රුමේනියාවේ ශ්‍රී ලාංකික මෝටර් රථ හිමියන්ගේ සංගමය වෙනුවෙන් සෑම් ප්‍රනාන්දු, මලිත විලෝචන, ජයන්ත කුලතුංග හා අනුරාධ පෙරේරා යන මහත්වරු 2026 ජුනි මස 4 වන දින ශ්‍රී ලංකා රියදුරු බලපත්‍රය රුමේනියානු රියදුරු බලපත්‍රයක් බවට පරිවර්තනය කිරීමට හැකිවන පරිදි ශ්‍රී ලංකාව හා රුමේනියාව අතර ද්විපාර්ශ්වික ගිවිසුමක් අත්සන් කිරීමට කටයුතු යොදන ලෙස ශ්‍රී ලංකා රජයෙන් ඉල්ලමින් රුමේනියාවේ බුකාරස්ට්, සිබියු, අරාද්, බුසව් හා ක්ලූජ්-නපොකා යන නගර වල පදිංචි ශ්‍රී ලාංකිකයන් 553 දෙනෙකුගේ අත්සනින් යුත් සන්දේශයක් රුමේනියාවේ ශ්‍රී ලංකා තානාපති වරයාට භාර දුන්හ. මෙම අත්සන් කර ඇති පිරිස මෙම ඉල්ලීම කරන දහස් සංඛ්‍යාත ශ්‍රී ලාංකිකයන්ගෙන් ඉතා කුඩා පිරිසක් පමණක් බවද ඔවුහු ප්‍රකාශ කළහ. ශ්‍රී ලංකාවේ රියදුරු බලපත්‍රය ආසියානු කලාපයේ ඇතැම් රටවල රියදුරු බලපත්‍ර මෙන් රුමේනියානු රියදුරු බලපත්‍ර බවට පරිවර්තනය කිරීමට හැකිනම් එමගින් රුමේනියාවේ දැනට ජීවත්වන සහ සේවය කරන ශ්‍රී ලාංකිකයන්ට මෙන්ම ඉදිරියේදී රුමේනියාවට පැමිණීමට බලාපොරොත්තුවන ශ්‍රී ලාංකිකයන්ට, විශේෂයෙන් රුමේනියාවේ රියදුරු රැකියා කරන සහ කිරීමට බලාපොරොත්තු වන ශ්‍රී ලාංකිකයන්ට මහත් පිටිවහලක් වන බව ඔවුහු පෙන්වා දුන්හ.

රුමේනියාවේ වෙසෙන ශ්‍රී ලාංකිකයන්ගේ මෙම ඉල්ලීම පිළිබඳව ගරු විදේශ කටයුතු ඇමතිතුමා සහ ගරු ප්‍රවාහන ඇමතිතුමා ඇතුළු රජය දැනුවත්ව සිටින බවත්, මේ කරුණ ගැන දැනටමත් කටයුතු ආරම්භ කර ඇති බවත් රුමේනියාවේ ශ්‍රී ලාංකික මෝටර් රථ හිමියන්ගේ සංගමයේ සාමාජිකයන්ට පැවසූ තානාපතිවරයා ඔවුන් සඳහන් කළ ආසියානු කලාපයේ රටවල පමණක් නොව තවත් රටවල් 90ක පමණ රියදුරු බලපත්‍ර රුමේනියානු රියදුරු බලපත්‍ර බවට පරිවර්තනය කිරීමට හැකිවී ඇත්තේ එම රටවල් සහ රුමේනියාව 1968 මාර්ග තදබදය පිළිබඳ වියානා සම්මුතියේ පාර්ශ්වකරුවන් වීම නිසා බවත්, ශ්‍රී ලංකාව මෙතෙක් එම සම්මුතියේ පාර්ශ්වකරුවෙක් නොවන නමුත් එම සම්මුතියේ පාර්ශ්වකරුවෙක් වීමට ගත යුතු ක්‍රියා මාර්ග පිළිබඳව සාකච්චා වට කිහිපයක් දැනටමත් විදේශ කටයුතු අමාත්‍යාංශයේත්, ප්‍රවාහන අමාත්‍යාංශයේත්, ප්‍රවාහන අමාත්‍යාංශය යටතේ ඇති මෝටර් රථවාහන දෙපාර්තමේන්තුවේත් සහභාගිත්වයෙන් පැවත්වී ඇති බවද ඔවුනට දැනුම් දුන්නේය. ජාත්‍යන්තර සම්මුතියක පාර්ශවකරුවෙකු වීමේ ක්‍රියාවලිය සඳහා තාක්ෂණික අවශ්‍යතා කීපයක් සම්පුර්ණ කළ යුතු බවත් එය යම් කාලයක් ගතවන තරමක් දීර්ඝ ක්‍රියාවලියක් බව පැවසූ තානාපතිවරයා කෙසේ වෙතත් අදාළ අමාත්‍යංශ මෙම කරුණ ප්‍රමුඛ අවශ්‍යතාවයක් ලෙස සලකා කටයුතු කරන බවත් තානාපති කාර්යාලය විසින් වරින් වර විදේශ කටයුතු අමාත්‍යංශය වෙතින් මෙම කරුණෙහි ප්‍රගතිය ගැන විමසා බලන බවත් ප්‍රකාශ කළේය.

ருமேனியாவில் உள்ள இலங்கை வாகன ஓட்டிகள் சங்கத்தின் சார்பாக, திரு. சாம் பெர்னாண்டோ, திரு. மாலிதா விலோச்சனா, திரு. ஜயந்த குலதுங்க மற்றும் திரு. அனுராதா பெரேரா ஆகியோர், புக்கரெஸ்ட், சிபியு, அரத், புசாவ் மற்றும் குளூஜ்-நபோக்கா ஆகிய இடங்களில் வசிக்கும் 553 இலங்கையர்கள் கையொப்பமிட்ட கடிதம் ஒன்றை, 2026 ஜூன் 4 அன்று ருமேனியாவிற்கான இலங்கைத் தூதரிடம் வழங்கினர். இலங்கை ஓட்டுநர் உரிமங்களை ருமேனிய ஓட்டுநர் உரிமங்களாக மாற்றுவதற்கு ஏதுவாக, இலங்கைக்கும் ருமேனியாவுக்கும் இடையே ஒரு இருதரப்பு ஒப்பந்தத்தில் கையொப்பமிடுமாறு அக்கடிதத்தில் இலங்கை அரசாங்கம் கோரப்பட்டுள்ளது. இக்கோரிக்கையை முன்வைக்கும் ஆயிரக்கணக்கான இலங்கையர்களில், கையொப்பமிட்டவர்கள் ஒரு சிறிய எண்ணிக்கையினர் மட்டுமே என்றும் அவர்கள் தெரிவித்தனர். ஆசியப் பிராந்தியத்தில் உள்ள சில நாடுகளில் இருப்பது போல, இலங்கை ஓட்டுநர் உரிமங்களை ருமேனிய ஓட்டுநர் உரிமங்களாக மாற்ற முடிந்தால், அது தற்போது ருமேனியாவில் வசித்து பணிபுரியும் இலங்கையர்களுக்கும், எதிர்காலத்தில் ருமேனியாவுக்கு வர விரும்பும் இலங்கையர்களுக்கும், குறிப்பாக ருமேனியாவில் ஓட்டுநர்களாகப் பணிபுரியும் மற்றும் பணிபுரிய விரும்பும் இலங்கையர்களுக்கும் பெரும் உதவியாக இருக்கும் என்று அவர்கள் சுட்டிக்காட்டினர்.

ருமேனியாவில் வசிக்கும் இலங்கையர்களின் இந்தக் கோரிக்கையை மாண்புமிகு வெளிநாட்டு விவகாரங்கள் அமைச்சரும், மாண்புமிகு போக்குவரத்து அமைச்சரும் அறிந்திருப்பதாகவும், இது தொடர்பாகப் பணிகள் ஏற்கனவே தொடங்கப்பட்டுவிட்டதாகவும் ருமேனியாவில் உள்ள இலங்கை வாகன ஓட்டிகள் சங்கத்தின் உறுப்பினர்களுக்குத் தூதர் தெரிவித்தார். மேலும், அவர்கள் குறிப்பிட்ட ஆசிய நாடுகள் மட்டுமல்லாமல், சுமார் 90 பிற நாடுகளின் ஓட்டுநர் உரிமங்களையும் ருமேனிய ஓட்டுநர் உரிமங்களாக மாற்ற முடிந்துள்ளது என்றும், ஏனெனில் அந்த நாடுகளும் ருமேனியாவும் 1968 ஆம் ஆண்டு வியன்னா சாலைப் போக்குவரத்து உடன்படிக்கையில் உறுப்பினர்களாக உள்ளன என்றும் அவர் அவர்களுக்குத் தெரிவித்தார். இலங்கை இன்னும் அந்த உடன்படிக்கையில் ஒரு தரப்பாக ஆகவில்லை, ஆனால் அந்த உடன்படிக்கையில் ஒரு தரப்பாக ஆவதற்கான நடவடிக்கைகள் குறித்து, வெளிவிவகார அமைச்சு, போக்குவரத்து அமைச்சு மற்றும் போக்குவரத்து அமைச்சின் கீழ் உள்ள மோட்டார் வாகனங்கள் திணைக்களம் ஆகியவற்றின் பங்கேற்புடன் பல சுற்றுப் பேச்சுவார்த்தைகள் ஏற்கனவே நடத்தப்பட்டுள்ளன. ஒரு சர்வதேச உடன்படிக்கையில் ஒரு தரப்பாக ஆவதற்கான செயல்முறைக்கு பல தொழில்நுட்பத் தேவைகளைப் பூர்த்தி செய்ய வேண்டியுள்ளது என்றும், அது சிறிது காலம் எடுக்கும் ஒரு நீண்ட செயல்முறை என்றும் தூதர் குறிப்பிட்டார். இருப்பினும், சம்பந்தப்பட்ட அமைச்சுகள் இந்த விடயத்திற்கு முன்னுரிமை அளித்து வருகின்றன, மேலும் தூதரகம் இந்த விடயத்தின் முன்னேற்றம் குறித்து வெளிவிவகார அமைச்சிடம் அவ்வப்போது விசாரிக்கும்.

On behalf of the Sri Lankan Motorists Association in Romania, Mr. Sam Fernando, Mr. Malitha Vilochana, Mr. Jayantha Kulathunga and Mr. Anuradha Perera handed over a letter signed by 553 Sri Lankans residing in Bucharest, Sibiu, Arad, Buzau and Cluj-Napoca to the Sri Lankan Ambassador to Romania on 4th June 2026, requesting the Government of Sri Lanka to sign a bilateral agreement between Sri Lanka and Romania to enable the conversion of Sri Lankan driving licenses into Romanian driving licenses. They stated that these signatories are only a small number of the thousands of Sri Lankans making this request. They pointed out that if Sri Lankan driving licenses can be converted into Romanian driving licenses like those in some countries in the Asian region, it would be of great benefit to Sri Lankans currently living and working in Romania, as well as to Sri Lankans who wish to come to Romania in the future, especially Sri Lankans who are working and wish to work as drivers in Romania.

The Ambassador informed the members of the Sri Lankan Motorists' Association in Romania that the Hon. Minister of Foreign Affairs and the Hon. Minister of Transport are aware of this request of Sri Lankans living in Romania and that work has already been initiated on this matter. He also informed them that it has been possible to convert the driving licenses of about 90 other countries, not only the Asian countries they mentioned, into Romanian driving licenses because those countries and Romania are parties to the 1968 Vienna Convention on Road Traffic. Sri Lanka is not yet a party to that convention, but several rounds of discussions have already been held with the participation of the Ministry of Foreign Affairs, the Ministry of Transport, and the Department of Motor Traffic under the Ministry of Transport on the steps to be taken to become a party to that convention. The Ambassador stated that the process of becoming a party to an international convention requires the completion of several technical requirements and that it is a rather lengthy process that will take some time. However, the relevant Ministries are considering this matter as a priority and the Embassy periodically inquires about the progress of this matter from the Ministry of Foreign Affairs.

රුමේනියාවේ ශ්‍රී ලාංකික ශ්‍රමිකයන් විශාල සංඛ්‍යාවක් සේවය කළත්, රුමේනියාවේ සිට ශ්‍රී ලංකාවට ලැබෙන විදේශ ප්‍රේෂණ නිල දත්ත වල නිවැරදි ලෙස වාර්තා නොවන බව මෙම සාකච්ඡාවේදී පැවසූ තානාපතිවරයා රුමේනියාවේ සේවය කරන ශ්‍රී ලාංකිකයින් ශ්‍රී ලංකාවට මුදල් ප්‍රේෂණය කිරීම සඳහා නිල සහ නීත්‍යානුකූල මාර්ග භාවිතා කිරීමේ වැදගත්කම සඳහන් කළේය. රුමේනියාවේ සිටින ශ්‍රී ලාංකිකයන්ට ශ්‍රී ලංකාවේ රාජ්‍ය බැංකු දෙකක් වන ලංකා බැංකුව සහ මහජන බැංකුව විසින් හඳුන්වා දී ඇති පහසුකම් භාවිතා කර ශ්‍රී ලංකාවට නීත්‍යානුකූලව සහ නිල වශයෙන් මුදල් සම්ප්‍රේෂණය කළ හැකිය. ලංකා බැංකුව මේ වෙනුවෙන් ජංගම යෙදුමක් හඳුන්වා දී ඇති අතර, මහජන බැංකුව ස්මිත් සහ ස්මිත් සමාගම සමඟ හවුල්කාරිත්වයකට එළඹ තිබේ. රුමේනියාවේ වෙසෙන සමහර ශ්‍රී ලාංකිකයන් අනේවාසික විදේශ මුදල් ගිණුම් පවත්වාගෙන යන බැවින්, ශ්‍රී ලාංකිකයින්ට ශ්‍රී ලංකා රුපියල්වලින් පමණක් නොව විදේශ මුදලින් ශ්‍රී ලංකාවට සිය ඉපයීම් ප්‍රේෂණය කිරීමට පහසුකම සලසන ලෙස තානාපතිවරයා ඩයනු මහතාගෙන් ඉල්ලා සිටියේය.

වසර 26 කට පෙර ආරම්භ කරන ලද ස්මිත් සහ ස්මිත් සමාගම රුමේනියාවේ සංක්‍රමණික සේවකයින් අතර පුරෝගාමී මුදල් ප්‍රේෂණ සේවාවක් ලෙස සලකනු ලබන බව ඩයනු මහතා සඳහන් කළේය. සිය සමාගම ශ්‍රී ලංකාවේ මහජන බැංකුව සමඟ ඇති හවුල්කාරිත්වය ඔහු අගය කළ අතර, තොරතුරු තාක්ෂණ යටිතල පහසුකම් සූදානම් වූ විට විදේශ මුදල්වලින් මුදල් ප්‍රේෂණය කිරීමේ පහසුකම හඳුන්වා දීමට අදහස් කරන බව සහතික කළේය. ස්මිත් සහ ස්මිත් සමාගම රුමේනියාව පුරා ශාඛා 68 ක් පවත්වාගෙන යන බවත්, එමඟින් විදේශීය සේවකයින්ට තම මව් රටවලට මුදල් ප්‍රේෂණය කිරීමට පහසු වන බවත් ඔහු පැවසීය. මීට අමතරව, සුපිරි වෙළඳසැල්වල සහ ඒ හා සමාන ස්ථානවල ගෙවීම් පර්යන්ත හරහා මුදල් මාරු කිරීමේ පහසුකමද ඉක්මනින් හඳුන්වා දෙනු ඇති බවද ඔහු ප්‍රකාශ කළේය. ස්මිත් සහ ස්මිත් සමාගමෙහි ශ්‍රී ලාංකික කාර්ය මණ්ඩල සාමාජිකයෙකුද සිටින බැවින්, ශ්‍රී ලාංකිකයන්ට යම් තොරතුරක් අවශ්‍ය වූ විට ඔවුන්ගේ භාෂාවෙන්ම එම පැහැදිලි කිරීම ලබා ගත හැකි බව ඔහු සඳහන් කළේය. ශ්‍රී ලාංකිකයන් රුමේනියාවේ දෙවන විශාලතම විදේශීය ශ්‍රමික කණ්ඩායම ලෙස ශ්‍රේණිගත වුවද, රුමේනියාවෙන් ශ්‍රී ලංකාවට යැවෙන ප්‍රේෂණ රුමේනියා මහ බැංකුවේ නිල දත්තවල සඳහන් නොවන බවත්, එයින් පෙන්නුම් කරන්නේ ශ්‍රී ලාංකිකයන් බොහෝ දුරට නිල නොවන මාර්ග මත රඳා පවතින බවත් ඔහු පැවසුවේය. ඉදිරියේදී ස්මිත් සහ ස්මිත් සමාගම සහ මහජන බැංකුව ඔවුන්ගේ සේවාවන් භාවිතා කරන්නන් සඳහා ණය සහ රක්ෂණ වැනි අමතර ප්‍රතිලාභ පැකේජයක් හඳුන්වා දීමට අදහස් කරන බව ඔහු අනාවරණය කළේය.

ருமேனியாவில் அதிக எண்ணிக்கையிலான இலங்கைத் தொழிலாளர்கள் பணிபுரிந்த போதிலும், ருமேனியாவிலிருந்து இலங்கைக்கு வரும் பணப் பரிமாற்றங்கள் உத்தியோகப்பூர்வ தரவுகளில் துல்லியமாகப் பதிவு செய்யப்படவில்லை என்று குறிப்பிட்ட தூதர், ருமேனியாவில் பணிபுரியும் இலங்கையர்கள் இலங்கைக்குப் பணம் அனுப்புவதற்கு உத்தியோகப்பூர்வ மற்றும் சட்டப்பூர்வ வழிகளைப் பயன்படுத்துவதன் முக்கியத்துவத்தை வலியுறுத்தினார். இலங்கையின் இரண்டு அரச வங்கிகளான இலங்கை வங்கி மற்றும் மக்கள் வங்கி அறிமுகப்படுத்தியுள்ள வசதிகளை, இலங்கைக்குச் சட்டப்பூர்வமாகவும் உத்தியோகப்பூர்வமாகவும் பணம் அனுப்புவதற்குப் பயன்படுத்தலாம். இலங்கை வங்கி இந்த நோக்கத்திற்காக ஒரு மொபைல் செயலியை அறிமுகப்படுத்தியுள்ளது, மேலும் மக்கள் வங்கி ஸ்மித் & ஸ்மித் நிறுவனத்துடன் ஒரு கூட்டாண்மையில் ஈடுபட்டுள்ளது. ருமேனியாவில் வசிக்கும் சில இலங்கையர்கள் வெளிநாட்டுக் கணக்குகளை வைத்திருப்பதால், இலங்கையர்கள் தங்கள் வருமானத்தை இலங்கை ரூபாயில் மட்டுமல்லாமல் வெளிநாட்டு நாணயங்களிலும் இலங்கைக்கு அனுப்ப வசதி செய்து தருமாறு தூதர் திரு. தியானுவிடம் கேட்டுக்கொண்டார்.

26 ஆண்டுகளுக்கு முன்பு நிறுவப்பட்ட ஸ்மித் & ஸ்மித் நிறுவனம், ருமேனியாவில் உள்ள புலம்பெயர்ந்த தொழிலாளர்களிடையே ஒரு முன்னோடி பணம் அனுப்பும் சேவையாகக் கருதப்படுகிறது என்று திரு. டயானு குறிப்பிட்டார். இலங்கை மக்கள் வங்கியுடன் தனது நிறுவனம் கொண்டுள்ள மதிப்புமிக்க கூட்டாண்மையை அவர் பாராட்டினார். மேலும், தகவல் தொழில்நுட்ப உள்கட்டமைப்பு தயாரானதும், வெளிநாட்டு நாணயங்களில் பணம் அனுப்பும் வசதியை அறிமுகப்படுத்த நிறுவனம் திட்டமிட்டுள்ளதாகவும் அவர் உறுதியளித்தார். ஸ்மித் & ஸ்மித் நிறுவனம் ருமேனியா முழுவதும் 68 கிளைகளை இயக்குகிறது என்றும், இது வெளிநாட்டுத் தொழிலாளர்கள் தங்கள் சொந்த நாடுகளுக்குப் பணம் அனுப்புவதை எளிதாக்கும் என்றும் அவர் கூறினார். கூடுதலாக, பல்பொருள் அங்காடிகள் மற்றும் அதுபோன்ற இடங்களில் உள்ள பணம் செலுத்தும் முனையங்கள் மூலம் பணம் அனுப்பும் வசதியும் விரைவில் அறிமுகப்படுத்தப்படும் என்று அவர் தெரிவித்தார். ஸ்மித் & ஸ்மித் நிறுவனத்தில் ஒரு இலங்கை ஊழியரும் இருப்பதால், இலங்கையர்கள் தங்களுக்குத் தகவல் தேவைப்படும்போது தங்கள் சொந்த மொழியில் தெளிவு பெறலாம் என்று அவர் குறிப்பிட்டார். ருமேனியாவில் இலங்கையர்கள் இரண்டாவது பெரிய வெளிநாட்டுத் தொழிலாளர் குழுவாக இருந்தாலும், இலங்கைக்கான பணம் அனுப்புதல் ருமேனிய தேசிய வங்கியின் அதிகாரப்பூர்வ தரவுகளில் பிரதிபலிக்கவில்லை என்றும், இது இலங்கையர்கள் பெரும்பாலும் அதிகாரப்பூர்வமற்ற வழிகளையே நம்பியுள்ளனர் என்பதைக் காட்டுகிறது என்றும் அவர் கூறினார். எதிர்காலத்தில், ஸ்மித் & ஸ்மித் மற்றும் பீப்பிள்ஸ் வங்கி ஆகியவை தங்களது சேவைகளைப் பயன்படுத்துவோருக்காகக் கடன்கள் மற்றும் காப்பீடு போன்ற கூடுதல் சலுகைத் தொகுப்பை அறிமுகப்படுத்தத் திட்டமிட்டுள்ளதாக அவர் தெரிவித்தார்.

The Ambassador of Sri Lanka to Romania held discussions with Mr. Valentin Daeanu, CEO of Smith and Smith in Romania on 03rd June 2026.

During the meeting, the Ambassador stated that although a large number of Sri Lankans work in Romania, the remittances by them are not recorded correctly in the official data. In this connection, he highlighted the importance of Sri Lankans working in Romania to use official and lawful channels to remit money to Sri Lanka. Sri Lankans could use the options provided by two State Banks in Sri Lanka, the Bank of Ceylon and the People's Bank to transmit money to Sri Lanka legally and officially. While the Bank of Ceylon has introduced a mobile app, the People's Bank has entered into a partnership with Smith and Smith. The Ambassador requested Mr. Daeanu to implement the facility for Sri Lankans to remit money in foreign currencies too, as some Sri Lankans living in Romania maintain Non-Resident Foreign Currency accounts.

Mr. Daeanu informed that Smith and Smith, established 26 years ago is regarded as a pioneer money remittance service among migrant workers in Romania. He acknowledged the valuable partnership with the People's Bank of Sri Lanka and assured that they intend to introduce the facility to transfer money in foreign currencies when the IT infrastructure for that operation is ready. He said that Smith and Smith maintains 68 branches around Romania making it convenient for foreign workers to remit money to their home countries. Additionally, the facility to transfer money via payment terminals at supermarkets and similar places will be introduced shortly. He also noted that as there is a Sri Lankan staff member at Smith & Smith, Sri Lankans can speak in their language when they need any clarifications. Mr. Daeanu observed that although Sri Lankans rank as the second-largest group of foreign workers in Romania, remittances to Sri Lanka do not figure appropriately in the official data of the National Bank of Romania, which demonstrates that Sri Lankans mostly rely on unofficial channels. He disclosed that Smith & Smith and the People's Bank intend to introduce a package of additional benefits such as loans and insurance for those who use their services.

සම්බුදු තෙමඟුල සැමරෙන වෙසක් උත්සවය ලොව පුරා වෙසෙන බෞද්ධ ජනතාවගේ උතුම්ම මංගල්‍යයයි. බෞද්ධ උරුමයන්ගෙන් සුපෝෂිත ප්‍රෞඪ සංස්කෘතියකට උරුමකම් කියන ශ්‍රී ලාංකේය ජනතාව ලෝකවාසී බෞද්ධයන් සමඟ එක්ව මෙම උතුම් තෙමඟුල බැතියෙන් සමරති.

බුදු දහම යනු සමස්ත ලෝකයටම ප්‍රායෝගික වූත්, සර්වකාලීන වූත් සාමයේ පණිවිඩය රැගෙන ආ ශ්‍රේෂ්ඨතම දාර්ශනික ඉගැන්වීමකි. ගෞතම බුදුරජාණන් වහන්සේ විසින් දේශනා කොට වදාළ සමස්ත ධර්මස්කන්ධයම ගොඩනැගී ඇත්තේ මෛත්‍රිය, කරුණාව, මුදිතාව සහ උපේක්ෂාව යන සතර බ්‍රහ්ම විහරණයන් මූලික කරගනිමිනි.

එමෙන්ම, වෙසක් සැමරුම ආගමික උත්සවයක් මෙන්ම වසර දහස් ගණනක් පුරා ශ්‍රී ලාංකේය අනන්‍යතාව, සාමූහිකත්වය සහ කලාත්මක නිර්මාණශීලීත්වය විදහා දක්වන විශිෂ්ට සංස්කෘතික මංගල්‍යයක්ද වේ. වෙසක් සැමරුම හා සමගාමීව ප්‍රතිපත්ති පූජාවන්ට මුල්තැන දෙමින් සංවිධානය කෙරෙන දාන, ශීල, භාවනා, ධර්ම දේශනා වැඩසටහන් මෙන්ම ආමිස පූජාවන්ට මුල් තැන දෙමින් සංවිධානය කෙරෙන දන්සැල්, බොදු බැති ගී, අලංකාරවත් පහන් කූඩු, දර්ශනීය තොරණ, සැරසිලි ආදිය බෞද්ධයන් පමණක් නොව සියලු ආගම් වලට අයත් ලාංකිකයන්ගේ එකමුතුවෙන් විචිත්‍රවත් වේ. ඒ අනුව සියලු ජාතීන් අතර අන්‍යෝන්‍ය අවබෝධය, එකමුතුව සහ සහජීවනය වර්ධනය කෙරෙන වෙසක් සැමරුම සංහිඳියාවේ සංකේතයක් බවද අවිවාදිතය.

புத்த பெருமானின் மூன்று புனித நிகழ்வுகளை நினைவுகூரும் வெசாக் வைபவம், உலகெங்கும் வாழும் பௌத்தர்களின் மிகப் புனிதமான ஆன்மிக விழாவாகும். பௌத்த மத பாரம்பரியத்தால் செழித்து விளங்கும் உயரிய கலாசாரத்தை மரபாகக் கொண்ட இலங்கை மக்கள், உலக பௌத்த மதத்தவர்களுடன் இணைந்து இப்புனிதத் திருநாளை பக்தியுடன் கொண்டாடுகின்றனர்.

பௌத்த தர்மம் என்பது ஒட்டுமொத்த உலகிற்கும் நடைமுறைச்சாத்தியமான, எக்காலத்திற்கும் பொருத்தமான அமைதிச் செய்தியைக் கொண்டு வந்த மிகச் சிறந்த போதனையாகும். கௌதம புத்த பெருமானால் போதிக்கப்பட்ட ஒட்டுமொத்த தர்மமும் அன்பு , கருணை, மகிழ்ச்சி மற்றும் சமநோக்கு ஆகிய நான்கு தூண்களை அடிப்படையாகக் கொண்டே கட்டமைக்கப்பட்டுள்ளது.

அதேபோன்று, அமைதி, சகவாழ்வு மற்றும் நல்லிணக்கம் குறித்த முன்மாதிரியான பாடம், புத்த பெருமான் உட்பட அனைத்து சமயத் தலைவர்களும் போதித்த தர்மமாகும். வெளி உலகில் அமைதியை ஏற்படுத்துவதற்கு, முதன்முதலில் மனிதனின் உள்ளத்தில் ஆன்மீக அமைதி உறுதிப்படுத்தப்பட வேண்டும் என்பதை பௌத்த தர்மம் சுட்டிக்காட்டுகிறது. பொதுவான நல்நோக்கங்களுக்காக சமூகத்தை ஒன்றிணைக்க, பௌத்த தர்மம் காட்டும் இந்த உள அமைதி வழியானது, முன்னெப்போதையும் விட இன்று மிகவும் பொருத்தமானது என்பதை நாம் உணர்ந்து கொள்ள வேண்டும். அண்மையில் நம் நாட்டில் அமைதிக்கான பாதயாத்திரையில் ஈடுபட்ட வியட்நாம் நாட்டைச் சேர்ந்த பஞ்ஞாகர தேரர் அவர்களும் இலங்கைக்குக் கொண்டு வந்த செய்தி இதுவே என்று நான் நம்புகிறேன்.

மேலும், வெசாக் தினம் என்பது ஒரு மத ரீதியான வைபவம் என்பதைத் தாண்டி, ஆயிரக்கணக்கான ஆண்டுகளாக இலங்கை மக்களின் தனித்துவம், கூட்டுப்பொறுப்பு மற்றும் கலைநயமிக்க ஆக்கத்திறன் ஆகியவற்றை வெளிப்படுத்தும் ஒரு சிறந்த கலாசார விழாவாகவும் விளங்குகிறது. இந்த வைபவத்தை முன்னிட்டு கொள்கை ரீதியான வழிபாட்டிற்கு முதலிடம் வழங்கி ஏற்பாடு செய்யப்படும் தானம், சீலம், தியானம், தர்ம போதனை போன்ற நிகழ்வுகளும், அண்ணதானப் பந்தல்கள் , பௌத்த பக்திப் பாடல்கள், அழகிய வெசாக் கூடுகள் மற்றும் கண்கவர் தோரணங்கள் போன்ற அலங்காரங்களும் இனங்களுக்கிடையில் பரஸ்பர புரிதல், நல்லிணக்கம் மற்றும் சகவாழ்வை வளர்ப்பதற்குப் பெரும் பக்கபலமாக அமைகின்றன என்பதில் ஐயமில்லை.
அனைத்து இனங்களுக்கிடையிலும் பரஸ்பர புரிந்துணர்வு,ஒற்றுமை, மற்றும் சகவாழ்வை மேம்படுத்தும் வெசாக் வைபவம் நல்லிணக்கத்தின் அடையாளமாகும். அகிம்சை, கருணை மற்றும் அனைத்து உயிரினங்கள் மீதான எல்லையற்ற அன்பு ஆகியவற்றை அடிப்படையாகக் கொண்ட சம்புத்த தர்மத்தின் விழுமியங்களை நமது வாழ்க்கையில் மேலும் இணைத்துக் கொள்ளுமாறு அனைவருக்கும் அழைப்பு விடுப்பதுடன், தர்மத்தின் குளிர்ச்சியால் அனைவரது மனங்களும் அமைதியடையும் உன்னத வெசாக் தினமாக இந்த தினம் அமையட்டும் என வாழ்த்துகிறேன்!

Vesak Message

The Vesak festival, which commemorates the three pivotal milestones in the life of Lord Buddha: his birth, his attainment of enlightenment, and his passing (Nirvana), is the most sacred celebration for Buddhists across the world. The people of Sri Lanka, heirs to a proud culture enriched by Buddhist heritage, join Buddhists worldwide in devoutly observing this noble occasion.

Buddhism is the greatest philosophical teaching to have conveyed to the entire world a timeless and practical message of peace. The entirety of the Dhamma preached by the Gautama Buddha is founded upon the Four Sublime Virtues of loving-kindness, compassion, empathetic joy and equanimity.

Furthermore, peace, coexistence and reconciliation constitute the supreme teachings expounded not only by the Buddha but also by all enlightened teachers. Buddhism teaches that, in order to establish peace in the external world, inner spiritual peace within the individual must first be secured. We must recognise that this inward and peaceful approach, as advocated by Buddhism in guiding society towards collective noble objectives, is more relevant today than ever before. I believe that this was also the message brought to Sri Lanka recently by the Vietnamese monk Venerable Pannakara Thero, who undertook a pilgrimage on foot across the country.

Moreover, the celebration of Vesak is not merely a religious observance, but also a magnificent cultural festival that has, for thousands of years, reflected Sri Lankan identity, solidarity and artistic creativity. It is indisputable that the programmes organised alongside Vesak celebrations, giving prominence to acts of religious observance such as almsgiving, the observance of sil, meditation and Dhamma sermons, as well as the devotional offerings and festivities including dansals, Buddhist devotional songs, beautifully crafted lanterns and splendid pandals, greatly contribute towards fostering mutual understanding, reconciliation and coexistence among communities.

Inviting all people to further embrace in their lives the values of Buddhism founded upon non-violence, compassion and boundless loving-kindness towards all living beings, I extend my heartfelt wishes for a blessed Vesak festival in which all hearts may find peace, comfort and serenity through the soothing grace of the Dhamma.
