At least 69 people have been killed and dozens injured after a powerful 6.9 magnitude earthquake struck Cebu City, Philippines late on Tuesday night (September 30, 2025).

Colleges in the Philippines incorporate Basic Life Support (BLS) training for students, to enhance emergency preparedness and their skills in handling life-threatening situations like cardiac arrests. This training often involves hands-on practice of CPR, using AEDs, and managing airway obstructions.

Integrating Basic Life Support (BLS) training across colleges making it a mandatory part of health, science, or physical education curricula using age-appropriate psychomotor training ensures proper implementation and resource availability.

According to DOH( Department of Health), only about 2 out of 10 Filipinos (approximately 23%) know how to perform CPR, and the DOH hopes to increase this rate. This indicates a significant need for greater public CPR training and awareness to improve emergency response capabilities in the Philippines.

September 22-24, 2025

The University of Zamboanga SLAS (School of Liberal Arts and Science) in collaboration with SAFE ( Southwestern Action For Emergencies) conducted Basic Life Support training for PathFit 1 (Movement Competencies Training) as integrated in the curriculum across colleges. Held at the summit centre with a total number of 1,464 students.

Our objective is to empower students with life-saving skills. Because knowledge saves lives.

Southwestern Action For Emergencies (SAFE) EMS: A Decade of Service and Resilience.

Since its humble beginnings in 2011, Southwestern Action for Emergencies (SAFE) has grown into one of Zamboanga City's most reliable volunteer emergency response groups. SAFE is a volunteer-driven organization based in Zamboanga City, committed to empowering communities during times of crisis. Since its inception in 2011 during the flooding incident in the city, SAFE has consistently served at the frontlines of disaster response and emergency medical services.

In 2012, SAFE became the first EMS volunteer group accredited by the Local Government Unit of Zamboanga, a testament to their commitment to public service and disaster preparedness and response.

Throughout the years, SAFE has repeatedly proven its mettle. During the Zamboanga Siege of 2013, SAFE volunteers were on the ground in the middle of the conflict, aiding civilians, helping with relief operations, and coordinating with authorities under difficult conditions.

In 2018, their excellence has been recognized. SAFE EMS was honored as the Best Civil Society Organization for Region IX during the 20th Gawad Kalasag Awards, held at Marcian Garden Hotel. Gawad Kalasag is an annual search that acknowledges outstanding contributions in promoting and implementing impactful, gender-sensitive DRRM and Climate Change Adaptation programs that strengthen community resilience.
When the COVID 19 pandemic struck in 2019, SAFE teamed up with the local government of Zamboanga. Their tasks included logistical support, assistance in health response operations, outreach, and ensuring that vulnerable communities were not left behind.

More recently, Zamboanga City was hit by Typhoon Paeng in 2022, when the city was flooded and affected by 58 barangays, SAFE volunteers were once again on the ground conducting rescue missions, evacuation support and relief distribution.
In addition to natural hazard and health emergencies, SAFE has actively responded to urban fire incidents across Zamboanga City, offering first aid, assisting fire victims, and supporting authorities in maintaining safety and order during chaotic moments.

SAFE embodies what community-driven disaster response looks like: proactive, cohesive, responsive, and resilient. Their journey from volunteer flood responders to an accredited organization working hand in hand with the City Government during emergencies demonstrates both their growth and enduring commitment to Zamboanga’s safety.
But S.A.F.E.’s mission goes beyond crisis response. Their ongoing Commitment to Community Empowerment is dedicated to conducting public trainings to raise awareness and preparedness, building strong relationships with other EMS and DRRM professionals to ensure seamless and continuous care for individuals in need.

With more than a decade of service, S.A.F.E. remains a steadfast symbol of unity, courage, and public trust — always ready to respond, educate, and support the people of Zamboanga City and beyond.

In recognition of their continued excellence, SAFE EMS emerged as the Top Performing Team at the recently concluded Rescue Olympics 5.0 2025, garnering an impressive 306 points, a testament to their skills, teamwork, and preparedness honed through years of service and sacrifice. To recall, SAFE EMS was also adjudged Champion during the Rescue Olympics 3.0 2023. Their consistent performance only strengthens their reputation as a true leader in emergency medical response.
SAFE remains a symbol of unity, courage, and public trust, always ready to respond, educate, and support the people of Zamboanga City and beyond.
