Pakistan is a multi-nation state where every Nation has its own language, culture, geographic contiguity, customs and traditions, and specific social and psychological identity. However, the prevailing oppressive and exploitative structure has distorted their identities and obstructed their free socio-economic growth. Our party will strive for abolishing the system built upon national and class-based oppression and exploitation and cultural coercion and dominance, while focusing on the following points:
While acknowledging the Right of Self-Determination of Nations, equal opportunities will be provided to all constituent National Units and groups to progress and prosper freely;
Establishment of a voluntary federal, democratic, welfare state comprising National Units enjoying equal rights, wherein fiscal, administrative and political powers will be devolved to National Units at grassroots level - to district and tehsils / union councils;
Steps will be taken to unite oppressed nations and deprived sections of society on the basis of mutual goodwill and accommodation, co-existence and equal rights for all and wage a collective struggle to achieve the same;
Formulation of a new Social Contract based on recognition of the rights of the people of all the National Units and oppressed and marginalized segments of the society, so as to promote mutual goodwill, love and affection, tolerance and brotherhood, and develop a people-centred political system and new democratic values, in harmony with the norms and requirements of a modern society;
While rejecting the prevailing unnatural and arbitrary delimitation of National Units based on colonial and neo-colonial needs, and acknowledging the principle of reconstituting National Units on geographical, historical, linguistic and cultural lines, Dera Ghazi Khan, Rajanpur, Jacobabad and other such areas whose delimitations were carried out during colonial era will be demarcated afresh, in accordance with the freely expressed will of the people inhabiting these areas;
Struggle for recognition of Balochi, Punjabi, Sindhi, Pashto and Seraiki as National Languages in their respective National Units;
Strive for development of the culture, language, literature, traditions and historical legacies of all National Units on progressive and modern lines and preservation of respective national heritages, symbols and relics of all cultures as symbols of national identity;
Endeavour to promote progressive, democratic and pro-people norms and values, in order to raise awareness of the society for the need to eradicate obsolete and regressive values of tribalism and feudalism; strive for the integration of backward and far-flung areas of the country on modern lines by constructing roads and other communication networks between them;
Struggle to end the policy of facilitating settlement of non-locals in the National Units, which in turn leads to reducing the locals to a minority; all efforts will be made for the protection of the interests of local population;
Strive to ensure that the inalienable rights of National Units on their respective land and marine resources is acknowledged and respected by the state;
Struggle to strengthen law and order situation in the National Units by controlling thefts, robberies, smuggling, narcotic and drug trafficking etc., thus ensuring the safety and security of the people;
Struggle to secure jobs for the local inhabitants of all National Units in their own respective areas; ensure the distribution of jobs in Federal/Defense establishments as well as in other policy making institutions on the principle that every such institution will be equally representative of all National Units in letter and spirit. Complete liberation from foreign dominance
Pakistan is currently under complete dominance of foreign powers, in as much as all its internal, external, political and economic policies are dictated by these powers. Participation of people in the country’s major national and political decisions is so minimal that our ruling classes are freely and persistently serving foreign interests in the region at the expense of the interests of their own people. Our party will take the following steps for freeing the country from the strong hold of foreign powers:
All bilateral agreements and contracts concluded secretly between foreign powers and their local cohorts will be terminated; further, all bilateral agreements and contracts related to provision of information/communication facilities as well as utilization of land, air and marine facilities and resources for military purposes by foreign countries will also be cancelled;
All anti-people military and economic loan agreements with foreign powers with strings attached will be terminated and their undue influence and interference in financial institutions will be eliminated;
All anti-people agreements with multinational corporations covering foreign trade and direct financial investment will be revised to make them subservient to national interest and people-friendly, while such investments that are not in the interest of the people will be banned completely. Establishment of a welfare state to replace the ‘security state’ and tribal, feudal and outdated social systems
Apart from Pakistan being subservient to foreign interests and influences, its economy is under complete control of feudal lords and a handful of self-seeking elite class; therefore, any kind of reform has remained impossible, resulting in a slow and disparate process of economic growth and all economic gains being grabbed by a very few while 95 percent of the population are suffering from mounting poverty and exploitation at all levels; in order to abolish this unjust and oppressive economic system and replace it with a system based on growth combined with social justice, our party will take following steps:
Set the economy on modern lines by giving up the dependence on exploitative international bodies and instead focusing on developing our own human and natural resources and seeking new avenues of progress and development by adopting the system of ‘mixed economy’ and strive to transform the country into a welfare state;
Agricultural reforms will be introduced and implemented as stated below:
Ownership of agricultural land shall be subject to a maximum ceiling of 100 acres for irrigated land and 400 acres of arid land at the rate of per production unit;
All state-owned and unsettled lands will be transferred to landless peasants in accordance with the ownership ceiling mentioned in(1) above;
Lands allotted to military and civilian officials will be taken back into state control and allotted to landless peasants;
Following special initiatives will be launched to develop agriculture sector;
Dams will be built to irrigate unsettled and arid lands;
Agro-based industries as well as the use of modern machinery and technology in agriculture will be promoted;
Advanced agricultural implements and equipments, tractors, fertilizers, pesticides, seeds, etc. for peasants/farmers shall be exempted from tax and in order to promote agriculture, a subsidy will also be granted on agricultural products;
Interest-free loans and other financial grants will be provided to peasants/farmers; agricultural tax, water tax and land revenue will be waived for up to 16 acres of land;
Laws will be framed to provide incentives to agricultural laborers and tenants while parallel steps will be taken to prevent their unfair dispossession;
Agricultural laborers and tenants will be given the right to form associations and they will be extended full cooperation in acquiring better services and facilities;
Better facilities will be provided for transportation of agricultural produce to markets and peasants/farmers will be assisted in maintaining a better quality of life by setting reasonable official prices for agricultural produce;
Large-scale farms will be established with a view to encouraging livestock and cattle farming; arrangements will be made for permanent settlement of gypsy families with the provision of basic services like water, electricity, accommodation, education, medical treatment, transportation and employment, besides setting up mobile schools;
Marine resources will be developed with the provision of advanced equipment and easy loans to fishermen; efforts will be made to save them from the tyranny of contractors; effective steps will be taken to prevent the extinction of marine life; prices of marine products will be set in a manner as to help fishermen maintain a reasonably decent standard of life;
Water resources will be developed; dams, check dams, reservoirs and regulators will be constructed on all rivers to improve the irrigation system; electricity network will be laid across all villages so that underground water resources may be put to maximum use;
