It is a great pleasure to welcome distinguished scholars, researchers, educators, policymakers and practitioners from Pakistan and around the world to the 9th International Conference on Research & Practices in Education, being hosted by the Faculty of Education, Allama Iqbal Open University, Islamabad, under the theme “Evolving Learning Ecosystem: Connect, Teach and Grow.”

I am especially honoured to welcome Prof. Ahsan Iqbal, Federal Minister for Planning, Development & Special Initiatives, as the Chief Guest for the inaugural ceremony. His presence reflects the importance of connecting educational transformation with Pakistan’s broader agenda of human capital development, innovation, technology and a knowledge-driven economy. The recent launch of Quantum Valley Pakistan further highlights the growing importance of advanced technology, research, innovation and global connectivity for Pakistan’s future.

It was a privilege to preside over the certificate distribution ceremony of the Three-Month Russian Language Course at Allama Iqbal Open University, held in the distinguished presence of H.E. Albert P. Khorev, Ambassador of the Russian Federation to Pakistan.

At AIOU, we believe that an open university has a broader institutional responsibility than providing access to education alone. It must also serve as a platform for international engagement, cultural understanding, language learning, and knowledge exchange.

The Russian Language Course is a meaningful step in this direction, strengthening AIOU’s role in creating opportunities for learners to connect with diverse cultures and expanding avenues for academic and institutional collaboration between Pakistan and the Russian Federation.

I commend the Embassy of the Russian Federation and all colleagues involved in this initiative, and warmly congratulate the successful participants. I hope this initiative will serve as a foundation for further collaboration in education, research, language development, and cultural exchange.

The National Accreditation Council for Teacher Education (NACTE) today launched the Regulatory Framework for Pre-Service Teacher Education, marking an important milestone in the ongoing efforts to strengthen the quality, relevance, professionalism, and future-readiness of teacher education in Pakistan.

The framework is the outcome of a rigorous, inclusive, and consultative process initiated following the International Conference on Quality Teacher Education: “Empowering Educators, Transforming Tomorrow,” jointly organized by NACTE and Allama Iqbal Open University (AIOU) in May 2025.

Building on the conference recommendations and extensive stakeholder engagement, NACTE developed four key reform areas: Teaching Licensing; Teacher Education Roadmap; Revamping of Teacher Education Curriculum; and Teacher Recruitment & Career Pathways.

The development process involved subject experts, teacher educators, policymakers, practitioners, higher education institutions, provincial education departments, regulatory bodies, development partners, and other stakeholders through consultations, workshops, focus group discussions, expert reviews, and validation meetings. Five national consultative meetings were also held across the provincial headquarters and Islamabad, ensuring that regional perspectives and contextual realities were reflected in the proposed reforms.

The framework seeks to establish a coherent and quality-assured direction for pre-service teacher education, aligned with national priorities, emerging global trends, quality assurance principles, and SDG 4: Quality Education.

The launch ceremony was graced by Prof. Dr. Habib Bukhari, Member HEC, as Chief Guest, while Dr. Nasir Shah, Director General (Quality Assurance), HEC, and representatives of teacher education institutions from across Pakistan participated both physically and online.

As Chairperson NACTE, I acknowledge with deep appreciation the contributions of all experts, institutions, policymakers, teacher educators, practitioners, development partners, technical teams, researchers, and reviewers who contributed to this important national endeavour.
