October 21 and 22 in Davao City Davao del Sur, Davao Occidental, Davao de Oro, Davao Oriental and Davao del Norte.
LTFRB Chairperson Atty. Vigor D. Mendoza, under the directive of President Ferdinand R. Marcos Jr. through the leadership of Acting Transportation Secretary Giovanni Z. Lopez, emphasized the strict implementation of Republic Act No. 11311. The law mandates the provision of clean, free, and compliant sanitary facilities, along with other essential amenities in all public transport terminals, stations, and rest areas, including RORO (roll-on/roll-off) ports.
๐ฃ๏ธ LTFRB XI Regional Director Nonito A. Llanos III reiterates โProtecting our commuters is not the job of one agency alone. It requires the joint commitment of the government, transport operators, and drivers. Together, we ensure that every passenger reaches their destination safely and with dignity.โ

In compliance with the directive of President Ferdinand R. Marcos Jr., and under the guidance of DOTr Acting Secretary Atty. Giovanni Lopez and LTFRB Chairperson Atty. Vigor Mendoza II, the Land Transportation Franchising and Regulatory Board (LTFRB) Regional Office VI, headed by Regional Director Richard Z. Osmeรฑa, conducted a series of terminal inspections on October 21, 2025, as part of the agencyโs preparatory activities for Undas 2025.
The inspection team visited several key terminals, including the Don Benito Acap (Mohon) Terminal, the Festive Walk Transport Hub, and the Ungka ITGSI Terminal, to assess their readiness and compliance with safety and passenger convenience standards.
During the inspections, the LTFRB Regional Office VI noted areas for improvement and issued corresponding recommendations and notices to comply to ensure that all terminals meet the required standards ahead of the Undas travel period.
These activities form part of the LTFRBโs "Oplan Biyaheng Ayos: Undas 2025" continuing commitment, under the direction of the national leadership, to uphold the welfare of the riding public and ensure safe, orderly, and convenient travel during observance of All Saints' Day.

The LTFRB XI, headed by Regional Director Nonito A. Llanos III, congratulates the Municipality of Kapalong, Davao del Norte led by Mayor Edgardo L. Timbol, for receiving a Notice of Compliance (NOC) for the completion of the municipalityโs Local Public Transport Route Plan (LPTRP).
Through Board Resolution No. 292 Series of 2025, the LTFRB Board, led by Chair Atty. Vigor D. Mendoza, has granted that the Municipality of Kapalong has successfully completed its LPTRP. โAs recommended by the Technical Panel, the LPTRP was found to be consistent with the Department of Transportation (DOTr) Department Order 2023-022, the DOTr-DILG-LTFRB Joint Memorandum Circular (JMC) No. 002 Series of 2024 and other policies and guidelines issued hereto and all other pertinent LTFRB Memorandum Circulars.โ
This initiative aligns with the directive of President Ferdinand R. Marcos Jr., through DOTr Acting Secretary Giovanni Z. Lopez, to ensure the implementation of passenger-oriented and locally formulated transport systems.
It may be recalled that the Public Transport Modernization Program (PTMP) RPIU XI Team extended technical assistance to the Municipal Planning and Development Office (MPDO) of Kapalong.
Atty. Ernest Benz S. Davila, Chief Transportation Development Officer of LTFRB XI awarded the Notice of Compliance together with the Public Transport Modernization Team (PTMP) led by Engr. Mark Renz Baldevieso. Atty. Davila reiterated that Pursuant to LTFRB and DOTr policies and guidelines, the Municipality of Kapalong is directed to pass an ordinance adopting their LPTRP indicating the approved new route, Terminal to Sitio Kapatagan, Gupitan Via Prk. 16, Sua-On.
Engr. Arnel Daquiz of the Municipal Planning and Development Office and focal person for the LPTRP of Kapalong expressed that their office shall continue its efforts towards the realization of the LPTRP reiterating follow-thru activities for the creation of an Ordinance.
Also at the awarding were PTMP XIโs GIS Specialist Arc. Renzo Edrian Reyno, PEO Engr. Kate Dianne Deli and PEO/ LTFRB Comms Team Head Tessa Alforque-Piansay.
The Notice states that the NOC shall be valid for five (5) years and shall be updated therefrom or as the need arises for Kapalong, Davao del Norte.

LTFRB Region IX Launches Five (5) Modernized Public Utility Vehicles
The Land Transportation Franchising and Regulatory Board โ Regional Franchising and Regulatory Office IX (LTFRB โ RFRO IX), headed by Regional Director Tommy M. Macadindang, JD, successfully conducted the Launching of Five (5) Modernized Public Utility Vehicles (PUVs) on October 23, 2025, at Dipolog Sunset Boulevard, Miputak, Dipolog City.
This milestone activity, held under the Administration of President Ferdinand R. Marcos, Jr., Department of Transportation (DOTr) Secretary Giovanni Z. Lopez, and LTFRB Chairperson Atty. Vigor D. Mendoza II, forms part of the governmentโs continuing efforts to advance the Public Transport Modernization Program (PTMP) โ a key initiative toward establishing a modern, safe, and sustainable public transport system for the Filipino people.
The event featured three (3) MPUJ Class III units of Evergood Transportation Services Corporation and two (2) MPUB units of Alga Lines Transport Service Corporation, symbolizing another step forward in the realization of the modernization program across the Zamboanga Peninsula.
The activity was graced by representatives from various Local Government Units, including the Provincial Government of Zamboanga del Norte represented by Hon. Patrick Chan, the City Government of Dipolog represented by City Vice Mayor Hon. Senen O. Angeles, the City Government of Dapitan represented by Hon. John D. Empeynado, the Municipal Government of Liloy represented by Engr. Billy Jatico, and the Municipal Government of Sirawai led by Hon. Aljar P. LTFRB RFRO IX Conducts Terminal Inspection
In line with OED Memo No. 2025-066 re: Conduct of Oplan Undas 2025, Regional Director Tommy M. Macadindang, JD personally led the inspection of major transport terminals across the region to ensure that every Filipino traveler can journey home safely and comfortably this Undas season.
Beginning last Monday, October 20, 2025, the inspection team visited key terminals in Pagadian City, Dipolog City, and the municipalities of Molave, Zamboanga del Sur, and Liloy, Zamboanga del Norte, which are areas known for high passenger movement during the holidays.
Safety protocols were carefully reviewed, passenger assistance desks were checked and ready to serve, and coordination with terminal operators and local government units was strengthened.
This initiative is in full support of the directive of President Ferdinand R. Marcos Jr., Department of Transportation (DOTr) Acting Secretary Giovanni Z. Lopez, and LTFRB Chairperson Atty. Vigor D. Mendoza II to uphold orderliness, safety, and reliability of public transport services across the country.

Sa direktiba ni Pangulong Ferdinand R. Marcos Jr., at sa patnubay ni Department of Transportation (DOTr) Acting Secretary Atty. Giovanni Lopez, ipinagpapatuloy ng LTFRB, sa pamunuan ni Chairperson Mendoza, na gawing mas maunlad, ligtas, at maayos ang pampublikong transportasyon sa bansa.
Binigyan ng katiyakan ni Chairperson Mendoza na ang bawat desisyon ng LTFRB ay para sa kapakanan ng mga mananakay, at tiniyak na mabilisang aaksyunan ang mga isyung tinalakay upang mas mapabuti ang serbisyo ng transportasyon sa Mega Manila at sa buong bansa.

The Land Transportation Franchising Regulatory Board Release 2 Fuel Subsidy Cards.
The Land Transportation Franchising Regulatory Board - Regional Franchising and Regulatory Office 9 (LTFRB - RFRO 9) headed by Regional Director Tommy M. Macadindang JD, successfully released 2 Fuel Subsidy Cards today October 21, 2025.
This effort, under the Administration of President Ferdinand Marcos, Jr., DOTr Secretary Giovani Z. Lopez, and LTFRB Chairman Atty. Vigor D. Mendoza II, is part of the ongoing Fuel Subsidy program to assist the PUV operators amid rising fuel costs.
