CONSTITUTION OF
PAKISTAN QUAMI LEAGUE

1. NAME OF THE POLITICAL PARTY:
“PAKISTAN QUAMI LEAGUE”

2. AREA OF OPERATION:
The whole of Pakistan, having distinct, identified structures and their offices at national, provincial and local levels. Party may also open International secretariat.

3. AIMS AND OBJECTS
This party shall struggle to achieve following aims and objects:
i) End of parochialism, prejudices, terrorism, sectarianism, religion or provincial hatred or animosity, groupings, mafiasm, bhatta culture.
ii) Educated, gentle and honest persons to join politics and this party.
iii) Liberal, Secular and Social democracy.
iv) Grass root leadership
v) Complete autonomy to provinces.
vi) More provinces are created.
vii) Evaluated investment oriented foreign policy of the country to benefit economic growth of country, production, exports, scientific research, education, health, sports, job opportunities etc. and well being of overseas. Pakistanis. Foreign missions shall be held responsible to bring results, thereof.
viii) Accountable bureaucracy, judiciary, election commission and rulers before public.
ix) Appointments and promotions on merits.
x) Eliminate mounting rowdyism in politics, service, unions, academic institutions or any walk of life.
xi) Ban of politics in government departments, academic institutions and at working places.
xii) Impartial population survey, municipal and cantonment limits re- earmarked and electro delimitations on the basis of population representations of the area, which ensures administrative arrangements and workings.
xiii) Compulsory A/Metric level education.
xiv) Corruption less governance
xv) Fair fixation of prices of medicines and other items.
xvi) Freedom of trade, speech and expression.
xvii) Freedom of expression to press, written and electronic media.
xviii) Confiscation of Wealth earned through corruptions and bribe in favour of state.
xix) Barren lands are developed and put under cultivation.
xx) To do all such acts and deeds which are necessary for the benefits of economic, social, cultural uplift, health ,educational, games, mental, physical, technical and scientific growth of masses, Muslim Umah and human as a hole to serve them without any discrimination of cast, creed, race and religion to serve all equally.
xxi) Resources of country are fully utilized to increase economic activities to achieve full employment and reduce poverty level.
xxii) Holding of Public meeting, corner meetings, rallies, walks, seminars, lodge campaigns and adopt all such methods and means, adopted by political parties to achieve the goals, aims and objects of Party as out lined, fixed, earmarked and enlarged by party high command required and suiting to the circumstances as need of the time, in consultation with Chairman of the Party.

4. ELECTRAL COLLEGE :
i) Local members shall be the Electoral College to elect Local Office Bearers and local executive committee members.
ii) Local office bearers and local executive committee members, in person or through delegates shall constitute Electoral College to elect, Town, District, City and Provincial Office bearers and Provincial Executive Committee Members.
iii) Provincial office bearers and Provincial Executive Committee members, in person or through delegates, shall be Electoral College to elect. Chairman of the party. Central Office Bearers and Central Executive Committee Members.

5. ORGANISATIONAL STRUCTURE OF THE PARTY:
The party shall have the following organizational structure:
i) Central Office Bearers and Central Executive Committee Members.
ii) Provincial Office Bearers and Provincial Executive Committee Members.
iii) City Office Bearers and City Executive Committee Members.
iv) District Office Bearers and Executive Committee members.
v) Town Office Bearers and Town Executive Members.
vi) Local Office Bearers and Local Executive Committee.
vii) Executive Committees shall constitute of Office bearers and Executive Committee Members at respective structural federal, provincial, District, Town and Local levels.
viii) There will be 8 executive committee members which size and number may be increased on popularity of Party, according to the requirements and expansion of the party by the executive committee, with consent of District President in case of town and local with approval of Chairman, with consent of provincial president in case of District and Town, with approval of Chairman of the party with consent of Chairman in case of provincial and central.
ix) At Central level, there shall be, Chairman who shall be Party head, Senor Vice Chairman, Vice Chairman, Secretary General, Joint secretary. Deputy Secretary, Finance Secretary, Information Secretary and such many other secretaries and office bearers, conveners, committees and coordination committees, Rabita committees etc. or with whatever name called on the advices and discretion of Chairman as are required for smooth functioning of the Party at the time.
x) At Centre the Central Executive Committee may also include, the Provincial presidents, heads of women, labour, students, medical aid, social wings committees and such any other office bearer(s), as is required for necessary participation and is given status of Central Executive Member by the Chairman, delegates may also be given status of Central Executive Committee member by the Chairman.
xi) Chairman shall preside over the Central Executive Committee meetings and such any meeting of the party with a power and right to cast deciding vote and veto the decision and verdict of Chairman of the Party shall be the decision of Executive Committee.
xii) Chairman shall have veto power to cancel and over rule the decisions and findings of any executive committee or office bearer of any structural level if found injurious to the interest of Party or if is found hurdle in implementing any of the aims and objects of the Party.
xiii) Chairman shall have vested right to dissolve any Committee, at Central, Provincial, District, City, Town and Local level, under advise and in consultation with Central Executive Committee, respective provincial, city, district, town and local committee and the concerned committee itself or on his own, appoint conveners or to hold fresh elections as circumstances permit or suit in best interest of Party.
xiv) At Provincial, District, Town and Local levels there shall be President, Senior Vice-President, Vice- Presidents, Secretary, Joint Secretary, Deputy Secretary, Finance Secretary and Secretary Information and such many Vice Presidents other secretaries and other port folios of office bearers as are required for smooth functioning of the Party affairs.
xv) There shall be labour Division, women’s wing, students organizations, social and well fare committees and such many committees as may be required etc.

6. ELIGIBILITY OF MEMBERSHIP OF PARTY:
Every person of 18 years of age and above possessing sound mind, good moral character can become a member of the party provided the person agrees to abide by the constitution, policy, Rules and Regulations of the Party and pays its prescribed membership fee.

7. PROCEDURE FOR ADMISSION OF MEMBER:
i) A person may apply for membership on the prescribed form of the Party. The Executive Committee may accept or reject such membership application.
ii) In case of rejection the applicant shall have the right of appeal to the Chairman of the Party.
iii) A person shall become a member only after payment of the prescribed fee.

8. MEMBERSHIP FEE:
Membership fee shall be Rs.10 in addition to that every member may make voluntary contributions towards the party’s funds.

9. RIGHT AND PRIVILEGES OF THE MEMBERS:
Member shall have the right of Party’s identification card, to vote and take part in the meeting and function of the Party and hold office, participate in Elections held for public offices, elective offices and legislative bodies, including the membership of the Majlis-e-Shoora (parliament)/National Assembly and Senate, and Provincial Assemblies, or with whatever name called from Party plate form.

10. PROCEDURE FOR CANCELLATION OF MEMBERSHIP:
Membership may be terminated on any one of the following grounds:
i) Non-payment of fees after 30 days of the due date 1st July of subsequent year. In this case the Finance Secretary will issue 15 days notice to the member who may be in arrears prior to the due date .If, after the final notice (which will be given 30 days after the due date ) the member is still in arrears, his/her name shall be struck-off the Membership register of the Association.
ii) If the members conduct is detrimental to the interest of the Party, or if the member is elected person of any public office is guilty of floor crossing; in this case, the Executive committee shall give at least 15 days notice to the member concerned to defend himself/herself against the proposed action, an opportunity of gearing, as his/her right of being heard. After receiving the reply if the Central Executive Committee is satisfied that the conduct of the member is detrimental to the interest of the Party it may by a majority of 2/3rd of the votes cancel/ terminate his/her membership.
iii) Death of the Member:
iv) Resignation: A member may resign his/her membership of the Party by writing to the Executive committee through the General Secretary.

11. RESOLUTION OF DISPUTE BETWEEN MEMBERS AND PARTY AND PROCEDURE FOR RESTORATION OF MEMBERSHIP:
i) In case it is due to non-payment of membership fee as per Article 8 (i), his/her membership may be restored after payment of all the dues outstanding against the member subject to the approval of the Executive committee.
ii) In case of his/her conduct being detrimental to the interest of the Party, including floor crossing the Central Executive committee may restore his/her membership after he/she gives a written assurance that he/she will not work against the interest of the Association .
iii) In case a person’s membership is not restored or his/her dispute is not resolved by the Executive committee at structural level, he/she shall have the right to appeal to the Chairman of the Party whose verdict shall be final.

12. ELECTION OF PARTY LEADER AND OTHER OFFICE-BEARERS AT THE CENTERAL, PROVINCIAL CITY, DISTRICT, TOWN AND LOCAL LEVELS:
Election shall be through secret ballot.

13. SELECTION OR NOMINATION OF PARTY CANDIDATES FOR ELECTION TO PUBLIC OFFICES AND LEGISLATIVE BODIES:
Besides required academic qualification, basis of selection shall be availability, popularity, devotion, ability to generate funds for party, ability to make members of Party. Writers, debaters, intellectuals, professionals, social workers, human rights activists, philanthropists reputed persons shall be preferred. Liking, acceptability, proposal and approval of executive committee and committees commensurate with approval of Party’s Chairman shall be the deciding factor. Selection shall be on competitive basis on merits.

14. QUALIFICATION AND TENURE OF THE PARTY LEADER AND OTHER OFFICE-BEARERS OF PARTY:
To become Party leader and office bearer of Party a person must be a member and Tenure of office is 4 years.

15. POWERS AND FUNCTIONS OF THE EXECUTIVE COMMITTEE:
i) The Executive Committee(s) at their structural levels shall be the chief Executive Organ(s) of the Party i.e. at Central/National, Provincial, City, District, Town and local levels, and shall exercise General Supervision and control over all its activities at it’s level under command of Central Executive Committee and Party Chairman. .
ii) It shall act for and represent the Party in all matters at its level.
iii) It shall appoint from amongst members of the Association sub-Committee for any special purpose or programmed as may be necessary.
iv) It shall accept, suspend, cancel or restore membership of any person in accordance with the procedure laid down in Articles (6) and (8) .
v) It shall appoint, suspend or dismiss the paid staff of the Party if deemed necessary.
vi) It shall determine the terms and conditions of the employment of staff
vii) After elections the Committee shall draw up the programmers and be responsible for it’s implementation.
viii) A member who fails to attend more than three consecutive meetings of the Committee without prior intimation, shall cease to be it’s member.
ix) The Committee shall keep a register of members to be maintained and kept up-to-date, at structural levels or any level as needed, in which the names and addresses of all of members of the Party shall be entered, with the payments made by each of them by way of donations or subscriptions as the case may be.
x) The management and control of the affairs of the Party and all property moveable as well as immoveable belonging to the Party shall vest in the Executive Committee(s) who shall administer it for the aim and objects of the Party only.
xi) All members of the Committee shall be honorary and shall not charge any remuneration.
xii) Executive Committee(s) shall fix the Date and Time for holding, meetings and annual general body meeting.
xiii) Executive Committees at all structural levels shall submit returns and Central Executive Committee shall compile/consolidate from received returns from all respective executives committees at structural levels prepare annual reports and get accounts audited and present them to the General Body.

16. POWERS AND FUNCTIONS OF OFFICE BEARERS:
a) Under the guidance of the Chairman of the Party Presidents; the office bearers in their area and at their level shall:
i) Ensure that the constitution is duly carried out in all respects.
ii) Keep him/her informed of all the activities of the Party.
iii) Guide the office bearers and members in discharge of their duties towards the Party.
iv) Exercise the right of casting vote when the house is equally divided in any of the meeting of the Party at his structural level, its Executive Committee or any sub-committee.
v) Preside over the meeting Executive Committee at its structural level.
vi) On instructions or on advice of Party Chairman dissolve Executive Committee(s) at his structural level, or levels under him.
vii) Provide financial assistance to centre, or any party structural level under instructions in knowledge and under instructions of Party Chairman.
viii) To ensure that no pilfering of party fund is made or Party fund is not wasted.
ix) To ensure that no such any act is conducted which is injurious to the interests of Party or defames the Party.
x) In case of an emergency chairman is empowered to meet expenditure and allow presidents to meet expenditure.

b) Senior Vice Chairman, Vice Chairman, Senior Vice President, Vice President, Secretary General, Conveners, Committee Heads, all office bearers, Members Executive Committee and Members at all structural levels shall: Assist the Chairman in the discharge of his/her duties:
i) Senior Vice presidents and on their non availability; vice presidents at provincial, City District and local levels shall perform such duties as may be assigned to him/her by the Chairman and structural level president.
ii) Assume the power and discharge the duties of the president in his/her absence.

c) Secretary General shall be the next in command after Chairman and Provincial, District and Local Secretaries and shall:
i) Act in consultation with the chairman and president of their level and structure and be responsible to their Executive Committee.
ii) The Secretary General and secretary in consultation with the chairman and president, shall call the meeting of the Party and its Executive Committee in accordance with the provisions of the constitution and be responsible for ex*****on of all the resolutions and directives of Executive Committee and the chairman.
iii) He/she shall attend the meeting of the General Body and also of the Executive Committee and keep a correct record of the proceedings of all such meetings.
iv) He/she shall verify all bills, vouchers etc., and forward them to the Treasurer for scrutiny and payment as per rates.
v) He/she shall be responsible for the General supervision of the office and the staff and institutional services, if any of the Party. The Executive Committee may delegate to him/her the power to appoint/dismiss or reprimand members of the staff for dereliction of duty or any other lapse. Any such action taken shall be reported to Chairman for approval which shall be final.
vi) He/she shall prepare the annual Report of the Party and submit it to the Executive Committee and Chairman.
vii) He/she shall conduct all correspondence on behalf of the Party, except on policy matters for which prior approval and instructions of the Executive Committee, with approval of Chairman shall be necessary. However he may also delegate his powers and take assistance.
viii) He/she shall be the ex-officio member of all Sub-Committee.

d) Joint Secretary:
i) He/she shall assist the Secretary General and Secretary in the discharge of his/her duties.
ii) He/she shall act as Secretary during his/her absence.

e) Finance Secretary:
The Finance Secretary shall be in charge of the finances of the Party.
i) He/she shall operate the Bank Account of the Party along with the Chairman or Secretary General at Federal level, along with President or Secretary of its structural level, as may be decided it’s Executive Committee or the Chairman.
ii) He/she shall receive and collect all donations, grants in aid, subscriptions, dues and other payments on behalf of the Association and will issue proper receipts thereof.
iii) He/she shall maintain accounts of the Party in proper registers and present monthly accounts of the Party to its Executive Committee and Chairman.
iv) He/she shall prepare the annual Budget and place it before the Budget Committee for approval prior to its submission to the Chairman of the Party
v) He/she shall be entitled to keep imprest cash for day to day expenditure and the amount shall be fixed by the Executive Committee with approval of Chairman.
vi) He/she shall be responsible for proper auditing of the Party’s Account by an auditor duly appointed by the Central Executive Committee.

f) Joint Finance Secretary:
i) He/she shall assist the Finance Secretary in the discharge of his/her duties.
ii) He/she shall act as Treasurer during his/her absence.

g) Information Secretary:
Shall:
i) Maintain contact with the public, press, T.V. local bodies, Government Agencies and other Political parties.
ii) He/she shall publicize the activities of the Party through various information, medias and perform such other duties as may be assigned to him/her by the Executive Committee.
iii) Issue press releases.

17. MEETINGS:
Practically the Executive Committees and Office bearers are in regular meetings for smooth functioning of Party affairs there shall not be required any procedure prescribed procedure to convene and call meetings as such, however.

a) Annual General Body Meeting:
i) The annual General Body Meeting of Party at its structural level shall be held once a year, within 45 days of expiry of the financial year, to which the party members or their delegates shall be invited to participate. A member or group of members of the party may nominate in writing any other member of the Party as a delegate to represent him or them and cast his or their votes.
ii) The business transacted at such a meeting shall include:
a) Confirmation of the Minutes of the last annual meeting.
b) Adoption of the annual report.
c) Adoption of the annual audited accounts.
d) Elections, if and when due.
e) Appointment of auditors.
f) Amendment in the constitution in accordance with the procedure.
g) Any other matter permitted by the chair.
iii) A written notice of 15 days shall be necessary for an annual General Body meeting.

b) Executive Committee Meeting:
i) The Executive Committee will ordinarily meet at least once in two months.
ii) A notice of seven days will be necessary for an ordinary meeting of the Executive Committee.
iii) A special or emergent meeting of the Executive Committee may be called at the discretion of the president at a notice of 48 hours.
iv) Quorum: 1/3rd of the members shall form the quorum for a meeting of the Executive Committee.
v) If within half an hour of the specified time, the quorum is not complete, the meeting shall stand adjourned. An adjourned meeting shall be held after 7 days to conduct the same business, no quorum required for adjourned meeting.
vi) If a member fails to attend three consecutive meetings of the Executive Committee without prior and written intimation he/she shall cease to be a member of the Executive Committee.

18. TERM OF OFFICE :
The term of office of the Executive Committee shall not exceed 4 years.

19. ELECTIONS:
i) Elections shall be held after 4 years within 45 days of the end of the financial year.
ii) The Executive Committee shall continue to hold office and discharge its duties in accordance with the constitution until such time as the new Executive Committee and office bearers are elected.
iii) An Election Commissioner, shall be appointed by Executive Committee, with consent of Chairman, to arrange and conduct election of the office bearers and members of the Executive Committee
iv) The Election Commissioner and members of the Election Committee will not be entitled to seek election for any post in the Executive Committee.
v) The Notice giving the date, time and place of election meeting of the General Body would also be sent to all the members by post under postal Certificate at least fifteen days before the date of election.
vi) Nomination papers of candidates bearing signature of proposor and secondor who are bona fide member shall be submitted to the, Election Commissioner, one week before election date, the candidate can withdraw within two days of the submission of nomination papers. The Election Commissioner for his assistance may also form and constitute its committee from and amongst members of Party.
vii) All elections shall be conducted by secret ballot.

20. VACANCIES IN EXECUTIVE COMMITTEE:
i) The vacancy of an office bearer or member occurring in the Executive Committee or Committees before the next election shall be filled by election from amongst the members of the Executive Committee. Chairman shall have vested powers to fill casual vacancies ad make fresh appointments.
ii) The authority and competence of the Executive Committee shall not be affected and its acts shall not be invalidated merely by reason of the existence of any vacancy in the membership of the Executive Committee or any of its subcommittees.

21. FINANCIAL ADMINISTRATION:
i) The Financial year of the party shall be from the 1st July to 30th June of the next year.
ii) Funds of the Party may also be kept in a Scheduled Bank.
iii) The appointment of auditors shall be made by the Federal Executive Committee with approval and consent of Chairman of the Party.
iv) All cheques shall be signed jointly by the following :
a) At District, City/ Divisional and Provincial level by the Treasurer and the president or Secretary.
b) At Federal Level by the Secretary General or the Chairman.
v) The accounts of the Association shall be audited annually by the Chartered Accountant.

22. AMENDMENTS OF THE CONSTITUTION:
Any member wishing to suggest an amendment in the constitution may do so by writing to the Federal Executive Committee after approval of the Federal Executive Committee the proposed amendment shall be presented to the Party Chairman and on his assent only, the Constitution shall stand so amended.

23. DISSOLUTION OF THE PARTY:
With majority consent of the members and on approval of Chairman the Party may be dissolved or merged with any other Political party.

24. USE OF INCOME
The money, property or income or any part thereof will be utilized for promoting its object.
