On October 27, 2025, Mr. Arbab Talib-ul-Moula, Commissioner for Afghan Refugees (CAR) Balochistan, visited the Voluntary Repatriation Center (VRC) in Balleli to oversee the ongoing repatriation process of Afghan refugees.

During his visit, Mr. Talib-ul-Moula ensured that the repatriation process was conducted in a smooth, dignified, and transparent manner, in line with the directions of the Honourable Minister for States and Frontier Regions (SAFRON).

He also instructed the concerned staff at the VRC to extend all possible facilitation to returnees, particularly women, children, and elderly individuals, ensuring their safe and legal return to Afghanistan.

The Commissioner reaffirmed the Government’s commitment to supporting a humane and well-coordinated repatriation process for Afghan refugees in Balochistan.

کوئٹہ:ـــــــ معزز سینیٹر اسد قاسم، چیئرمین سینیٹ کی قائمہ کمیٹی برائے امورِ کشمیر، گلگت بلتستان و سیفران، نے کمشنریٹ برائے افغان مہاجرین کے دفتر کا دورہ کیا۔ اس موقع پر کمشنر جناب ارباب طالب نے اُن کا پُرتپاک استقبال کیا اور اُنہیں ادارے کی سرگرمیوں، چیلنجز اور موجودہ پالیسیوں سے متعلق تفصیلی بریفنگ دی۔

دورے کے دوران افغان مہاجرین کی فلاح و بہبود، اُن کی واپسی کے منصوبوں، مقامی کمیونٹی کے ساتھ تعلقات، اور کمشنریٹ کی جانب سے جاری مختلف فلاحی پروگراموں پر تفصیلی تبادلہ خیال ہوا۔ معزز مہمان کو موجودہ اعداد و شمار، مالیاتی ضروریات، اور درپیش مسائل سے بھی آگاہ کیا گیا۔

معزز سینیٹر نے کمشنریٹ کی کاوشوں کو سراہا اور اس امر کا اظہار کیا کہ وفاقی سطح پر افغان مہاجرین کے مسائل کے حل اور ان کے دیرپا انضمام کے لیے تمام ممکنہ اقدامات کیے جائیں گے۔ انہوں نے اس بات پر زور دیا کہ پالیسی سازی میں زمینی حقائق کو مدِنظر رکھا جائے گا۔

دورے کے اختتام پر، کمشنر ارباب طالب نے سینیٹر اسد قاسم کو ان کی آمد اور تعاون کے اعتراف میں ایک یادگاری شیلڈ پیش کی۔ اس موقع پر ادارے کے دیگر افسران بھی موجود تھے، اور ملاقات کو نہایت خوشگوار اور تعمیری قرار دیا گیا۔

On 1st July, 2025, UNHCR Country Representative Ms. Phillippa Candler inaugurated of the solarization project at Bolan Medical Complex Hospital, Quetta. Commissioner Afghan Refugees Mr. Arbab Talib , Head of UNHCR Sub Office, Mr. Tesfaye Bekele, Secretary Health Department Mr. Shehak Baloch, Dr. Liaqat Baloch, Deputy MedicalSuperintendent, and other key notables.Quetta also attended the ceremony. This landmark initiative, implemented by UNHCR Pakistan, aims to significantly enhance the hospital’s operational efficiency by providing a reliable and sustainable energy source. By integrating solar power into the hospital's infrastructure, the project not only supports improved healthcare delivery for both Afghan refugees and host communities but also aligns with broader goals of environmental sustainability and energy resilience in the province of Balochistan.

On 1st July 2025, UNHCR Country Representative Ms. Phillippa Candler visited Balochistan, where she held a detailed meeting with Mr. Arbab Talib, Commissioner for Afghan Refugees, Balochistan, at the Commissionerate for Afghan Refugees Balochistan.The discussion focused on the overall situation of Afghan refugees residing across the province, addressing current challenges and reviewing ongoing support mechanisms to better serve the refugee population.

Pending a decision on the validation/extension of Proof of Registration (POR) cards for Afghan refugees by the Federal Government of Pakistan, the Ministry of Kashmir Affairs and Gilgit Baltistan and States & Frontier Regions has requested all concerned departments/LEAs to ensure that no harassment or adverse action is taken against POR card holders.

A delegation from the GIZ International BBSC project, comprising Jürgen Wintermeier, Hashim Khan, and Samiullah Agha, met with Arbab Talib, Commissioner of the Commissionerate for Afghan Refugees (CAR) in Balochistan. The meeting focused on discussing matters of mutual interest, the Afghan refugee situation in the region, and potential collaboration opportunities between GIZ and CAR.

Commissioner Afghan Refugees, Balochsitan Arbab Talib hosted a dinner in honor of Her Excellency Ms. Henry Folke De Vries, Ambassador of the Kingdom of the Netherlands in Pakistan. The event was attended by Honorable Governor Balochistan Sheikh Jaffar Khan Mandokhail, Inspector General of Police, Balochistan and Senior government officials of the Government of Balochistan.

The RRP Work Plan Coordination Meeting was successfully held on 6th February, 2025, hosted by Commissioner Afghan Refugees Balochistan, Arbab Talib Ul Maula, and co-hosted by Sadia Ata, Team Lead UNFPA Balochistan.

Key discussions focused on:

✅ USPRM support updates and the way forward
✅ Coordination on DFAT-planned interventions
✅ Sustainability and phase-out strategies

Representatives from PPHI, MNCH, and FPAP also participated, contributing valuable insights to strengthen coordination and response efforts.

The meeting fostered productive dialogue and collaboration among stakeholders, ensuring a strategic approach to the evolving humanitarian landscape.

A Consultative Workshop on “Progress Review and Consultative Session on Projects for the Welfare of Afghan Refugees Living in Balochistan” was arranged by CAR Balochistan held in Serena Hotel Quetta, bringing together UNHCR, IOM, and a diverse group of I/NGOs working in Balochistan. Aim of this activity was progress sharing and enhancing coordination among the stakeholders to create synergy and avoid gaps.
