سیکرٹری فنانس پنجاب نے S@GADکی ایسٹیبلشمنٹ کے گریڈ 17سے اوپر کے تمام آفیسرزکوایگزیکٹیوالاؤنس دینے کا نوٹیفیکیشن جاری کیا
محکمہ لوکل گورنمنٹ کی 62 چیف آفیسرز کی سیٹس S&GAD کے ان آفیسرز کے لیے مختص ہیں اگر S&GAD کا کوئی آفیسر بطور چیف آفیسر تعینات ہوتا ہے تو وہ ایگزیکٹیوالاؤنس کا حقدار ہوگا
لیکن اگر لوکل گورنمنٹ کا کوئی آفیسر بحیثیت چیف آفیسر تعینات ہوتا ہے تو وہ اس الاؤنس کا حقدار نہ ہے جو کہ سراسر نا انصافی ہے
عیدین،محرم،رمضان بازار،سہولت بازار،لاک ڈاؤن،پرائس کنٹرول،فلڈ ہر کام میں یہ چیف آفیسرز ہراول دستہ کے طور پر کام کرتے ہیں انکوکبھی اپنوں کے ساتھ عید کرنے کا موقع نہیں ملتا لیکن کسی بھی قسم کی کوئی اضافی ڈیلی،الاؤنس نہ ملتا ہے

تو پھر یہ دوہرا معیار کیوں ہے ایک ہی سیٹ پر اگر S&GAD کاافسر کام کرے تو الاؤنس اور اگرLGS کا افسر کام کرے تو وہ حقدار نہ ہے
گزارش ہے پنجاب کےLGS آفیسرز کو ایگزیکٹیو الاؤنس یا میونسپل سروسز الاؤنس جاری کیا جائے

Local Governments in Punjab are not only serving people at grass root level but also playing their part to improve well-being of the society at large.
As per The Civil Administration Act 2017, status of Local Governments declared as independent and District Administration barred to delegate any of its powers /functions to Local Autonomous Institutions and Officers concerned.In contrast,Chief Officers of LGs been assigned the task of Incharge at Atta distribution points, Price Control Magistrates and mulitiple other assignments of diverse nature.It is pertinent to mention that these are the prime functions of the Government and don't fall under the domain of Local Councils. Using HR,Funds and Officers of LGs to manage this is clear violation of law. The point to ponder is that 48 Departments are available at the disposal of the Government yet only LGs are being used to perform all those tasks which they are not bound to perform.

Even though this is the prime function of District Administration , yet LG officers have never refused to serve in best public interest.

Mr. Muhammad Waqas Gujjar officer of LGS Admin is appointed as Chief Officer municipal corporation Burewala Tehsil.
Chief officer is Administrative head and look up the work of all branches under his supervision/command, which are as Human resource management, Infrastructure and Services, Planning and development of City, Regulations/Enforcement and management of all vital events. Chief officer is one of the key post/prime post in terms of Administration/management and planning of city.

It is requested by Officers of (Punjab Local Government Board)Administration wing, which are Chief Officers/Regulations Officers and ExTMA Cadre officers that, the Government of KPK has given Special Admimistrative Allowance (SAA) @ 1.5 Running basic to Admin Group cadre of Kpk (Local Government Board). Job description is same for a TMO serving in KPK Government or Chief officer serving in Punjab or any other province. Such Financial disparity has caused stress and discriminations among the officers of Same cadre.

Further, Article 25 dictates that all are equal before law and entitled to equal protection of law which is also the basic concept of Islam under which all persons similarly placed in similar circumstances must be treated alike and when certain rights were made available to one or more persons similarly placed then all such persons similarly placed with them would stand entitled to such rights. militate against the concept of equality and equality in service as enshrined in Articles-25&27 of the Constitution of Islamic Republic of Pakistan, 1973.

Therefore as per Article 25 of the 1973 constitution of Pakistan and various judgments of the august supreme court of Pakistan, good governance demands that the financial benefit @ of 1.5 basic pay may also be extended to the Officers of Punjab Local Government Board( Admin Wing)
