NATIONAL JUDICIAL (POLICY M AKING) COMM ITTEE UNVEILS NATIONAL GUIDELINES ON THE USE OF ARTIFICIAL INTELLIGENCE
Islamabad, April 29, 2026 - In a landmark step toward modernizing the justice system, National Judicial (Policy Making) Committee (NJPMC) has formally issued National Guidelines for Use of Artificial Intelligence in Judicial Institutions. Approved in its 57th meeting, the Guidelines establish a clear, principled, and forward-looking framework for integrating Artificial Intelligence (AI) into judicial processes across the country.
At a time when courts face mounting caseloads and increasing demands for efficiency and transparency, the Guidelines position AI as a powerful assistive tool - one that enhances judicial performance while firmly preserving human judgment, constitutional safeguards, and judicial independence.
Key Highlights of the Guidelines are:
Human-Centric Approach: AI will assist - not replace - judicial decision-making, ensuring judges remain the ultimate arbiters.
Ethical and Transparent Use: Strong safeguards against bias, with emphasis on explainability and accountability.
Data Protection: Strict adherence to privacy and data security standards for litigants and stakeholders.
Practical Applications: AI-enabled support in case management, legal research, predictive analytics, and document processing.
Capacity Building: Structured training for judges and court staff to responsibly adopt emerging technologies.
The framework has been developed through an extensive consultative process led by the National Judicial Automation Committee (NJAC), headed by Hon’ble Mr. Justice Muhammad Ali Mazhar, Judge, supreme Court of Pakistan, incorporating feedback from all High Courts and expert institutions. It also aligns with international best practices while remaining firmly rooted in Pakistan’s constitutional and institutional context.
Importantly, while setting a unified national standard, the Guidelines respect the administrative and judicial autonomy of High Courts, enabling each jurisdiction to tailor implementation according to its specific needs and capacities.
This initiative marks a significant milestone in Pakistan’s judicial reform journey - striking a careful balance between technological innovation and the enduring principles of justice, fairness, and independence.

JUDICIARY ADOPTS NATIONWIDE AUSTERITY AND ENERGY CONSERVATION MEASURES
Islamabad, March 10, 2026: The Hon’ble the Chief Justice of Pakistan chaired an emergent virtual meeting of the National Judicial (Policy Making) Committee (NJPMC) at the Supreme Court of Pakistan today. It was attended by the Hon’ble Chief Justice, Federal Shariat Court, the Hon’ble Chief Justice, Lahore High Court, the Hon’ble Chief Justice, Islamabad High Court, the Hon’ble Chief Justice, Peshawar High Court, the Hon’ble Chief Justice, High Court of Sindh, the Hon’ble Chief Justice, High Court of Balochistan, while the Attorney General for Pakistan attended on special invitation.
The meeting approved a comprehensive Judicial Austerity and Energy Conservation Strategy aimed at ensuring responsible use of national resources while maintaining uninterrupted access to justice across the country. It reflects the institution’s proactive response to the anticipated disruption in petroleum supply and rising global energy costs, underscoring the judiciary’s commitment to national resilience and institutional responsibility.
Recognizing that the justice sector must lead by example in times of economic and energy uncertainty, the NJPMC resolved that courts across Pakistan will adopt a series of practical measures designed to reduce fuel consumption, limit operational costs, and promote efficient use of resources without compromising the delivery of justice.
Among the key measures approved, which shall remain in force till further orders, are:
Four-Day Working Week: The Federal Shariat Court and the High Courts shall observe a four-days working week (Monday to Thursday) to reduce fuel consumption and operational expenditure. However, while ensuring that urgent judicial and administrative functions continue without disruption on Fridays and Saturdays, the Courts may take necessary internal governance measures keeping in view their operational priorities.
Likewise, the District Courts shall work for four days a week (Monday to Thursday) with full capacity, while the respective High Courts shall keep their human resource at bare minimum on Fridays and Saturdays, as per workload and performance benchmarks.
Reduction in POL Ceiling: The monthly ceiling of Petroleum, Oil and Lubricants (POL) allocated to Hon’ble Judges of the Federal Shariat Court and the High Courts shall be reduced by 50 percent, while that of Judicial Officers by 25 percent.
Rationalization of Protocol and Security: No additional protocol or security vehicles shall be deployed during movement within designated high-security zones. However, the quarter concerned shall ensure route security as per required protocols. While the Federal Shariat Court and the High Courts shall rationalize security and protocol, the Hon’ble Judges and Judicial Officers serving in Khyber Pakhtunkhwa and Balochistan shall maintain their security as per circumstances.
Promotion of Video-Link Hearings: Litigants and counsel shall be encouraged to participate in proceedings through video-link facilities, where feasible, including through the premises of High Courts and District Courts.
Rotational Attendance of Staff: The Federal Shariat Court and the High Courts shall implement rotational attendance arrangements for staff, wherever practicable, to minimize commuting and reduce energy consumption while maintaining essential court functions.
The Committee emphasized that these measures represent the judiciary’s institutional commitment to prudent governance, environmental responsibility, and solidarity with the broader national effort to conserve energy and public resources.
By adopting these measures across the judicial system, the NJPMC reaffirmed that access to justice will remain uninterrupted, even as the judiciary aligns its internal operations with principles of efficiency, sustainability, and responsible stewardship.

MESSAGE OF HON’BLE THE CHIEF JUSTICE OF PAKISTAN
ADVANCING GENDER-RESPONSIVE JUSTICE
The women of Pakistan are central to the strength and progress of our nation. Despite numerous challenges, they contribute across every sphere of economic, social, and civic life with resilience and determination. Their leadership and vision continually shape the present and the future of our country. On this International Women’s Day, we not only recognise these contributions, but also reaffirm our constitutional commitment to ensuring dignity, justice, and a safe Pakistan for all women.
The Constitution of the Islamic Republic of Pakistan guarantees equality before law and prohibits discrimination on the basis of gender. These guarantees are not merely aspirational; they are binding constitutional obligations that require all public institutions, especially the courts as custodians of the Constitution, to actively protect women and ensure practical enforcement of their rights.
Despite these guarantees, women in Pakistan continue to face obstacles that make accessing justice difficult, and at times intimidating. Deeply entrenched social norms, combined with certain gaps in legal processes, often leave women vulnerable to bias, inadequate support, and fear of social stigma or retaliation. These barriers are particularly severe for women in rural, marginalized, or economically disadvantaged communities, for whom the justice system can feel distant and complex. The judiciary fully acknowledges these realities and takes responsibility for ensuring that equality under the law is tangible, so that every woman can approach the system with dignity and confidence.
Over the years, the judiciary has taken affirmative steps to strengthen the protection of women’s rights and improve their access to justice. Efforts have been made to promote gender-sensitive adjudication through judicial education and sensitization. At the same time the Law and Justice Commission of Pakistan, continues to contribute to policy reforms aimed at reviewing laws and legal processes that disproportionately affect women and other vulnerable groups. The driving force behind these initiatives is the aim to make legal processes more gender-responsive, so that our justice system becomes more welcoming for women as well as other marginalised groups.
In order to fully prioritise the protection of women’s rights, the National Judicial (Policy Making) Committee (NJPMC) has placed gender-responsive justice at the centre of the judiciary’s reform agenda for the year 2026–27. These reforms are designed to make the justice system more accessible, responsive, and supportive for women across the country.
Gender-Responsive Justice Reform Agenda (2026–27)
The NJPMC will pursue the following key reform interventions during 2026–27:
• Establishment of Women Facilitation Centers in court complexes across Pakistan to provide dedicated one-window support services for women litigants within a safe environment.
• Institutionalizing free legal aid and advisory services for women, in collaboration with Bar Councils, including a Legal Advisory Helpline enabling women to obtain immediate legal advice and referrals to pro bono lawyers.
• Strengthening mediation and family support services within court systems to encourage amicable resolution of family disputes and reduce the emotional and financial burden of prolonged litigation.
• Review of family laws through the Law and Justice Commission of Pakistan to enhance their gender responsiveness and ensure that legal frameworks reflect contemporary standards of fairness, dignity, and equality.
• Development of a framework for use of Gender-Fair Language within the justice sector to promote respectful, inclusive, and non-discriminatory language in judicial proceedings, legal drafting, and institutional communication.
• Expansion of legal awareness and outreach initiatives aimed at improving legal literacy and enabling women, particularly those in rural and marginalized communities, to better understand and exercise their legal rights.
Through these initiatives, the NJPMC seeks to sustain a justice system that is not only fair in principle but also accessible, humane, and responsive in practice.
On this day, we renew our collective pledge to create safe and respectful judicial workplaces, promote innovative solutions that expand access to justice, and ensure that gender equality remains a central pillar of ongoing justice sector reforms.
The measure of a just society lies in the dignity, freedom, and equality it affords its women. Protecting and advancing the rights of women is, therefore, essential to the realisation of justice itself.
Let this International Women’s Day remind us that the true strength of the rule of law is measured by how effectively it protects the most vulnerable and ensures equal opportunity for all.

REVITALIZING INSTITUTIONAL GOVERNANCE:
LJCP CLEARS PROMOTIONS TO STRENGTHEN HUMAN CAPITAL
Islamabad, February, 27, 2026 - In a significant move to strengthen governance through human resource development, the Law and Justice Commission of Pakistan (LJCP) Secretariat approved long-pending staff promotions.
The promotions were granted on the recommendations of the Departmental Promotion Committee (DPC), in accordance with prescribed rules and procedures. The decision resolved promotion cases that had remained pending for over a decade, reflecting a firm institutional commitment to fairness, administrative justice, and organizational renewal.
The Hon’ble Chief Justice of Pakistan/ Chairman LJCP has consistently emphasized that sustainable reform in the justice sector begins with strengthening internal governance structures. Recognizing that motivated and professionally secure personnel are central to institutional performance, the Secretariat has prioritized structured career progression as an essential component of its reform agenda.
The move reinforces confidence in transparent decision-making, and cultivates a performance-driven culture within the organization. The initiative not only acknowledges the dedication and service of its workforce but also aligns administrative practice with principles of accountability, efficiency, and merit.
