ISLAMABAD (Report by Chief Correspondent Muhammad Daniyal Khan) – In a historic legal victory that reshapes the federal bureaucracy, the Islamabad High Court (IHC) has paved the way for the promotion of Amir Zulfiqar Khan and several of his senior colleagues from Grade 21 to Grade 22.
The 63-page detailed judgment issued by Justice Raja Inaam Ameen Minhas declared the recommendations of the 29th High-Powered Selection Board (HPSB) null and void, effectively vindicating the petitioners and restoring their professional standing.
A Triumph for Professional Integrity
The court's ruling serves as a direct validation of the career achievements of Amir Zulfiqar Khan, Sohail Ali Khan, and other veteran officers. The judge highlighted that these officers had been unfairly overlooked based on "personal impressions" rather than their official service dossiers.
Key Highlights of the Verdict:
Vindication of Merit: The court found no material evidence to support negative assessments regarding the integrity or competence of officers like Amir Zulfiqar Khan and Amna Imran.
Abolition of "Two-Strike" Rule: The court struck down the unlawful rule that permanently disqualified officers from promotion if they were passed over twice, calling it "constitutionally impermissible."
Immediate Reinstatement: The notification keeping Amir Zulfiqar Khan as an Officer on Special Duty (OSD) since early 2023 was declared null and void.

The IHC has issued clear directives to the Federal Government to rectify the injustice:
30-Day Deadline: The government must assign Amir Zulfiqar Khan a posting appropriate to his seniority and new rank within 30 days.
Reconsideration of Elevation: The HPSB is mandated to reconsider the promotion of all seven petitioners—including Sohail Ali Khan, Murtaza Khan, and Asif Saifullah Paracha—strictly based on their documented service records.
End of Arbitrary Discretion: The court ruled that any "stain" on an officer's integrity must be proven through formal inquiry, not used as a subjective tool to block their rightful advancement to BS-22.

The ruling brings a major reprieve to prominent Grade 21 officer Sohail Ali Khan and several of his senior colleagues, whose promotions to Grade 22 were previously overlooked in favor of junior officers.

By clearing the "stigmas" placed on these officers without due process, the court has cleared the path for Sohail Ali Khan and his peers to be reconsidered for the highest civil service rank (Grade 22) based on their actual career achievements and documented merit.
