SELD & NADRA Join Hands for a Smarter, Child-Centered Education System

A historic agreement was signed today between SELD, Government of Sindh, and NADRA under the World Bank–supported SELECT Project. This partnership will speed up the rollout of the Student Attendance Monitoring & Redress System (SAMRS) and expand village-level CRC services, ensuring every child around government schools receives their Child Registration Certificate (CRC) easily and on time.

With the presence of Secretary SE&LD Mr. Zahid Abbasi, CPM RSU Mr. Junaid Hameed Samo, World Bank colleagues, PMIU SELECT team, and senior NADRA officials, this collaboration marks a major leap toward digital governance, accurate student tracking, and inclusive education across Sindh.

🌟 Sindh Launches Digital System to Transform Education 🌟

Sindh Chief Minister Syed Murad Ali Shah has officially launched the Student Attendance Monitoring and Redress System ( ) — a pioneering, transformative, and nationally replicable model designed to place technology and evidence-based planning at the heart of education reform.

Speaking at the launch ceremony, the Chief Minister said that SAMRS is the first integrated digital platform in Pakistan that connects student attendance, school infrastructure, teacher performance, and learning outcomes in one system.

“This is not just a monitoring tool,” said Syed Murad Ali Shah. “It enables us to make decisions based on data rather than assumptions — helping us identify challenges and respond quickly for the betterment of our children.”

The launch was attended by Education Minister Syed Sardar Shah, Secretary SELD Mr. Zahid Ali Abbasi, World Bank Country Director Ms. Bolormaa Amgaabazar, and senior representatives from UNICEF, GPE, ADB, British Council, JICA, education experts, and SELD officials.

Together, they reaffirmed their commitment to building a data-driven, transparent, and inclusive education system for every child in Sindh. 💡📊

World Bank Team Visits SELECT Project School Sites in District Thatta
The World Bank’s Social Development Consultant, Ms. Mehrunisa Malik from the Global Department for Social Development, visited two school sites under the Sindh Early Learning Enhancement through Classroom Transformation (SELECT) Project in District Thatta — GBPS Hashim Mafer and GBPS Muhammad Ali (Ghulam Muhammad Shah), Taluka Mirpur Sakro.
The visit aimed to pilot the Contractor Environmental & Social (E&S) Performance Scorecard, an important initiative to strengthen environmental and social compliance, occupational health and safety, and community engagement at school construction sites.
During the field visit, Ms. Mehrunisa observed E&S compliance measures, including health and safety signages, workers’ protection practices, and temporary school arrangements for students. The team also held discussions with School Management Committee (SMC) members, parents, and students, who expressed their appreciation for the ongoing efforts and excitement for the new school buildings.
The communities shared their satisfaction with the project’s transparency, safety practices, and inclusive approach. The visit reflects SELD’s and RSU’s commitment under the SELECT Project to ensure that all construction activities meet World Bank’s Environmental and Social Standards while delivering safe, inclusive, and child-friendly learning environments for all.

Today, 54th Local Education Group held at Reform Support Unit the meeting chaired by Mr. Junaid Hameed Samo, Chief Program Manager RSU, and co-chaired Mr. Fuad Pashayev, Pakistan. Ms. Erum Rind Project Coordinator briefed progress of the SELECT Project and government contribution, aimed at improving reading skills and student retention in Sindh’s primary schools. Key included teacher capacity-building through continuous professional development, distribution of additional learning materials, early grade assessments, and the upgradation of 295 schools. Leadership and accountability were strengthened through a new attendance monitoring system, with 99% of schools now reporting data.

Ms Abeer Education Manager , briefed progress of Sindh Learning Program and System Capacity Grant , emphasizing equitable school validation and selection, prioritization of girls’ schools, and gender-responsive planning. Updates were shared on budget allocations, BOQ reviews, procurement, and the establishment of centers. Key challenges, including double targeting of schools and delayed teacher deployment, were also addressed, with strategies to resolve them through stakeholder coordination and the . The System Capacity Grant has been approved, paving the way for stronger policies, gender-responsive frameworks, and enhanced data systems through a multi-sectoral approach.

Mr. Fuad Pashayev from Pakistan expressed gratitude at the 54th LEG Meeting and UNESCO’s new role as for the project in Sindh, reaffirming commitment to out-of-school children, girls’ education, -responsive learning, and close collaboration with partners. UNESCO, as the new coordinating agency for the Global Partnership for Education, reaffirmed its commitment to advancing inclusive, sustainable, and climate-responsive education, while appreciating the collaborative efforts of the Government of Sindh, , , and partners in addressing the urgent challenge of out-of-school children.
