๐Ÿ‘‰ From 5 to 7 October 2026, representatives from the Human Power Hub URBACT Transfer Network came together in Mรกlaga for an intensive programme dedicated to social innovation, social entrepreneurship, youth, education and the development of stronger local ecosystems.

๐Ÿ‘‰ The meeting began with an institutional reception at Mรกlaga City Hall, hosted by the Mayor of Mรกlaga, Francisco de la Torre Prados.

๐Ÿ‘‰ The following morning, the URBACT HPH TNM02 Official Opening brought together Mรกlaga Municipality Authorities and Andalusian Regional Authorities, creating an institutional framework for two days of intensive work and knowledge exchange.

๐Ÿ‘‰ Partners then worked on the Human Power Hub Roadmap with Lead Expert Marion Cugnet, continuing the reflections developed during the URBACT University and connecting them with the next stages of the transfer process.

๐Ÿ‘‰ The programme also took the network directly into Mรกlagaโ€™s social innovation ecosystem.
Through visits and exchanges with the Polo de Contenidos Digitales , 42 Mรกlaga, Asociaciรณn Arrabal-AID and La Noria Mรกlaga Social Innovation Centre, partners explored how the city and the wider territory are connecting social innovation, entrepreneurship, public policy, community participation and local development.

๐Ÿ‘‰ A central part of the meeting was dedicated to two round table discussions.
โ†˜๏ธ One focused on how to boost social innovation and entrepreneurship ecosystems.
โ†˜๏ธ The other explored youth and education as crucial drivers for social innovation.

๐Ÿ‘‰ Together, representatives from Braga, Mรกlaga, Bologna, Espoo, Gdaล„sk, Leipzig and Kyiv shared experiences, challenges and approaches from their own territories.

The programme also presented two remarkable initiatives from Mรกlaga: Mรกlaga Impacta+, which connects projects generating social, environmental and economic impact with investment and procurement opportunities, and the MAIS Observatory, focused on measuring social impact in public projects.

๐Ÿ‘ We would like to express a special thank you to the entire team at Mรกlaga City Council, Asociaciรณn Arrabal-AID and La Noria Mรกlaga for the excellent welcome, the openness throughout the programme and the generous sharing of knowledge and experience.

๐Ÿ‘‰ Their contribution was essential in making these days a meaningful learning experience for the whole Human Power Hub Europe network.

๐Ÿ‘‰ For Mรกlaga, hosting TNM02 created an opportunity to place its local experience within a wider European learning process.
For Human Power Hub Europe, the meeting represented another important step in the transfer process.
Because transferring the Human Power Hub is not about reproducing Braga somewhere else.
It is about understanding which principles can travel, which elements need to change and what new knowledge emerges when a good practice meets a different territory.
Transfer does not produce replicas. It produces new knowledge.
Mรกlaga has now added another layer to that collective knowledge.

๐Ÿ‡ฎ๐Ÿ‡ช For three days in Cork, our seven cities are learning together.

๐Ÿ‘‰ The Human Power Hub Transfer Network is taking part in the URBACT University 2026, and representatives from all seven cities in our network are here: Braga, Bologna, Espoo, Gdaล„sk, Kyiv, Leipzig and Mรกlaga.

๐Ÿ‘‰ Together with representatives from other URBACT Transfer Networks across Europe, we are exploring tools and participatory approaches for stakeholder engagement, peer learning and the development of our future Transfer Plans.

But there is something equally important happening beyond the workshops.

๐Ÿ‘‰ Every conversation allows us to better understand our different local realities. Every question challenges the way we think about transfer. Every shared experience helps us understand what should remain from the Human Power Hub Good Practice and what needs to evolve in each city.

Because transferring a Good Practice is not about making cities more alike.

๐Ÿ‘‰ Cork is therefore more than a training moment. It is another step in building a European community of cities that learn from each other and transform knowledge into local action.

๐Ÿ‘‰ Follow Human Power Hub Transfer Network and discover what our seven cities are learning in Cork.

๐Ÿ’ฌ How can European cities turn shared knowledge into meaningful local change?

๐Ÿ‘‰ Building a strong social innovation ecosystem starts with listening, collaborating and co-designing solutions together.

๐Ÿ‘‰ Mรกlaga hosted the second meeting of its URBACT Local Group (ULG) as part of the URBACT Human Power Hub Transfer Network, bringing together representatives from local government, regional institutions, academia, civil society and the social entrepreneurship ecosystem to continue shaping the city's Transfer Plan.

๐Ÿ‘‰ The meeting focused on analysing and adapting methodologies that will strengthen local social innovation policies while responding to urban challenges through collaboration, participation and shared knowledge. Participants also contributed their expertise to the co-creation of actions that will guide Mรกlaga's local implementation of the Human Power Hub model.

๐Ÿ‘‰ As one of the seven partner cities in the URBACT Human Power Hub network, Mรกlaga is working alongside Braga, Bologna, Espoo, Gdaล„sk, Kyiv and Leipzig to transfer and adapt an innovative approach to social innovation that empowers cities to tackle social, environmental and economic challenges through collaboration across the quadruple helix: public authorities, businesses, academia and civil society.

๐Ÿ‘‰ Every local meeting represents another step towards stronger ecosystems, more connected communities and more resilient cities.

๐Ÿ‘‰ Together, we are proving that social innovation is not transferred by copying solutions, but by adapting knowledge, building trust and creating lasting local partnerships.

Written by Marion Cugnet, Lead Expert of the Human Power Hub Europe URBACT IV Transfer Network, this article explores how a local social innovation practice developed in Braga is evolving into a European learning and transfer process involving seven cities committed to strengthening their social innovation ecosystems.

The article traces the evolution of the Human Power Hub (HPH), recognised as an URBACT Good Practice in 2024, and reflects on the work currently underway through the Human Power Hub Europe Transfer Network.
It explores:

โ–ช The Human-to-Human philosophy that underpins the Human Power Hub model;
โ–ช The journey from a local initiative in Braga to a European network of cities;
โ–ช The diversity, strengths and ambitions of Bologna, Espoo, Gdaล„sk, Kyiv, Leipzig and Mรกlaga;
โ–ช The findings of the HPH Europe Transferability Study;
โ–ช The concept of the Minimum Impact Human Power Hub (MiHPH);
โ–ช The methodology being used to adapt and transfer social innovation practices across different local contexts.

One of the article's central messages is that transfer is not about replication.
It is about understanding local realities, building on existing strengths and creating the conditions for social innovation to become a permanent and effective component of local governance.

As the network enters its Adaptation and Build phase, partner cities are developing local transfer plans, mobilising stakeholders and shaping their own Human Power Hub models while contributing to a shared European learning process.

We would like to thank Marion Cugnet for capturing the ambition, methodology and collective vision behind HPH Europe, as well as all partner cities, URBACT Local Groups and stakeholders contributing to this collaborative effort.
