Who would have imagined that the child who once patiently helped his parents fill-out 4Ps forms would one day become a Municipal Link of the very same program? This is the inspiring journey of Isabelo Pinote Jr., a former monitored child-beneficiary of the Pantawid Pamilyang Pilipino Program (4Ps), who rose from poverty to become a Registered Social Worker, a Masteral degree holder in Public Administration, and now a dedicated 4Ps worker in Titay, Zamboanga Sibugay Province. His story is not only about survival, but also about transformation, resilience, and the pursuit of justice.
Isabelo or โBeloโ, as he is fondly called, grew up in Zamboanga City in a household where scarcity was a daily reality. As the youngest child, he carried unspoken feelings to prove himself through education. His motherโs modest earnings from selling kakanin and his fatherโs income as a construction worker were barely enough to cover daily needs. Both parents work tirelessly to sustain the familyโs financial needs while keeping a nurtured family with growing kids who hold big dreams. Despite their hard work, income was still quite deficient for other essentials.
Belo vividly recalls skipping supplementary schoolbooks because the family could not afford them. Yet, with a matured mind, he understood their situation. He may lack resources, but he is full of determination. To support himself, he sold fish door-to-door, worked as a service crew, and became a student assistant, saving every coin to cover his school expenses. Poverty was a constant shadow, but Belo refused to let it define his future.
In 2011, Beloโs family became part of the 4Ps program. The conditional cash grants they received were carefully allocated for school uniforms, notebooks, bags, and other essentials that kept Belo and his siblings in school. Supplies were secured, to say the least.
For middle income earners who can afford such supplies, this might or may seem to be a mere provision of goods. But for poor families like Beloโs, this means security. Having that peace of mind, not worrying about where to get financial aid to sustain their attendance in school, and assurance that Pinote children will be given fair opportunity to reach their dreams. This is what being a member of 4Ps meant to them.
Beyond financial aid, the Family Development Sessions (FDS) instilled values of perseverance, responsibility, and hope. The program became a steady anchor that allowed Belo to continue his education despite financial hardships.
Beloโs determination, combined with the support of 4Ps, became his turning point. He maximized every opportunity, working part-time jobs while studying, saving diligently, and never allowing poverty to dictate his future. His resilience carried him through elementary, high school, and eventually college, where he graduated in 2021 with a degree in Social Work. He later pursued and completed a Masterโs in Public Administration, proving that dreams can be achieved through grit and perseverance.
After graduation, Belo worked in various roles, service crew in a fast-food chain, office staff in a mall, data manager in the Local Government Unit of Zamboanga City, and administrative assistant in the Department of Health IX and many more. Each step brought him closer to his dream of serving the community.
Today, Belo has come full circle as he is now a Municipal Link of the 4Ps program, crafting and documenting success stories of beneficiaries whose journeys mirror his own.
Belo is no longer just a beneficiary; he is a professional social worker and a proud member of the 4Ps workforce. From helping his parents write information on forms to writing narratives that inspire thousands, Belo stands as living proof that a child born into a low-income family can rise, dream, and succeed.
His life embodies the transformation that the program envisions, from a struggling child in a low-income household to a government worker who uplifts others.
They were once a recipient of social interventions from the government, now, they pay forward the same help that once lifted them from the impoverished situation that they were in. Belo uses his experiences as lessons that guide him towards better service delivery to the poor.
As to whatโs next for the young lad now that he already achieved his goal, Belo shared that his next aspiration is to pursue law school. His dream is to become a lawyer who will fight for the rights of the marginalized, ensuring that justice is accessible to those who need it most.
Beloโs journey reminds us that 4Ps is not merely financial assistance, it is an investment in human potential. His story proves that when government support is paired with determination, faith, and courage, even the humblest beginnings can lead to extraordinary outcomes.
