CAPITAL EMERGENCY SERVICES CONDUCTS FIELD INSPECTIONS REGARDING FIRE SAFETY VIOLATIONS: 92 PREMISES SEALED AND MILLIONS RECOVERED IN SEPTEMBER 2026

On the directions of Federal Minister for Interior Syed Mohsin Raza Naqvi and Chairman CDA Sohail Ashraf, Capital Emergency Services (CES) has comprehensively audited and sealed 92 premises across the capital during an intensive September 2026 enforcement drive. Spearheaded by the Capital Development Authority's (CDA) Building Emergency Audit & Prevention Wing, the inspection operations were executed under the strict guidelines of the Islamabad Fire Prevention & Life Safety Regulations to ensure *"Safer Buildings, Safer People, A Safer Islamabad".*

Comprehensive Audit & Enforcement Report of September 2026, field inspections rigorously targeted commercial, healthcare, residential, and government sectors, resulting in detailed regulatory actions and financial penalties:

Extensive Auditing: Authorities conducted numerous FLS-Audits across different sectors, including 115 in hospitals, 29 in government facilities,
6 in commercial properties, and 4 in residential buildings. The government sector audits also yielded 6 finalized audit reports.

*Premises Sealed: A total of 92 non-compliant properties were successfully sealed. This targeted operation encompassed 78 commercial shops, 8 high-rise structures, 4 residential buildings, and 3 government facilities.*

*Challans & Detailed Financial Recoveries: The concerned wing issued 288 total challans during the month. This aggressive enforcement led to the recovery of PKR 2,400,000 across 9 specific cases: PKR 1,700,000 recovered from 5 commercial cases and PKR 700,000 recovered from 4 hospital cases. Additionally, 102 commercial FLS-Plans fees generated PKR 510,000. An additional 41 specific challans were issued directly to hospitals.*

Warnings and Notices: A total of 99 final notices, shown cause notices, and advisories were served to commercial properties. A specific advisory was also issued to PIMS Hospital. Furthermore, 15 commercial cases currently remain pending.

Critical Findings in Healthcare and Commercial Sectors:
A major priority for the September audits was the healthcare sector, which yielded alarming compliance statistics alongside widespread commercial violations.
Hospital Non-Compliance: Of the 161 total enforcement actions directed at hospitals, individual CES data reports revealed that 150 hospitals currently have not sufficient fire and safety equipment. These facilities demonstrated excessive non compliance with the mandatory IFP&LS 2010 and BCP 2016 safety frameworks. High levels of nonbcompliance remain broadly prevalent across both hospital and commercial categories.

Sealing and Desealing Status: While active desealing efforts are also ongoing for properties that achieve compliance, all properties.

To reinforce structural and regulatory compliance, the CES, CDA is accelerating the strict enforcement of fire safety regulations under IFP&LS 2010 and BCP 2016. Capital Emergency Services (CES) will prioritize the timely issuance of notices and challans, alongside the strict recovery of dues. Immediate follow ups will be conducted on the pending commercial cases to finalize their audit reports.

The Wing maintains an uncompromising sealing and de sealing policy based on verified compliance status. Proactive coordination will be enhanced with building owners, management, and relevant agencies to guarantee sustained compliance.

CDA’s Citywide Tree Plantation Drive Continues in Full Swing; Citizens Appreciate CDA’s Efforts

The Capital Development Authority (CDA), under the directions of Federal Minister for Interior Syed Mohsin Raza Naqvi and the effective supervision and guidance of Chairman CDA and Chief Commissioner Islamabad Sohail Ashraf, is carrying out tree plantation, landscaping and beautification activities across the federal capital in full swing. The comprehensive campaign is being implemented by the CDA Environment Wing, headed by Member Environment Abdullah Khurrum Niazi.

The primary objective of the ongoing tree plantation campaign is to further strengthen Islamabad’s unique green character, improve the urban environment, enhance the city’s green cover and further establish the federal capital as one of the world’s clean, green, beautiful and environment-friendly capitals.

Thousands of trees and plants were planted across Islamabad by the CDA last year, while the current tree plantation campaign is also continuing in full swing. People from all segments of society, particularly citizens, businessmen, the business community, traders, civil society and students, are actively participating in the ongoing campaign. The active participation of people from different walks of life reflects a collective commitment to making Islamabad greener and more beautiful.

On the directions of the Federal Minister for Interior and the Chairman CDA, the CDA Environment Wing has further intensified plantation activities at various locations across the city. Extensive plantation and landscaping work is underway along major roads and avenues, green belts, parks, recreational areas, public spaces, interchanges and other prominent locations. Special attention is also being given to the landscaping and beautification of major entry points and key roads of the capital.

During the plantation campaign, suitable species of trees and plants are being selected and planted according to the requirements and environmental suitability of different locations. Improvement of existing green belts, development of new green areas, landscaping of major roads and corridors, and beautification of important public spaces are also key components of the campaign.

The CDA is also paying special attention to the protection and maintenance of newly planted trees and plants to ensure their healthy growth and long-term sustainability. The concerned formations have been directed to regularly maintain plantation sites, ensure adequate watering and take all necessary measures for the protection of newly planted trees and plants. The Chairman CDA has emphasized that proper maintenance and protection are as important as plantation itself so that the trees planted today can become a permanent part of Islamabad’s green cover in the future.

The ongoing plantation and landscaping activities will contribute towards creating a healthier and more pleasant urban environment in Islamabad. Increased green cover will provide shade, improve the urban landscape and contribute to environmental sustainability and biodiversity. The enhanced greenery along major roads, parks, green belts and recreational destinations will further improve the overall beauty and attractiveness of the federal capital.

Chairman CDA and Chief Commissioner Islamabad Sohail Ashraf has directed the concerned formations to maintain the momentum of the tree plantation campaign and further expand the ongoing activities across different areas of the city. He has also emphasized that the protection and proper maintenance of existing green areas and trees must be ensured alongside new plantation activities so that Islamabad’s distinctive green character can be preserved over the long term.

The CDA is also encouraging citizens, educational institutions, the business community, traders, civil society, students and other stakeholders to actively participate in the plantation campaign and play their role in protecting newly planted trees and green spaces. The CDA maintains that public participation, alongside the efforts of government institutions, is essential for preserving Islamabad’s beauty, greenery and environmental sustainability.

سی ڈی اے کی جانب سے نئے لگائے گئے درختوں اور پودوں کے تحفظ اور نگہداشت پر بھی خصوصی توجہ دی جا رہی ہے تاکہ ان کی صحت مند نشوونما اور طویل مدتی پائیداری کو یقینی بنایا جا سکے۔ متعلقہ شعبہ جات کو ہدایت کی گئی ہے کہ شجرکاری کے مقامات کی باقاعدگی سے دیکھ بھال کی جائے، پودوں کو مناسب پانی فراہم کیا جائے اور ان کے تحفظ کے لیے ضروری اقدامات یقینی بنائے جائیں۔ چیئرمین سی ڈی اے نے واضح کیا ہے کہ شجرکاری کے ساتھ ساتھ پودوں کی مؤثر نگہداشت اور حفاظت بھی اتنی ہی اہم ہے تاکہ آج لگایا جانے والا درخت مستقبل میں اسلام آباد کے گرین کور کا مستقل حصہ بن سکے۔

شجرکاری اور لینڈ اسکیپنگ کی ان سرگرمیوں سے اسلام آباد کے شہری ماحول کو مزید صحت مند اور خوشگوار بنانے میں مدد ملے گی۔ گرین کور میں اضافے سے شہریوں کو سایہ، بہتر ماحول اور خوبصورت شہری منظرنامہ میسر آئے گا، جبکہ شجرکاری سے حیاتیاتی تنوع کے فروغ اور ماحولیاتی بہتری میں بھی مدد ملے گی۔ اسلام آباد کی اہم شاہراہوں، پارکس، گرین بیلٹس اور تفریحی مقامات پر بڑھتی ہوئی سبزہ کاری سے شہر کی مجموعی خوبصورتی اور کشش میں بھی مزید اضافہ ہوگا۔

چیئرمین سی ڈی اے و چیف کمشنر اسلام آباد سہیل اشرف نے متعلقہ شعبہ جات کو ہدایت کی ہے کہ شجرکاری مہم کی رفتار کو برقرار رکھا جائے اور شہر کے مختلف علاقوں میں جاری سرگرمیوں کو مزید وسعت دی جائے۔ انہوں نے اس امر پر بھی زور دیا ہے کہ شجرکاری کے ساتھ ساتھ موجودہ سبزہ زاروں اور درختوں کا تحفظ اور مناسب دیکھ بھال بھی یقینی بنائی جائے تاکہ اسلام آباد کے سرسبز تشخص کو طویل مدت تک برقرار رکھا جا سکے۔

سی ڈی اے کی جانب سے شہریوں، تعلیمی اداروں، کاروباری برادری، تاجر برادری، سول سوسائٹی، طلبہ اور دیگر اسٹیک ہولڈرز کو بھی شجرکاری مہم میں بھرپور حصہ لینے اور لگائے گئے درختوں اور گرین اسپیسز کے تحفظ میں اپنا کردار ادا کرنے کی ترغیب دی جا رہی ہے۔ سی ڈی اے کا مؤقف ہے کہ اسلام آباد کی خوبصورتی، سرسبزی اور ماحولیاتی پائیداری کو برقرار رکھنے کے لیے سرکاری اداروں کے ساتھ ساتھ عوامی شمولیت بھی انتہائی اہم ہے۔
