Empowering Sustainable Family Planning: Celebrating the Graduation of Sindh’s Initiative
Under the leadership of Dr Azra Fazal Pechuho, Minister for Health & Population, Sindh, The Health & Population Department, in collaboration with Greenstar–The Challenge Initiative (GSM-TCI), proudly celebrated a significant milestone at the Graduation Ceremony. This event marked a pivotal step toward establishing a self-reliant and sustainable family planning program in the province.
Held on October 23rd, the Graduation Ceremony acknowledged the successful establishment of a self-sufficient health system for sustainable family planning (FP) scale-up across eight intervention districts: Malir, West, South, Central, Korangi, Keamari, East, and Hyderabad. These districts were selected by local governments in 2022 for implementing High Impact Interventions (HIIs). With the support of Greenstar-TCI and the guidance of the government, they have now been recognized as graduated cities after completing three years of HIIs.
The Challenge Initiative (TCI) views graduation as a continuous process and a testament to sustainable success. The year-long journey begins with a pre-graduation phase, during which cities demonstrate improvements not only in the uptake of family planning methods but also in their overall health systems.
TCI's “business unusual” approach empowers local governments to self-select and lead the implementation of best practices in family planning interventions, with TCI providing coaching and on-demand technical assistance. From the beginning, local governments are set on a path toward self-reliance, ultimately “graduating” from TCI support.
Among the numerous program achievements, key highlights include the increase in Additional Users for Family Planning, soaring from just 7,000 in June 2022 to an impressive 370,000 by the end of August 2025. During this period, while implementing HIIs, the TCI team focused on building the capacity of public healthcare staff, training 12,727 individuals. Additionally, 13,881 health facility camps were organized, serving 689,407 FP clients. Notably, 2,628 healthcare staff were trained in Postpartum FP, and 13,225 camps were set up in underserved populations, catering to 523,938 FP clients. Furthermore, 78 health facilities were upgraded, significantly enhancing client inflow in deserving areas.
The Graduation Ceremony was honored by the presence of notable figures, including Mr. Hafeezullah Abbasi, Secretary of the Population Welfare Department Sindh; Mr. Rehan Iqbal Baloch, Secretary of the Health Department Sindh; Dr. Talib Lashari, Technical Advisor, CIP PWD; Dr. Shahnaz Wazir Ali, President of SZABIST; Dr. Farhana Memon, Program Director of RMNCH Sindh; Dr. Shahida Rehmani, Member of the National Assembly; District Health Officers; District Population Welfare Officers; Lady Health Supervisors and Workers; Dr. Syed Aziz ur Rab, CEO of GSM; Fawad Shamim, GM of GSM; Dr. Syed ud Huda; Ghazunfer Abbas, Chief of the Party GSM; along with other team members and local government health representatives from the eight GSM-TCI supported districts, as well as academics, community activists, and influencers.
This milestone underscores the importance of capacity building, innovation, and collaboration in advancing our goals for FP2030.
