Nayyab Ali is a globally recognised policy practitioner, transgender rights expert, and social scientist, with over a decade of experience in advancing gender equality, social justice, and the rule of law. As an indigenous Khawaja Sira (Hijra) and advocate for intersectionality, Nayyab combines her lived experiences with professional expertise to champion the rights of marginalised persons. Her work has earned her multiple international accolades, including the prestigious Franco-German Prize for Human Rights and the Rule of Law.
A published author and researcher, Nayyab has focused on capacity-building initiatives, working extensively with UN agencies to promote inclusive policies. As a global leader in gender diversity, she has been instrumental in advocating for legal identity recognition for gender-diverse persons, particularly within Islamic countries, aligning her efforts with the Yogyakarta Principles. She played a pivotal role in drafting Pakistan’s groundbreaking Transgender Persons (Protection of Rights) Act, 2018, which grants legal recognition based on self-perceived gender identity. Through her leadership, Pakistan has become a model for other Islamic nations on gender inclusivity.
Nayyab has served as an advisor to several ministries within the Government of Pakistan, establishing Gender Protection Units within law enforcement agencies and fighting for transgender rights in the Sharia Court and the Supreme Court. She has trained thousands of judges, prosecutors, and law enforcement officers on special legislation related to marginalised persons.
Nayyab’s advocacy extends beyond Pakistan. As the Executive Director of Transgender Rights Consultants Pakistan and a key member of The Commonwealth Equality Network, she continues to drive inclusive legal and policy reforms on a global scale. Her pioneering efforts and dedication to intersectionality make her a transformative figure in the fight for justice and equality for all gender-diverse persons.
